About this file
This document is a network design sample attachment from a Request for Proposal (RFP2017000243) issued by the Office of Information Technology (OIT). The attachment contains technical specifications and performance data for uplink coverage analysis across multiple venue types, including in-building and in-vehicle environments. The document presents color-coded coverage maps and data rate information for SiGNALS Analytics, LLC network modeling, demonstrating uplink signal strength performance in coverage-limited mobile environments. The analysis assumes lightly utilized uplink conditions with simple diversity receive capabilities and establishes baseline data rate thresholds ranging from voice capability through greater than 40 Mbps performance levels.
The technical specifications indicate that uplink performance represents the weakest link in the proposed network architecture, with actual data rates expected to vary based on environmental conditions and network load. The document notes that heavily loaded uplink scenarios would result in significantly reduced data rates compared to the baseline assumptions of 3dB rise above thermal noise. The sample network design serves as reference material for bidders evaluating the technical requirements and expected performance parameters for the solicitation, providing detailed modeling data for in-building and in-vehicle coverage scenarios across specified venue categories.

Uplink Data Rates by Venue
• The maps on the following pages are colored coded based on uplink link budget performance in a coverage limited environment.
• In a mobile environment the uplink is the weakest link in terms of signal strength.
• We have assumed a lightly utilized uplink. The data rates shown assume a 3dB rise above thermal noise. Actual conditions will very. Data rates would be significantly reduced with a heavily loaded uplink.
• We assume simple diversity receive on the uplink.
• We will show separate downlink data rate graphs in the next section.
