About this file
This file consists of follow-on questions from the Department of Labor (DOL) regarding market research for parking garage automation services at the Frances Perkins Building in Washington, DC. The questions are directed to industry vendors for informational purposes only and will not be used for evaluation or award decisions. The DOL seeks detailed cost breakdowns for three parking garages (North, South, and East), requesting vendors provide average monthly parking rates under two scenarios: (1) where the contractor funds purchase, installation, and maintenance of automation equipment, and (2) with a $100,000 government subsidy. Additionally, the government inquires whether a 24-month base period (versus 12 months) would reduce vendor risk concerns about non-renewal of option years and result in lower monthly rates, requesting specific anticipated cost reductions.
The questions also address pricing escalation strategies, asking whether parking costs remain static over a five-year contract period or increase annually, and request vendor recommendations for contract terms that would minimize costs to government parkers. These market research inquiries are associated with RFI OAA-26-00152, issued by DOL's Office of the Assistant Secretary for Administration and Management, with RFI responses originally due April 10, 2026, at 4:00 PM ET, later extended to April 13, 2026. Responses should be submitted to Contract Specialists Jeremy Keator (keator.jeremy.b@dol.gov) and Karla Salmon (salmon.karla@dol.gov).

Parking Garage Automation Follow on Questions for Industry
- To the extent the industry is comfortable sharing for market research purposes. What is the industries average monthly rate for parking at the Frances Perkins Building under the following scenarios and please provide a breakout of the cost (for example, of the aggregate cost, how much goes towards automation equipment capital investment, automation equipment maintenance, employee overhead, profit, etc.):
1. Industry funds the purchase, installation and maintenance of parking automation equipment at our three parking garages (North, South, & East).
2. How would the availability of a $100,000 subsidy influence your proposed monthly rate? The contractor is still responsible for purchasing, installing and maintaining the parking automation equipment.
Responses are for market research only and will not be used for evaluation or award.
- What is the best industry way to shape the terms of automating our three parking garages at FPB with regard to initial capital investment? Some feedback we have received thus far is some vendors are concerned that there is risk of not being continued after the base year (option years would not executed) so they would charge significantly more for monthly parking during the base year vice any potential option years. Would it be helpful if the government offered a 24-month base period versus 12 months? If so, would executing a 24-month base period result in a cheaper monthly rate? If so, how much do you anticipate your monthly parking rate to decrease by?
- How would industry recommend any potential monthly parking price increases over the life of the contract? For example, do parking costs typically remain static over a 5 year period or do they increase annually?
- What can we do as the government to potentially allow for the lowest cost to our parkers with regard to the parking garage automation efforts at our three garages?
