About this file
This document outlines requirements for a task order to provide telemetry-only downlink ground station services for the Spanish PAZ satellite operated by Hisdesat. The task order seeks to provide follow-on regional coverage to complement the NESDIS Command and Data Access Station in Fairbanks, Alaska. The contractor shall provide ground station services at a location complementary to Fairbanks for a polar orbit. Services shall include decommutating and parsing received data into time-ordered virtual channel files within 60 seconds of contact end and delivering the files via FTP to UCAR Internet points of presence. The contractor must also maintain virtual data files for 24 hours for potential retransmission. The base period of performance is one year with four optional one-year extensions. NOAA will provide related interface control documents, network specifications, and security documents after task order award.

Task Order 3: Telemetry-Only Downlink for PAZ in Scandinavia
Overview National Environmental Satellite, Data, and Information Services (NESDIS) has need for regional telemetry-only ground station services for the Spanish PAZ satellite operated by the Hisdesat, a government satellite operator in Spain to complement NOAA’s telemetry service at Fairbanks Alaska.
One of the satellite payloads is the Institut de Ciencies de l’Espai (ICE) Radio Occultations and Heavy Precipitation with PAZ (ROHPP) instrument, an environmental sensor. Under a NOAA-Hisdesat international agreement, Hisdesat provides ROHPP instrument data for international use in numerical weather prediction systems. Ground services outside of Spain and operational processing are provided by NOAA, and are coordinated with a contract to University Corporation for Atmospheric Research (UCAR) in Boulder Colorado. Hisdesat is responsible for satellite operations and ground service scheduling. The current ground network of two complementary sites, the NESDIS Command and Data Access Station (CDAS) in Fairbanks, AK and a commercial ground station in Finland contracted by NOAA.
This Task Order (TO) is to provide follow-on regional coverage to complement CDAS Fairbanks.
Requirements Ground Services shall meet the requirements of the IDIQ Performance Work Statement (PWS) with the following modifications:
I. The contractor shall provide ground station service at the start of the TO period of performance.
II. The contractor shall be available for support calls during normal business hours, not to exceed 8 hours per week, throughout the period of performance to resolve technical issues including questions related to site operation, security, and data transfer.
III. The contractor shall provide service as specified in Tables 1-3 below.

Location Service must be complementary to Fairbanks, AK for polar orbit.
Data Delivery Received data must be de-commutated and parsed into time ordered virtual channel files.
They must be delivered via ftps-push to primary and alternate UCAR Internet points of presence within 60 seconds of end of contact.
Data Maintenance
Virtual data files must be maintained by contractor for retransmission to NOAA on demand for 24 hours.
Scheduling
Weekly contact schedules will be generated by the Hisdesat Satellite Operations Control Center (SOCC) in Spain and delivered to the Contractor. Contacts will nominally be scheduled at 10° elevation. Passes average 7 minutes. Contractor is responsible for working with Hisdesat to establish the interface. NOAA will facilitate working with Hisdesat.
Period of Performance The period of performance shall be a one (1) year base period with four (4) one year options.
Government Furnished Information (GFI) NOAA will provide space to ground interface control documents, ground network interconnection and security documents, and related specifications after TO award.
