About this file

This is a Statement of Work (SOW) for comprehensive quarterly preventive maintenance services for HVAC systems at the Table Mountain Field Site, operated by the Institute for Telecommunication Sciences (ITS) under the National Telecommunications and Information Administration (NTIA), U.S. Department of Commerce.

The contractor shall provide four quarterly service visits annually: two major preventive maintenance visits (during primary heating season in October-December and primary cooling season in April-June) and two minor preventive maintenance visits in intervening quarters. All quarterly visits require filter replacement, blower section inspection and tightening, electrical system inspection and voltage measurement, control system functional testing, and compressor section inspection including refrigerant pressure and temperature measurement, with compressor motor amperage recording. Major PM visits additionally require thorough cleaning of evaporator and condenser coils, condensate drain pan cleaning and line flushing, and furnace section services including burner cleaning, heat exchanger inspection, and flame sensor testing. The contractor must service 21 HVAC units across multiple buildings (I10C, F5, F6, E12B, A4, F2/T22, T2, and B9) including Mitsubishi heat pumps, Armstrong Air condensing units, Concord furnaces, York packaged units, Sun HVAC, Lennox units, Samsung units, and Trane/American Standard equipment. The Table Mountain Field Site is a designated Radio Quiet Zone requiring 48-hour advance coordination with the government's technical point of contact and strict adherence to site-specific procedures prohibiting cellular phones, two-way radios, and RF-emitting devices. The contractor must provide digital Field Service Reports within five business days of each quarterly visit, documenting service dates, technician names, completed task checklists, all recorded measurements, system operational status, and deficiency descriptions with corrective action recommendations. The period of performance begins at contract award and does not exceed five years.

STATEMENT OF WORK

Table Mountain HVAC Services

U.S. Department of Commerce National Telecommunications and Information Administration

Institute for Telecommunication Sciences

1. BACKGROUND

The Institute for Telecommunication Sciences (ITS) provides research and development support for the National Telecommunications and Information Administration (NTIA) by performing basic research in radio science that provides the technical foundation for NTIA’s policy development and spectrum management activities, as well as solving telecommunications challenges for other Federal agencies, state and local Governments, private corporations and associations, and international organizations.

Additionally, ITS addresses emerging telecommunications, information technology, and security challenges and contributes to the creation of telecommunications standards that support the full and fair competitiveness of the U.S. communications and information technology business sectors.

2. OBJECTIVE

The Institute for Telecommunication Sciences (ITS) requires comprehensive, quarterly preventive maintenance services for the Heating, Ventilation, and Air Conditioning (HVAC) systems located at the Table Mountain Field Site. This site includes a designated Radio Quiet Zone, which requires special operational considerations. The objective of this contract is to ensure all specified HVAC equipment is maintained in optimal working condition, minimizing downtime, ensuring personnel comfort, and protecting critical government equipment and scientific operations. This work shall be performed as part of the facility's regular Operations and Maintenance (O&M) activities.

3. SCOPE OF WORK

The contractor shall provide all necessary management, supervision, labor, materials, tools, and equipment to perform quarterly preventive maintenance, inspections, and minor repairs for the HVAC systems listed in Section 4.0 of this SOW.

The service schedule shall consist of four (4) quarterly visits per year, defined as follows:

• Two (2) Major Preventive Maintenance (PM) Visits: One visit shall occur during the primary heating season (typically Oct-Dec) and one during the primary cooling season (typically Apr- Jun). These visits include comprehensive inspection and cleaning tasks.

• Two (2) Minor Preventive Maintenance (PM) Visits: These visits shall occur in the intervening quarters and will consist of inspections and operational checks.

4. SPECIFIC TASKS

The contractor shall perform the following tasks for each unit listed in Section 4.0 during the scheduled service visits.

4.1 Tasks for All Quarterly Visits (Major and Minor PMs)

• Filters: Replace all disposable filters with new filters of the same size and MERV rating. Clean all washable filters.

• Blower Section:

• Inspect and tighten all mounting bolts and fan guard bolts.

• Verify the blower wheel spins freely and is free of obstruction or excessive debris.

• Measure and record blower motor voltage and amperage draw; compare to nameplate ratings.

• Electrical Systems:

• Visually inspect all electrical connections, contactors, and relays. Tighten connections as needed.

• Measure and record primary system voltages and compare to nameplate data.

• Controls:

• Inspect all control and communication wiring connections.

• Functionally test all operational and safety controls (e.g., high/low-pressure switches, temperature sensors).

• Compressor Section:

• Visually inspect for signs of refrigerant or oil leaks.

• Check that compressor mounts are secure.

• Verify capillary tubes and refrigerant lines are secure and not rubbing against other components.

• Measure and record refrigerant pressures and operating temperatures to verify proper charge levels.

• Measure and record compressor motor amperage draw and compare to nameplate ratings.

4.2 Tasks for Major PM Visits ONLY (Twice Annually)

• Evaporator and Condenser Coils: Thoroughly clean all evaporator and condenser coils.

• Condensate System: Clean condensate drain pan and flush drain lines to ensure proper drainage.

• Furnace Section (if applicable):

• Clean burners and blowout the furnace section.

• Inspect the heat exchanger for any signs of wear, cracks, or fatigue.

• Clean the flame sensor and test the ignition sequence.

5. EQUIPMENT TO BE SERVICED

The contractor shall service the following equipment. Note: The contractor is responsible for verifying all model and serial numbers on-site during the first service visit.
