About this file

This is a Non-Competitive Oversight Committee Justification Form submitted by Pinellas County Utilities Department for a sole source procurement of Sewer Inspection Equipment Replacement Parts & Repairs. The project seeks to procure genuine CUES Inc. Original Equipment Manufactured (OEM) CCTV equipment, replacement parts, and Granite Net Sewer Software maintenance and support services. The procurement is justified as a sole source purchase because CUES Inc. is the exclusive manufacturer of compatible equipment and the only authorized provider of genuine replacement parts and services for the county's existing sewer inspection systems. The Notice of Intent to Sole Source (Contract No. 26-0099-N) requires interested vendors to submit technical responses via OpenGov by Tuesday, November 28, 2025, at 3:00 pm, with documentation demonstrating compatibility with the county's mainline cameras, transporters, and future CUES equipment, as well as the ability to honor manufacturer warranties. The contract is set to expire on January 31, 2026, with potential renewal through January 31, 2027, representing a yearly engagement with an estimated total budget of $130,000.

The procurement has an estimated annual budget of $130,000, with the county having already encumbered $36,924.41 on FY25 Purchase Order 465587 and budgeted an additional $130,000.00 for FY26. CUES Inc. is the incumbent vendor, with a long-standing relationship with Pinellas County dating back to July 18, 2006. This contract is a continuation of Contract No. 156-0533-SS, approved by the Purchasing Director on September 8, 2016. The sole source justification is predicated on CUES Inc. being the exclusive manufacturer and authorized provider, with the county requiring that all replacement parts and services maintain compatibility and manufacturer warranty coverage for existing CUES TV equipment. The Non-Competitive Oversight Committee approval was obtained from committee members Merry Celeste, Don Crowell, Chris Rose, and the Department ACA. The procurement is coded under NIGP 89064 and includes no specific set-aside designations or restrictions on responding organizations.
