This is a Notice to Vendors from the Office of the State Courts Administrator announcing a schedule amendment for Procurement No. 2025-002 regarding security upgrades to the 5th District Court of Appeal in Daytona Beach, Florida. The procurement seeks a qualified, experienced, and licensed Architectural and Engineering Firm to assess and recommend security enhancements, including bollard installation at the courthouse entrance, creation of a separate security screening area, improvements to the deputy marshal's work area, and installation of electromagnetic doors at courtroom entrances. The mandatory pre-proposal conference has been rescheduled from January 22, 2026, to January 29, 2026, at 10:00 AM, with escorted site visits moved from January 22-23, 2026, to January 29-30, 2026. Technical and cost replies are due February 11, 2026, at 4:00 PM, with cost volume opening scheduled for February 25, 2026. The contract will commence on April 10, 2026, with an initial one-year term and potential renewals for up to three additional years based on satisfactory performance.
Respondents must meet mandatory requirements including a minimum of five years of design and engineering experience with commercial structures, with at least three years of experience in Florida, and must be registered with the Florida Department of State and compliant with E-Verify requirements. The evaluation will use a three-phase approach allocating 100 points each for corporate experience, staff qualifications, and design elements, plus 100 points for cost, with the lowest bidder receiving maximum cost points. Required insurance includes commercial general liability ($2,000,000 per incident), professional liability ($2,000,000 per incident), builder's risk insurance ($2,000,000 minimum), and workers' compensation insurance, along with a performance bond equal to the total contract amount. Funding is subject to legislative appropriation under chapter 2024-231, Laws of Florida, section 7, line 3302, though no specific budget range is stated. Questions regarding this schedule amendment should be directed to Steven Updike, CPPB, FCPA, at updikes@flcourts.gov.
