About this file
This is a Notice of Intent to Award issued by the Oregon Military Department (OMD) for RFQ 260009B001 concerning specialty resinous flooring installation services at Camp Rilea Enlisted Barracks in Warrenton, Oregon. The project involves installing a seamless, cementitious urethane resin flooring system with integral cove base in restroom and shower facilities across Buildings 7023 and 7024, with the base scope covering Building 7023 (approximately 1,056 square feet of flooring and 370 linear feet of cove base) and an additive alternate for identical work in Building 7024. A voluntary site visit was scheduled for April 9, 2026 at 10:00 AM PT, with quotation submissions due by April 16, 2026 at 2:00 PM PT. The Notice of Intent to Award was issued on April 17, 2026, naming Division 9 Finishes, Inc. as the lowest responsive and responsible offeror. Project initiation is scheduled for ten calendar days after issuance of the Notice to Proceed, with substantial completion required within 120 calendar days and final completion within 150 calendar days.
Division 9 Finishes, Inc. was selected based on lowest responsive and responsible pricing in accordance with RFQ requirements, with clarifications requested and evaluated during the selection process. The RFQ is a trade services contract procurement under Oregon Revised Statutes 279B that does not constitute a public improvement and therefore is exempt from prevailing wage requirements. Quotations submitted must include lump sum pricing for the base and additive alternate, along with unit pricing for additional identical buildings, additional crack or joint repair work, additional cove base, and additional mobilization. Quotes were required to remain firm and binding for a minimum of 60 calendar days after the closing date. No set-asides, disadvantaged enterprise designations, or incumbent vendor restrictions were identified in this procurement. Offerors have the right to protest the Intent to Award until 2:00 PM Pacific Time on April 24, 2026 (seven calendar days from the Notice Date), with written protests requiring detailed legal and factual grounds, description of resulting harm, and relief requested, and must be delivered via hard copy or email to Corey Brech at the Oregon Military Department.
