About this file

This document is an Industry Day presentation for a parking garage automation service at the Department of Labor's Frances Perkins Building, held on March 12, 2026. The Department of Labor seeks to modernize its parking management system across three garages (South, North, and East) containing 898 total parking spaces. The contractor must provide a fully automated, modernized parking management system that eliminates the current 1970s methodology of hang tags and printed receipts. The solution must automate controlled entry and exit using license plate identification, PIV cards, contractor-provided cards, or similar technology, with no expectation for regular on-site contractor personnel except for equipment maintenance and repairs.

The contractor must deliver a comprehensive suite of services including 24/7 customer service via voice, text, web messaging, and email; a fully online web and mobile-enabled parking application with payment processing accepting major credit and debit cards with automatic payment capability; Android and Apple mobile apps for smartphone payments; management of the parking application process with quality control and routing to government approving officials; and an online dashboard for real-time garage usage tracking, trend data analysis, and report generation. The three garages serve federal employees and approved individuals only, with no public parking permitted. The Department is seeking industry feedback on anticipated timelines for automation completion, proposed monthly and daily parking rates post-automation, and any additional information needed for project success. Questions must be submitted in writing by March 20, 2026, to Contracting Specialists Jeremy Keator and Karla Salmon, with industry responses to the RFI due by April 10, 2026.

OBJECTIVES

To enhance collaboration between DOL and industry representatives.

Allow contractors to gain a better understanding of our current parking management program at FPB and provide feedback to DOL representatives about the:

• Anticipated timeline to complete automation requirements

• Your proposed monthly and daily parking rates upon automation completion

• Any other information the government should provide to industry to help make this effort successful

To gain a better understanding of Department of Labor’s goals and challenges.

To promote competition to the maximum extent practicable.

PARKING MANAGEMENT BACKGROUND

FPB has 3 parking garages (South, North & East) containing a total of 898 parking spaces.

We currently administer our parking program via hang tags for monthly parking or printed receipts for daily parking.

Monthly permit customers are required to constantly stop by the Parking Management

Office to obtain new stickers for their permits upon parking payment extension.

We are operating under 1970s parking management administration methodology.

REQUIREMENTS

The contractor shall provide services for parking management at FPB.

Services include parking management and oversight of the three garages; specifically, but not limited to, access control and assessments.

The contractor shall provide a full service modernized parking management system to include completely automating controlled entry and exit using license plate identification, PIV, contractor-provided cards, or similar technology.

There is no expectation that contractor personnel will be on site, except to maintain and repair contractor-owned equipment as required.

Contractor shall provide 24 hour/7 days a week customer service via voice, text, web messaging, e-mail, etc. for around the clock customer service availability.

REQUIREMENTS (Cont.)

Contractor shall provide fully online web and mobile-enabled parking application and payment process accepting all major credit and debit cards with the capability to establish automatic payments.

Contractor shall offer an android/apple app where parkers can make payments from their smart phones.

Contractor shall also manage the parking application process including quality control of applicants’ input and then routing to the appropriate government approving officials for daily and monthly parking.

Contractor shall provide an online dashboard where government officials can track garage usage in real time, view trend data, and generate reports.

ASSUMPTIONS

The garages are only for federal employees (approved by DOL) and limited individuals that routinely work in FPB.

Public parking is NOT permitted or allowed.

Approved parkers can purchase monthly or daily parking.

We can oversell the 898 spaces because utilization is never 100% at any given time.

Paid parkers may only have one of their registered vehicles in anyone of FPB’s garages at any time or they will have to pay additional fees.

We want to fully automate the garages but are deferring to industry expert to best tell us how.

What is the best technology to leverage?

License plate readers?
