About this file

This document is a sample network design attachment (Part II) submitted by the State of Colorado in response to RFP2017000243 for FirstNet broadband infrastructure planning. The file details SiGNALS Analytics' three-phased deployment strategy for statewide public safety broadband coverage across Colorado's 64 counties and two tribal territories. Phase I focuses on coverage for incidents, roads, and recreational areas in less dense urban, urban, and suburban areas. Phase II expands to include high-risk areas, developed areas, and existing Land Mobile Radio (LMR) footprints. Phase III represents complete buildout covering all specified areas. The design utilizes eight radio access network models incorporating input data sets including first responder incidents, civic addresses, transportation infrastructure, portable and mobile Digital Terrain Radio (DTR) coverage, national land clutter databases, census block centroids, traffic counts, and transit systems to identify final coverage requirements and determine where leasable towers, Band 14 radio additions to existing cellular sites, or new tower construction would be necessary.

The phased coverage specifications demonstrate significant variation by county, with Phase I area coverage ranging from 10.5 percent in Denver County to 94.2 percent in Phillips County, and the statewide composite reaching 57.6 percent. Phase III completion targets near-universal coverage, with most counties achieving 97 to 100 percent coverage and the composite statewide coverage reaching 97.6 percent. The tribal composite coverage achieves 99.9 percent by Phase III completion. This three-phase approach emphasizes Colorado's strategic priority of rural coverage while building progressively toward comprehensive statewide public safety broadband deployment aligned with FirstNet requirements submitted in the September 30, 2015 SLIGP submission.

Three-Phased Approach

• FirstNet asked each state to provide a phased deployment strategy in its September 30, 2015 SLIGP submission.

• Colorado submitted a three-phase set of requirements, emphasizing rural coverage. These slides appear in the following pages.

• The eight radio system design models focus on the final coverage requirement. In doing so one is able to identify geographic areas that can be covered with leasable towers or by adding a Band 14 radio to the sites of an existing cellular operator. Other geographic areas may require construction of new towers.

• The coverage statistics of the eight radio access network design models (described shortly) all focus on the final deployed network, not on intermediate results.

Phase I: Incidents, Roads, and Recreational Areas LESS Dense Urban, Urban, and Suburban Areas

Phase II: Phase I Plus Dense Urban, Urban, and Suburban Morphologies, High Risk Areas, Developed Areas, and today’s LMR Footprint

Phase III: Phase I Plus Phase II Plus All Other Specified Areas

Conclusion: Required Coverage (Completion of Phase III)
