About this file
This document is a sample network design attachment prepared by SiGNALS Analytics, LLC for the State of Colorado's Governor's Office of Information Technology as part of RFP2017000243, dated March 23, 2017. The attachment outlines a radio access network design effort intended to establish realistic LTE coverage and capacity objectives for Colorado's statewide broadband initiative. The project scope encompasses analysis of coverage objectives, definition of conceptual frameworks including five usage venues and five morphologies, and completion of a multi-phased radio access network modeling effort. The document explicitly notes that the sample designs presented make no assumptions regarding existing contracts or future use of any sites or assets and serve solely as planning reference material for offerors responding to the RFP.
The analysis was funded through the State of Colorado using NTIA SLIGP award 08-10-S13008, with additional analyses conducted using non-SLIGP funds in compliance with SLIGP requirements. Colorado's needs assessment determined that coverage is required across 97.6 percent of the state's geographic area, substantially exceeding FirstNet's baseline coverage objective of 23.7 percent. The methodology involved projecting data onto one-mile by one-mile pixel grids and attributing coverage requirements based on point locations, road and railroad crossings, existing LMR coverage areas, and incident data. The assessment included comprehensive review of first responder surveys, historical incident data, complementary network coverage, and other objective data sources, with results organized by county and deployment phases as submitted to FirstNet in Colorado's 2015 SLIGP submission.

DISCLAIMER
This RFP was prepared using funds from the State of Colorado - Governor’s Office of Information Technology. The statements, findings, conclusions, and recommendations are those of the author(s) and do not reflect the views of the National Telecommunications and Information Administration (NTIA), U.S. Department of Commerce (DOC) or FirstNet.
Some analyses were prepared by the State of Colorado - Governor’s Office of Information Technology using funds under award 08-10-S13008 from the National Telecommunications and Information Administration (NTIA), U.S. Department of Commerce (DOC). Other analyses referenced were done with non-SLIGP funds, consistent with the requirements of SLIGP funding.
Introduction
• This presentation includes several sections to help the Offeror understand the scope of the planning / modeling effort Colorado has completed:
– Coverage Objectives. A discussion of the coverage objectives originally proposed for Colorado by FirstNet in early 2015 coupled with a summary of the needs analysis and the ultimate requirements identified by Colorado.
– Conceptual Frameworks. Several conceptual frameworks undergirded the modeling effort. We defined 5 usage venues and 5 morphologies. Each of these is explained in the “frameworks” section.
– Network Modeling Effort and Results. This section describes the multi-phased radio access network design effort, including high resolution graphical results and statistical results from the final iteration.
– Note: the sample designs provided in this RFP make no assumptions or representations about existing contracts or relationships to use any of the sites or assets in a future CO-RAN. This is a sample design only.
Coverage Objectives
The Need for Coverage
• FirstNet presented its baseline coverage objective to stakeholders in Colorado in March, 2015.
• The coverage, shown as a GIS image and as a bar chart in the next few slides, focuses on urbanized areas and major roads.
• Colorado began an extensive effort examining the stated needs of first responders (a survey), incident data (where events have occurred in the past), the coverage of complementary networks, and other objective data sources.
• Colorado concluded that coverage is needed over 97.6% of the geographic area. The finding that broad coverage is needed was submitted to FirstNet in September, 2015. It became part of a national map of state submissions, shown in this section.
• The upcoming pages describe the methodology and data sources.

Methodology
• We projected each data set onto FirstNet’s 1x1 mile pixels.
• We attributed a coverage requirement when:
– A point lands within the pixel
– A road or railroad crosses the pixel
– LMR coverage includes some or all of the pixel
(if first responders have coverage today with LMR then they definitely want coverage in the future with LTE)
– Incidents occur within the pixel
• It turns out that 97.6% of the state has a quantifiable need for coverage.
• The next few pages show thumbnail-sized visuals of key data sources.
• Finally, we show the area covered by county (%) in the three phases of deployment proposed to FirstNet in Colorado’s 2015 SLIGP submission.
