About this file
This document contains questions and answers regarding Amendment 0001 to a solicitation for Ground Station as a Service. The solicitation, issued by the National Oceanic and Atmospheric Administration, intends to award one or more firm-fixed price Indefinite Delivery/Indefinite Quantity contracts for a base period of five years. Pricing must be provided for existing capabilities, with the contract allowing for adding new sites and capabilities during performance. Costs for non-recurring expenses and licensing to initiate service should be included in an optional price narrative. Past performance references must include supportive narratives. The firm fixed price requested in the price matrix is the ceiling price per minute at each antenna site by service type, with task order pricing using or discounting that rate along with separate line items for one-time setup costs and non-recurring costs.

RFP Title: Ground Station as a Service
Reference #/uPIID: NOAA‐22‐GSAAS
RFP Close Date: 05/09/2022 02:00 PM EST
Amendment No.: 0001
Question 1: Does NOAA really want a five year projection of costs?
Answer 1: Yes
Question 2: If we don't have Ka‐Band today, but plan to add it next year, how do we cost that/represent that to NOAA in the context of this proposal?
Answer 2: Proposed pricing must be for existing capabilities. See RFP Amendment 0001 Section B clause added in red text to address adding new sites/capabilities within the scope of the contract during the contract period of performance.
Question 3: How do we add new sites/capabilities? Will a provision for expansion be in the contract?
Answer 3: See RFP Amendment 0001 Section B clause added in red text to address adding new sites/capabilities within the scope of the contract during the contract period of performance.
Question 4: Is there room for NRE/licensing, etc or is this to be included in the optional price narrative?
Answer 4: NRE/licensing, etc., in order to initiate service, is to be included in the optional price narrative.
Question 5: We want to make sure we are preparing the Past Performance Reference template properly for our customers. I have attached a notional sample of what we believe a properly completed document would look like. Can you please review the sample and provide any comments/clarity? Thank you for your time.
Answer 5: The supporting narrative for each question should provide relevant information to support the rating.
Question 6: Is the firm fixed price you're asking for the price per minute at each antenna? Or are you looking for something like $XXK per year? If the latter is the case, I don't see where we put that information.
Answer 6: Yes, the firm fixed price being asked in the IDIQ Price Matrix is the ceiling price per minute at each antenna site, differentiated by service type. Further, Task Orders under the IDIQ will use the price per service and antenna as listed in the IDIQ Price Matrix, equal to or at a discount. Additional costs, based on Task Order specifics, would be included in the Task Order proposal as separate line items (for example, one‐time cost for setup, Non‐Recurring Costs) to establish the total firm fixed price by Task Order.
