About this file
This is a Questions and Answers (Q&A) document for a federal HVAC preventative maintenance contract opportunity at multiple building locations, including the Table Mountain Field Site in Boulder County, Colorado.
The procurement requires contractors to provide ongoing preventative maintenance services for various HVAC systems across multiple facilities. Specific deliverables include filter replacements (MERV Rating 8 minimum) in multiple sizes, coil cleaning, furnace blowouts, refrigerant recharges, and diagnostic reporting. The contractor bears full responsibility for purchasing all replacement filters and standard preventative maintenance consumables (belts, coil cleaner, grease) under a firm-fixed-price arrangement. Refrigerant gases and replacement parts are included in the base PM price; however, major repairs requiring additional funding must be coordinated with the Contracting Officer's Representative (COR) through separate modifications. Diagnostic reports must be submitted to the COR after each PM visit in Excel spreadsheet format with no specific software system required. The Davis-Bacon Act applies with SCA wage determination 2015-5415, REV 30. Site visit opportunities are available August 17-19, 2026, with a specific technician site visit window of Wednesday, August 19, 8:00 AM-2:00 PM MST. Personnel accessing the Table Mountain Field Site must be U.S. citizens or green card holders, with security clearance verification required prior to gate access. The site is a Radio Quiet Zone with restrictions on wireless communications and mobile phones; two-way radios require COR frequency approval to avoid interference with testing operations. All buildings have available electrical power and water hose connections for maintenance activities.

To ensure accurate pricing and appropriate resource allocation, can the Government provide the model number, cooling/heating capacity (tonnage), electrical specifications (voltage, phase, amperage), and serial number for this unit? If this information is unavailable, how should Offerors estimate the maintenance labor, filter requirements, and replacement parts for this system?
SOW No, The data plate has been painted over and has stated to rust over. The manufacture part number and S/N can't be read, 5 Could the Government provide a schedule of the required filter sizes, quantities, and minimum MERV ratings for each piece of equipment listed in Section 3?
SOW See block 3. MERV Rating 8 filter
6 Is the Contractor responsible for purchasing and supplying all replacement filters and standard preventative maintenance consumables (such as belts, coil cleaner, grease), and should these costs be fully loaded into the proposed Firm-Fixed-Price?
SOW Yes
7 Is the Contractor responsible for the cost of replacement parts and refrigerant gases under the base PM price, or will these repairs be handled via a separate, bilateral out-of-scope modification or a dedicated time-and-materials CLIN?
SOW Yesfor the replacement of the gassess. If there is a bigger repair needed then the contractor will have to contact the COR to make arrangements if more money is needed.
8 Is the Contractor responsible for the cost of replacement parts and refrigerant gases under the base PM price, or will these repairs be handled via a separate, bilateral out-of-scope modification or a dedicated time-and-materials CLIN?
SOW Same as block 7
9 How should potential leak repairs and refrigerant recharges be priced and billed?
SOW Same as block 7
10 SOW Section 2 mentions that the Table Mountain Field Site is a "Radio Quiet Zone." Are there any operational restrictions or electromagnetic emission prohibitions on the use of standard commercial electronics, such as mobile phones, wireless diagnostic manifolds, smart gauges, or two-way radios, by Contractor personnel while working on-site?
SOW Mobile phone won't work on Table Mountain. There can be no Wireless communications for equipment.
Two way radios have to be reported to the COR for the frequency so that it doesn't interfer with the testing going on.
11 What are the specific security clearance or background check requirements for Contractor personnel to obtain gate access to the Table Mountain Field Site? Additionally, please clarify the standard allowable working hours for performing these preventative maintenance services (e.g., Monday through Friday, 8:00 AM to 4:30 PM local time).
SPW There can not be any foreign nationals, people without a green card, all individuals need to be a US Citizen or have a green card. It is up to the contractor to provide this information to the COR before gaining access to Table Mountain.
12 Will the Government provide on-site access to pressurized water and electrical outlets at or near each HVAC unit location for coil cleaning and furnace blowout activities as described in SOW Section 3?
SOW All building have power and a hose bid.
13 SOW Section 3 lists various measurements and checks (voltage, amperage draw, refrigerant levels, etc.) that the Contractor must perform and compare to nameplate ratings. Is there a specific template, reporting format, or electronic portal (e.g., email to the COR or a specific software system) where these PM service tickets and diagnostic reports must be submitted, and what is the required timeline for submission following each visit?
SOW The report that the contractor creates needs to be sent to the COR after each PM visit. There is no spcific software system for the reports. A Excel spread sheet works with all the information.
14 Inquire whether there will be an opportunity to conduct a site visit or job walk. Our subcontractor is interested in touring the facility to gain a better understanding of the scope and site conditions before submitting a proposal.
RFP Yes, August 17 - 19, 2026
15 We kindly request a site visit on Monday, August 10, or Tuesday, August 11, 2026. Please let us know which date works best for you. We are very interested in this project and would appreciate the opportunity to assess the existing condition of the equipment on-site.
RFP August 17 - 19
16 If there are any days available before the due date for submissions we wanted to know what days would work for you to get a better scope of the job requirements in order to accurately quote this.
