About this file

This is Addendum No. 2 to the Contract Documents for the Large Onsite Septic System (L.O.S.S.) project at the Newport Municipal Airport in Klamath County, Oregon. The addendum modifies the original Invitation to Bid issued on October 29, 2025, and provides clarifications or amendments to the contract requirements, technical specifications, or bidding procedures. Bids remain due on November 19, 2025, at 2:00 p.m. local time. The project encompasses comprehensive infrastructure improvements including septic tanks, dose tanks, grease tanks, drain fields, pump stations, filters, utility connections, and electrical system upgrades across multiple airport areas including the FBO, FedEx, Coast Guard, and Final Treatment Area. The contract duration is 111 calendar days from the Notice to Proceed, with potential liquidated damages assessed at $250 per day for project delays. Contractors must be registered with the Construction Contractors Board, perform at least 25% of the work with their own organization, and maintain a qualified superintendent throughout the project.

The engineer's estimated cost opinion ranges between $600,000 and $700,000, with project funding sourced from local municipal infrastructure improvement budgets. Payment is structured in three phases: 40% upon system component order confirmation, 50% upon satisfactory installation and testing, and 10% upon project closeout. Bidders must submit a bid bond, non-collusion affidavit, first-tier subcontractor disclosures, and performance bonds. Contractors must comply with prevailing wage rates and Oregon state and local regulations. The contract does not include specific set-aside designations for disadvantaged enterprises and is open to all qualified contractors. The project involves 35 drawing sheets detailing electrical, construction, and septic system components, requiring demonstrated technical proficiency in septic system installation, electrical work, underground utilities, and integration with existing airport infrastructure. No incumbent vendors are specifically identified for this procurement.
