About this file
This task order solicits telemetry-only downlink services for the KOMPSAT-5 satellite program. The contractor shall provide ground station services in Scandinavia to complement the existing station in Fairbanks, Alaska. The contractor must be available for technical support calls up to eight hours per week. Services include downlinking telemetry data in S-band at a rate of 1.5625 Mbps during contacts averaging seven minutes in length. The contractor must deliver decommutated and time-ordered virtual channel files to Korean points of presence according to specifications. Contact schedules will be generated weekly by the Korean operations center. The period of performance is one base year with four optional one-year extensions. NOAA will provide relevant interface documents after award. This supports the NOAA-KARI/KASI agreement to provide atmospheric data for weather prediction.

Task Order 4: Telemetry-Only Downlink for KOMPSAT-5 in Scandinavia
Overview Korean Multi-Purpose Satellite, or KOMPSAT-5 is an environmental satellite program operated by the Korea Aerospace Research Institute (KARI). One of the satellite payloads is the Korea Astronomy and Space Science Institute (KASI) Atmosphere Occultation and Precision Orbit Determination (AOPOD) instrument, an environmental sensor. Under a NOAA-KARI/KASI international agreement, KASI and KARI provide AOPOD instrument data for international use in numerical weather prediction systems. Ground services outside of Korea and operational processing are provided by NOAA, and are coordinated with a contract to University Corporation for Atmospheric Research (UCAR) in Boulder Colorado. KARI is responsible for satellite operations and ground service scheduling. The current ground network of two complementary sites, the NESDIS Command and Data Access Station (CDAS) in Fairbanks, AK and a commercial ground station in Finland contracted by NOAA. This Task Order (TO) is to provide follow-on regional coverage to complement CDAS Fairbanks.
Requirements Ground Services shall meet the requirements of the IDIQ Performance Work Statement (PWS) with the following modifications:
I. The contractor shall provide ground stations service beginning four weeks after TO award.
II. The contractor shall be available for support calls during normal business hours, not to exceed 8 hours per week, throughout the period of performance to resolve technical issues including questions related to site operation, security, and data transfer.
III. The contractor shall provide service as specified in Tables 1-3 below.

Data Delivery
Received data must be de-commutated and parsed into time ordered virtual channel files according to the CCSDS standard and delivered to KARI Internet points of presence according to KARI interface specifications. Contractor is responsible for working with KARI to establish the interface. NOAA will facilitate working with KARI.
Scheduling
Weekly contact schedules will be generated by the KARI Satellite Operations Control Center (SOCC) in Korea. They are transmitted to the Contractor as a comma separated value file via email or file transfer. Contacts will nominally be scheduled with minimum 10° elevation.
Pass transmission time averages 7-minutes. Contractor is responsible for working with KARI to establish the interface. NOAA will facilitate working with KARI.
Period of Performance The period of performance shall be a one (1) year base period with four (4) one year options.
Government Furnished Information (GFI) NOAA will provide space to ground interface control documents, ground network interconnection and security documents, and related specifications after TO award.
