About this file

This document provides requirements for a task order to provide telemetry-only downlink ground station services in West Africa for the COSMIC-2 satellite constellation. The National Oceanic and Atmospheric Administration requires regional coverage to complement its existing ground station network. The contractor must provide ground station services meeting the specifications in Tables 1 through 3, including decommutating and parsing received data into time-ordered virtual channel files for delivery to NOAA within 60 seconds of contact completion. The contractor must also maintain files for 24 hours for retransmission and obtain weekly contact schedules via FTP pull. The base period of performance is one year with four one-year option periods. NOAA will provide related interface documents and specifications after task order award.

Task Order 1: Telemetry-Only Downlink for COSMIC-2 in West Africa

Overview National Environmental Satellite, Data, and Information Services (NESDIS) requires regional telemetry-only ground station services for the Constellation Observing System for Meteorology Ionosphere and Climate- 2 (COSMIC-2) satellite constellation operated by the National Space Organization (NSPO) in Taiwan to complement National Oceanic and Atmospheric Administration’s (NOAA) network of ground station partners. Under an international agreement, NSPO provides COSMIC-2 data instrument data for international use in numerical weather prediction systems. Ground services outside of Taiwan and operational processing are provided by NOAA, and are coordinated with a contract to University Corporation for Atmospheric Research (UCAR) in Boulder Colorado. NSPO is responsible for satellite operations and ground service scheduling. The current ground network of ten complementary sites includes a commercial ground station in Ghana, West Africa contracted by NOAA. This Task Order (TO) is to provide follow-on West Africa regional coverage to complement the existing ground network.

Requirements Ground Services shall meet the requirements of the IDIQ Performance Work Statement (PWS) with the following modifications:

I. The contractor shall provide ground station service at the start of the TO period of performance.

II. The contractor shall be available for support calls during normal business hours, not to exceed 8 hours per week, throughout the period of performance to resolve technical issues including questions related to site operation, security, and data transfer.

III. The contractor shall provide service as specified in Tables 1-3 below.

Location Service must be in West Africa.

Data Delivery Received data must be de-commutated and parsed into time ordered virtual channel files.

They must be delivered via ftps-push to primary and alternate UCAR Internet points of presence within 60 seconds of end of contact.

Data Maintenance

Virtual channel files must be maintained by contractor for retransmission to UCAR on demand for 24 hours.

Scheduling

Weekly contact schedules will be generated by the Taiwan Satellite Operations Control Center (SOCC) and made available at UCAR. Contacts will nominally be scheduled at the minimum elevation supported by the ground site mask. Pass transmission length is 2-minutes. Weekly contact schedules must be obtained by the contractor using ftps-pull from the UCAR site.

Period of Performance The period of performance shall be a one (1) year base period with four (4) one year options.

Government Furnished Information (GFI) NOAA will provide space to ground interface control documents, ground network interconnection and security documents, and related specifications after TO award.
