Quality assurance requirements mandate inspection of dog-holding systems prior to disassembly, inspection of all parts post-disassembly for deterioration or excessive wear, chalk testing to verify 100% contact on watertight surfaces, operational testing, and water hose testing of weather-type closures using 1½-inch hose at 50 psig nozzle pressure with zero allowable leakage. Condition Reports must be submitted to the Contracting Officer's Technical Representative (COTR) within 24 hours of inspection or testing completion.

Standard Specification MOC-167-1
REFURBISHMENT OF WATER TIGHT CLOSURES
1. SCOPE: This specification contains the general requirements and procedure used in refurbishing watertight doors, hatches and scuttles.
2. REFERENCES
None
3. REQUIREMENTS
3.1 Remove all specified closures from the ship or boat to a
suitable machine shop for overhaul and testing.
3.1.1 Work frames and coamings in place.
3.1.2 Install a temporary hinged closure of ½ inch exterior
plywood where no secondary closure exists.
3.2 The overhaul shall include the following work on each
closure to include its frame and coaming:
3.2.1 Disassembly and cleaning. Completely disassemble and
clean all parts.
a. Polish all shafts.
b. Chase all threads.
3.2.2 Repairs.
a. Grind out defects (e.g., cracks and broken welds) and weld repair.
b. Weld build up low or damaged areas on the knife edge of the coaming with filler material compatible with the base material and grind to a straight, smooth surface.
NOTE: Determination of coaming material, i.e., ferrous or CRES should be accomplished prior to welding.
c. Renew wasted steel. Use cutting and welding techniques that will minimize distortion of the surrounding steel.
d. Weld repair all hinges.
e. Install new wedges on each closure.
f. Straighten each closure, frame, and knife edge.
3.2.3 Preservation: Prepare and coat all steel painted
surfaces in accordance with the painting specification identified in the Detail Specification.
3.2.4 Reassemble the closures using new washers, shims, packing, bushings, clips and spacers for dog and latching assemblies.
3.3 Install the overhauled closure in its original location
using new:
3.3.1 Hinge pins, bushings, washers, shims, adjustment bolts, screws, cotter pins, and fasteners.
3.3.2 Rubber seals and gaskets conforming to Mil-R-900, or
equal.
3.4 Install new hasp pins, hook and rubber bumper.
3.5 Adjust each closure for fit and proper operation. Lubricate operating mechanisms with lubricant recommended by manufacturer.
4. QUALITY ASSURANCE
4.1 Prior to disassembly, inspect the system used to hold the dogs in their opened position for deterioration, damage, and excessive wear that may affect their proper operation.
4.2 After disassembly and cleaning, inspect all parts for
1deterioration, damage, and excessive wear that may affect the proper operation of the closure.
4.3 Perform a chalk test on each water tight closure. Chalk
imprint shall be centered with 100% contact.
4.4 Perform an operational test of each closure to prove correct operation.
4.5 Perform a water hose test of each weather type water tight closure in accordance with the following:
4.5.1 Use a 1-½ inch hose with a minimum nozzle diameter of ½ inch at 50 psig nozzle pressure at a maximum distance of 10 feet from the surface being tested.
4.5.2 The water stream shall be directed against the
structure in a manner most likely to disclose leakage.
4.5.3 Allowable leakage: None.
4.6 Submit Condition Reports to COTR within 24 hours of the
inspection or test.
