About this file
This file contains the final engineering plans for a Federal Lands Access Program (FLAP) highway reconstruction project in Nevada. The project involves comprehensive rehabilitation of approximately 20 miles of roadway spanning Bob Ruud Memorial Highway and Bell Vista Avenue, with work beginning at the intersection of State Highway 160 and Bell Vista Avenue in Pahrump and extending to provide access to Ash Meadows National Wildlife Refuge and Death Valley National Park. The scope encompasses full-depth reclamation (FDR) at both 4-inch and 8-inch depths totaling approximately 32 miles, installation of 30,000 to 50,000 tons of aggregate base, placement of 65,000 to 80,000 tons of asphalt pavement, and replacement of 24-inch culverts ranging from 1,000 to 2,500 linear feet with some installations requiring approximately 10 feet of excavation.
The Central Federal Lands Highway Division (CFLHD), under the Department of Transportation Federal Highway Administration, is issuing this full and open competition solicitation with an estimated cost range of $20,000,000 to $40,000,000. The anticipated advertisement date is May 2026 with contract award scheduled for June 2026 and project completion targeted for May 2027. The project addresses safety and drainage improvements on both the rural Bob Ruud Memorial Highway and the more urban Bell Vista Avenue corridor within Pahrump, Solicitation Number 6982AF26B000003.
