INSTRUCTIONS AND EVALUATION – Applicable to Each Task Order 1-4

This is a request for proposals in accordance with FAR 16.505 for a Firm Fixed Price Task Order. Task Order proposals shall be received by the Contract Specialist and Contracting Officer with the IDIQ proposal submission.

The Government intends to award four single-award Firm Fixed Price task orders to begin on July 1, 2022. The four task order Performance Work Statements are found at Attachments 6-9. Offerors may submit proposals for one or more task orders, but they are not required. If an Offeror does not propose a task order, the Offeror will not be eligible for award under that task order.

Technical Volume The Technical Volume shall be submitted electronically, in Microsoft Word or searchable Adobe PDF.

The Technical Volume shall not exceed 20 total single-spaced pages with one inch margins, using Times New Roman size 12 font or equivalent. A 10 point font may be used for charts, table, and graphics. Any pages in excess of the applicable page limit will be disregarded, and will not be included in the evaluation. Failure of the Offeror to comply with the page limitations shall not constitute grounds for a protest.

If included in an Offeror's proposal, the following items are excluded from the page count, font, margin, and spacing requirements:

• Cover Page

• Cover letter (maximum of two (2) pages)

• Table of Contents, List of Tables and List of Figures

• Abbreviations and Acronyms (if applicable)

• Schematic, renderings, and other graphical information that supports the proposal

The Technical Volume shall describe the Offeror's ability to provide data that meets all specifications required by the Performance Work Statement (PWS) for each particular task order at the time of proposal submission.

Merely restating the minimum specifications is not sufficient. The Technical Volume shall include a detailed explanation demonstrating the Offeror's capabilities addressing the PWS for each particular task order, including, but not limited to:

Technical Approach and Understanding: The Technical Approach shall demonstrate the Offeror’s full understanding of the requirements for that particular task order. The Offeror’s overall proposal should articulate a complete and detailed technical approach that is clear, concise, and is directly responsive to the below stated requirements:

(i) The Offeror shall provide evidence that the proposed system will meet required satellite communications and ground system capability parameters.

(ii) The Offeror shall provide a technical approach to meeting the scheduling, front-end processing and data delivery service requirements.

(iii) The Offeror shall provide a list of ground sites capable of providing the service and geographically situated to meet the stated NESDIS mission goals.

(iv) The Offeror shall describe ancillary support services needed to meet the requirements.

(v) As applicable, the Offeror shall provide a technical approach for timely establishment of regulatory approvals, demonstration of service proficiency of interfaces and services, and initiation of routine service.

Price Volume The price volume shall be submitted electronically, in searchable Adobe PDF or in a combination of Microsoft Word and Excel. Excel files are not required.

The Offeror’s price proposal may include a short narrative to explain pricing provided. There is no page limit to the price volume. Each pricing section shall ensure that the price meets the specifications set forth in the Offeror’s technical volume. Sufficient detail of pricing information is required in order to allow the Government to determine price reasonableness.

The Government encourages the Offeror to provide additional discounts from the proposed ceiling prices of the

IDIQ.

EVALUATION

The Government intends to award a single firm fixed price Task Order per Performance Work Statement (PWS) to the responsible Offeror whose offer will be most advantageous to the Government, price and other factors considered. A best value trade-off analysis will be used in selecting the awardee. This analysis considers both price and non-price factors, allowing the Government to award to other than the lowest-priced Offeror or other than the highest technically rated Offeror. The following factors shall be used to evaluate offers: Technical Approach and Understanding and Price. The non-price factor (Technical Approach and Understanding) is approximately equal to price. The Government reserves the right to make an award with or without discussions based solely upon initial proposals. Therefore, the Offeror shall ensure that their initial proposal constitutes their best offer in terms of both price and technical understanding and capability. The Government reserves the right to conduct exchanges with only the highest rated proposal(s).

Non-Price Factor: Technical Approach and Understanding The Government will evaluate the Offeror’s capability to successfully meet the minimum requirements specified in the Task Order PWS. The Government will also evaluate:

(i) The Offeror’s ability to meet required satellite communications and ground system capability parameters.

(ii) The Offeror’s ability to meet the scheduling, front-end processing and data delivery service requirements.

(iii) The ability of the geographically situated ground service sites to meet the stated NESDIS mission goals.

(iv) The benefit of the Offeror’s proposed ancillary services, and whether the technical approach, including ancillary services will be successful and timely.

(v) As applicable, the Offeror’s ability to meet timely establishment of regulatory approvals, demonstration of service proficiency of interfaces and services, and initiation of routine service

Price Factor Separately and apart from the technical evaluation, the Government will conduct a price analysis in accordance with FAR Subpart 15.4. The price analysis will be conducted to determine if proposed prices accurately reflect the work to be performed. The Offeror’s price proposal shall include a narrative response to explain any pricing provided. The price proposal will be evaluated for fair and reasonableness as well as any unbalanced pricing.

The Government anticipates comparing proposed prices based on adequate price competition, but reserves the right to request that the Offeror provide cost breakdowns to support proposed prices. The Government will evaluate if the proposed rates are in accordance with, or discounted from, the rates proposed in the Offeror’s completed IDIQ pricing matrix. Option pricing for any potential extension under 52.217-8 will be calculated by dividing the Option Period 4 proposed price by two (2). The total evaluated price will be obtained by adding the calculated option extension price to the sum of the prices of the base and all option periods.
