About this file
This document is a National Oceanic and Atmospheric Administration (NOAA) Marine Operation Center Standard Specification for the overhaul and repair of hydraulic cylinders. The specification outlines a detailed process for removing, inspecting, and reinstalling hydraulic cylinders, which includes disconnecting and capping hydraulic lines, transporting the cylinder to a repair facility, and performing a comprehensive overhaul.
Key requirements include completely disassembling the cylinder, cleaning all parts, preparing external surfaces, and reassembling using new seals, gaskets, and fittings. The specification mandates a thorough quality assurance process, including component inspection, bench testing at system working pressure, and cycling the cylinder through a minimum of four operational evolutions. The contractor must provide a condition report detailing inspection results and recommendations for restoring the cylinder to manufacturer specifications. The document is specifically focused on maintaining the operational integrity of hydraulic systems in marine environments.

MOC-573-2
September 2000
National Oceanic and Atmospheric Administration Marine Operation Center
Standard Specification MOC-573-2
OVERHAUL/REPAIR OF HYDRAULIC CYLINDERS
1. SCOPE: This specification provides the minimum requirements for the overhaul and/or repair of hydraulic cylinders.
2. REFERENCES
None
3. REQUIREMENTS
3.1 Tag out system controllers and actuators to preclude
inadvertent operation and secure the movable member to prevent movement while cylinder is removed.
3.1.1 Disconnect and cap hydraulic lines from the cylinder.
Ensure containment is provided to prevent spillage of oil.
Hydraulic lines and inlet/outlet ports shall be capped or plugged with threaded fittings to prevent leakage or contamination of the system.
3.1.2 Remove the cylinder from the ship and transport to
repair facility.
3.2 Perform the following work on the removed cylinder:
3.2.1 Completely disassemble the cylinder and clean all
parts.
3.2.2 Prepare and preserve the external painted surfaces in
accordance with the identified painting specification or as original.
3.2.3 Reassemble the cylinder under clean conditions using
new "O" rings, seals, gaskets, packing, and piston rings.
Materials used shall meet or exceed original manufacturers specifications. During reassembly lubricate the above with a product equal to Hilton's Hyper-Lube, that is compatible with the system fluid.
3.2.4 Provide and install new nuts, washers, bolts, studs and inlet and outlet fittings.
3.3 Reinstall the cylinder in its original location.

3.4 Top off hydraulic reservoir to full mark and purge all air from the system taking care to contain any fluid bled off.
3.5 Remove tag outs.
4. QUALITY ASSURANCE
4.1 After disassembly, inspect all components for trueness of bore and rod, wear, damage, corrosion or pitting. Provide a Condition Report detailing the inspection results, contractor's corrective action recommendations, and list of additional parts, material and labor not covered by this specification, required to restore the cylinder to the manufacturers specifications.
4.2 After reassembly, bench test the assembly at system working pressure to prove smoothness of operation and tightness of sealing surfaces.
4.3 Cycle the cylinder through a minimum of four evolutions to demonstrate operation and tightness of all disturbed fittings and connections. Upon satisfactory demonstration of operation and tightness apply "Denso tape" to all connections.
