About this file
This document is an Addendum No. 1 issued by the Oregon Department of Transportation (ODOT) for Request for Competitive Quotes (RFCQ) No. S-73000-00014505, specifically for the ESB - La Grande Maintenance Facility De Icer Tank Replacement project. The addendum modifies the original RFCQ documents, provides a mandatory prebid meeting agenda and sign-in sheet, and makes corrections to Exhibit 2 Plans and Exhibit 1 Technical Specifications. The quote submission deadline is specified in OregonBuys, and the project involves replacing deicer tanks at the La Grande Maintenance Facility. The addendum includes technical specification changes related to concrete curing compounds, mixing concrete requirements, and concrete testing and sampling procedures.
The procurement is exclusively reserved for Emerging Small Businesses (ESB) certified by Oregon's Certification Office for Business Inclusion and Diversity (COBID). Contractors must perform at least 51 percent of the labor using their own workforce and comply with ESB program requirements. The project involves removing three existing 10,000-gallon poly deicer tanks and installing three new 15,500-gallon tanks, including site preparation, trenching, excavation, and concrete pad construction. Contractors must be licensed with the Oregon Construction Contractors Board and comply with prevailing wage requirements. Performance and payment bonds are required, each equal to 100% of the contract value, along with comprehensive insurance coverage. The project has a substantial completion date of October 16, 2025, and a final completion date of October 20, 2025.
