About this file

This file contains government responses to questions submitted during the Request for Information (RFI) phase for solicitation OAA-26-00152, which concerns the installation and management of fully automated parking management services at the Department of Labor's Frances Perkins Building in Washington, DC. The RFI is for market research purposes and does not constitute a binding solicitation or obligation to award a contract. Four key questions and their responses are documented: (1) the RFI response deadline is confirmed as April 13, 2026 with no updated SAM.gov posting; (2) low-code cloud solutions (SaaS) such as Appian are acceptable provided the cloud vendor holds FedRAMP moderate authorization and the system remains commercially hosted without DOL network access; (3) acceptable connectivity methods for communications without DOL network access include dedicated ISP circuits, cellular/LTE/5G, and point-to-point wireless; and (4) all installation work must be conducted after-hours or weekends to minimize disruption. The government also confirmed that nine companies of various economic sizes attended the March 12, 2026 industry day walkthrough, but company names and individual attendee lists will not be publicly posted.

RFI - OAA-26-00152 - FPB Parking Requirement
Question TitleSection NumberQuestion DetailGovernment Response
CRITICAL — RFI RESPONSE DUE DATE / TIME (DISCREPANCY)We note a discrepancy between the deadline shown on SAM.gov and the deadline stated within the RFI documents. Please confirm the authoritative RFI response submission deadline (date and time, Eastern Time), and whether DOL will post an updated notice on SAM.gov reflecting the final deadline. The due date for a response to the RFI is 04/13/2026, there will not be another posting
ACCEPTABILITY OF A LOW-CODE CLOUD SOLUTION (E.G., APPIAN SAAS)JLGOV has recent federal experience implementing and operating low-code cloud platforms (including Appian SaaS) for workflow, approvals, dashboards, and reporting. For this requirement (e.g., parking application intake/approval routing, customer self-service, payment workflows, real-time utilization dashboards, and infraction tracking), is DOL open to a low-code cloud (SaaS) solution, provided the contractor’s system remains commercially hosted and does not require access to the DOL network?Yes, the cloud vendor selected must be Fedramp moderate authorized.
COMMUNICATIONS APPROACH WITH “NO DOL NETWORK ACCESSThe draft PWS states the contractor must provide a communications solution without DOL network access. Please confirm acceptable connectivity methods (e.g., cellular/LTE/5G, dedicated ISP circuit, point-to-point wireless, or other), and any cybersecurity/privacy requirements applicable to PIV/LPR and the Government dashboard/reporting.The dedicated ISP circuit is acceptable as is cellular/LTE/5G.
INSTALLATION PHASING, ACCESS, AND OPERATIONS DURING CUTOVERTo support a low-disruption approach, please clarify:

• Permitted installation windows (hours/days) and any restrictions (noise, closures, security post impacts).

• Access requirements for electrical rooms, guard booths, and garage control points (escorts, badging, coordination lead times).

• Acceptable downtime thresholds (by garage) for installation, testing, and cutover to automated entry/exit.All installation needs to be conducted after-hours or weekends
INDUSTRY DAY / WALKTHROUGH ATTENDANCE (IF RELEASABLE)As we were unable to attend the March 12, 2026 walkthrough, please advise whether DOL can share (if releasable) a list of companies that attended. If an attendee list cannot be released, would DOL confirm the total number of companies that attended and/or post a list of company names only (no individual attendee names)? There was a total of 9 companies of various economic business sizes. There will not be a posting of the company names.
