About this file

This is an Addendum No. 1 to the Contract Documents for the Invitation to Bid for a Large Onsite Septic System (L.O.S.S.) project at the Newport Municipal Airport in Klamath County, Oregon. The addendum modifies and clarifies the original bid documents for comprehensive infrastructure improvements including the installation of drain fields, pump stations, septic tanks, dose tanks, grease tanks, filters, utility connections, and electrical system upgrades. The project encompasses multiple areas including the FBO, FedEx, Coast Guard, and Final Treatment Area facilities. Bids are due on November 19, 2025, at 2:00 p.m. local time, with a contract duration of 111 calendar days from the Notice to Proceed. The project requires 35 drawing sheets detailing electrical, construction, and septic system components, and successful bidders must submit performance bonds and operations and maintenance manuals upon project completion.

The engineer's estimated cost opinion ranges between $600,000 and $700,000, with payment structured in three phases: 40% upon system component order confirmation, 50% upon satisfactory installation and testing, and 10% upon project closeout. Contractors must be registered with the Oregon Construction Contractors Board, perform at least 25% of work with their own organization, and maintain prevailing wage compliance throughout construction. Potential liquidated damages of $250 per day apply for project delays. The contract is open to all qualified contractors without specific set-aside designations for disadvantaged enterprises. Funding is provided through local municipal infrastructure improvement budgets. Bidders must provide a bid bond, non-collusion affidavit, and first-tier subcontractor disclosures, and must designate a qualified superintendent to manage the project and ensure airport operational safety during construction.
