66 General Question: Can a Small Business performing as a prime use past performance information from team mates?

Answer: Yes. The past performance information is for the proposed contract team. Provision L.16.5(a), which states, “Offerors (including joint ventures, major subcontractors, and the proposed program manager) shall provide information on up to three past contracts (subject to the page limitation constraints). For the purpose of past performance, major subcontractors are defined as companies that will perform at least 35% of the total proposed contract price over the period of performance for that particular baseline (for Baseline A and Baseline B) or proposed price of the sample task (for IDIQ).”

67 General Question: Does NASA anticipate a majority of the Task Orders under the IDIQ will be set aside for Small Businesses?

Answer: The Government does not have an anticipated number or percentage of Task Orders that will be set aside for Small Businesses. If the administering Contracting Officer determines that a Task Order can likely be successfully performed by two or more Small Business awardees, the Task Order will be considered for a set aside for Small Business concerns. Because this process depends on the capabilities of the awardees, the Government does not have a targeted or anticipated number or percentage of Task Orders that will be set aside for Small Business concerns.

68 General Question: Where does the current ATIC contract map? Is it the IDIQ Tier 3 work?

Answer: The current ATIC contract maps to Baseline B and IDIQ Tiers 2 and 3.

69 General Question: Are there any TOs that will be awarded on the IDIQ portion upon contract award? When does JSC expect to start issuing TOs?

Answer: In accordance with provision L.16.4(c), the representative Task Order “may be issued upon contract award or competed amongst the multiple-award IDIQ awardees post-contract award.” Other Task Orders for Fiscal Year 2018 may begin to be competed during the phase-in period and awarded with a period of performance on or after October 1, 2017.

70 General Question: How many Large Business and Small Business awards are you planning to make for the IDIQ portion?

Answer: The Government does not have a target or intended total number of awards for the multiple-award IDIQ area of work, nor is there a target or intended number or percentage of Small Business or Large Business IDIQ awardees. The number of awards depends on the number and quality of

71 General Question: Are Baseline A and Baselines B also multi-award? Or will JSC select just one vendor for each?

Answer: Baseline A and Baseline B are two separate single-awards. One company will be selected for Baseline A; one company will be selected for Baseline B.

72 General Question: Can you identify the incumbents and/or the current contracts for the tools included in the IDIQ Sample Task Order (e.g. MDT, etc.)?

Answer: The sample Task Order work is currently performed on the ATIC contract performed by Tietronix.

73 General Question: Can you map the current content of the existing contracts to the planned Baseline A, Baseline B, and IDIQ?

Answer: Baseline A – NAMIS (See NAMIS Task Orders 1, 2, and 3 in the Technical Library) Baseline B – ATIC (See ATIC Task Orders 19-23 in the Technical Library), FDOC SOW Section 2.7, NSOC SOW Section 2.9, NAMIS/SAIC (See NAMIS Task Orders 1 and 4 in the Technical Library) IDIQ – ATIC (See ATIC Task Orders 20 and 26 in the Technical Library)

74 General Question: Is the TRT-IDIQ to be completed based on the Sample Task Order only?

Answer: Yes. Provision L.16.6(d)(4)(a), entitled “Technical Resource Template – IDIQ (TRT-IDIQ)” states that, “this template summarizes all proposed labor and NLR resources (prime and all subcontractors resources combined) for the evaluated Task Order proposed.”

75 General Question: Please clarify why Volume II (Past Performance) is due 7 December while the rest of the proposal is due 29 November.

Answer: JSC often requests the past performance volume of work to be delivered by a different date than the other proposal volumes. This allows the Government to begin evaluating proposal information while the Offerors are still developing the proposal volume(s) due at a later date. The due date for all proposal volumes will be November 29 in the final RFP.

76 L L.10 L-6 Question: The Phase-In Plan DRD 1 has over a page of detailed requirements with a 3 page limit for the response. Would the Government consider making this a DRD with no page limits for a proper detailed response?

Answer: The Government will increase the page limit for the Phase-In Plans from 3 pages to 7 pages in the final RFP

76 L L.10 L-6 Question: The page limits as outlined on pages L-4 and L-5 do not seem to accommodate the requirements requested by the Government. For example 13 requirements for Phase-In to be done in 3 pages and 17 requirements for management to be done in 5 pages. Would the Government consider increasing the page count to meet requirements or making them unlimited to better provide the details being asked?

Answer: The Government will increase the page limit for the Phase-In Plans and the Management and Staffing Plans to 7 pages each in the final RFP.

77 L L.10 L-6 Question: Do the page limits for the Specific Technical Understanding and Resources, Management and Staffing Plan, and Phase-In Plan include the DRDs?

Answer: No; offerors are only required to include their responses to DRDs in these page limited sections, not the DRDs themselves. The DRDs will remain as attachments in Section J.

78 L L.10 L-6 Question: Is the DRD-01 Phase-in plan limited to 3 pages Per page L-5 of the draft RFP? Will the government review the DRD requirements and verify that the requirements requested will fit into 5 pages?

80 L L.16.5 Past Performan ce Informatio n Specific to Areas of Work

Question: Can the government define what it means by Offerors shall provide a response for each category of work to which the Offeror is Proposing?

Answer: “Category” has been changed to “area”. The offerors shall provide a response, in separate sections, for the past performance information specific to each area of work that the offeror is proposing to. As defined in Provision L.16.1, “the three areas of work are as follows:

Baseline A – NASA Aircraft Management Information System (NAMIS) Services (Full & Open Competition)

Baseline B – Flight Operations Directorate (FOD) Information Technology (IT) and Planning, Integration, and Control (PIC) Services (Small Business Set-Aside)

Multiple-Award IDIQ (Full & Open Competition)”

For example, if Company XYZ is proposing to both Baseline A and Baseline B, they shall submit two separate documents in Volume II labeled CompanyXYZ_II_PPISAW_Baseline A.docx and CompanyXYZ_II_PPISAW_Baseline B.docx. In accordance with Provision L.16.5, “Each section shall be independent of other sections; cross-references to responses for other areas of work will not be considered.”

Relevant Past Performan ce Matrix

Question: Does Attachment L-5 need to comply with the font size for the proposal?

Answer: No; the Relevant Past Performance Matrix is not page limited. In accordance with Provision L.16.2(c), “Sections of the proposal which are not page limited do not need to abide by the font, size, or margin requirements of the page limited sections, though the Offeror should ensure readability.”
