About this file
This is a Nonsegregated Facilities Certification form issued by the Kenton County Airport Board for the Cincinnati/Northern Kentucky International Airport's Backup Airport Operations Center (AOC) Construction project. The certification requires bidders to attest that they do not maintain or provide segregated facilities for employees and will not permit employees to perform services at locations under their control where segregated facilities are maintained. The bidder must certify compliance with the Equal Opportunity Clause and acknowledge that any breach of this certification constitutes a violation of contract terms. The certification applies to the general contracting procurement involving selective demolition and reconstruction of a backup AOC, with a pre-bid meeting scheduled for Thursday, February 26, 2026 at 1:00 pm at South ARFF Station #1, written questions due by 11:59 pm on Monday, March 9, 2026, and sealed bids due no later than 2:00 pm Eastern Time on Thursday, March 19, 2026. Award is expected within 120 calendar days of bid opening, with the successful bidder required to commence work within 10 days of the Notice to Proceed and achieve substantial completion within six months.
The certification defines segregated facilities to include waiting rooms, work areas, restrooms, restaurants, time clocks, locker rooms, transportation, and housing facilities segregated by explicit directive or in fact on the basis of race, color, religion, sex, or national origin. Contractors receiving federally-assisted construction contract awards or subcontract awards exceeding $10,000 that are not exempt from the Equal Opportunity Clause must obtain identical certifications from proposed subcontractors prior to subcontract award and retain such certifications in their files. The certification requires the bidding contractor to provide complete and truthful information, including the contractor's name, authorized signature, date, printed name and title, business address, and IRS Employer Identification Number, with acknowledgment that false statements carry penalties prescribed in 18 U.S.C. Section 1001.
