About this file

This is a Notice of Intent to Negotiate issued by Roseburg Public Schools (Douglas County School District No. 4) in Oregon regarding the selection of legal counsel for general legal services to the district. Following a Request for Qualifications closed on August 21, 2025, the school district's Board of Directors voted unanimously on October 8, 2025, to begin contract negotiations with Miller Nash of Portland, Oregon, the highest-scoring firm. The notice indicates that if negotiations with Miller Nash are unsuccessful, the district will sequentially invite the next highest-scoring firms—Dole Coalwell, Cable Huston, and WSHB—into negotiations until a contract is reached or the district determines it is in its best interest to discontinue the process. No specific contract term, renewal options, or project completion date is provided in this notice.

The evaluation committee scored four responsive firms across seven criteria totaling 100 points. Miller Nash received the highest score of 96 points, followed by Dole Coalwell at 90 points, Cable Huston at 77 points, and WSHB at 76 points. Scoring categories included certification to practice law (required), experience with school districts and public entities (25 points), experience with elected officials in board meetings and executive sessions (10 points), experience in specific legal areas including public contracting, education issues, public records and meetings, real estate, construction, student discipline and rights, and labor and employment matters (45 points combined), fee schedules (10 points), special capabilities (5 points), and conciseness and completeness of responses (5 points).
