About this file
This document is a Notice of Intent to Award issued by the City of Sanford's Purchasing Division for RFP 24/25-18 Disaster Debris Management Services, announcing the selection of Thompson Consulting Services, LLC as the apparent successful bidder. The Notice of Intent to Award is dated May 21, 2025, and indicates the City's intention to potentially enter into a contract for disaster debris management services, though the award is subject to final departmental approval and does not constitute a binding agreement. The successful bidder has not yet acquired any legal or equitable rights, and the City retains the discretion to revoke the award, proceed with the next lowest responsive bidder, reject all bids, cancel the solicitation, or re-solicit at a later time.
The Notice emphasizes that the award is preliminary and does not guarantee contract formation. The City reserves the right to cancel the Notice of Intent to Award at any time prior to executing a written agreement or purchase order. If Thompson Consulting Services, LLC fails to accept, negotiate, or execute the agreement with terms acceptable to the City, the City may exercise its sole discretion to revoke the award and pursue alternative actions. The document serves as a formal communication to inform the bidder of the City's current intent while maintaining flexibility in the procurement process and protecting the City's interests throughout the final stages of vendor selection.
