3 Reference: “…only one proposal per Offeror will be accepted.”
Question: If the offeror is awarded a prime contract for Baseline A/B or IDIQ can it also be a subcontract on Baseline A/B.
Answer: Yes. “Only one proposal per Offeror” means that only one proposal per prime offeror will be accepted.
2 General Question: We don’t have any past performance with NASA or other Federal agencies. Are we eligible to respond?
Answer: Yes. See provision L.16.5, Past Performance Volume – Past Performance Information Specific to Areas of Work (a) (Page L-17), which states, “References with Government contracts are preferred, but not required.”
3 General Question: Are there any security clearance requirements for JOIST? There is no DD254 provided in the draft RFP.
Answer: No; security clearances are not required for initial award on JOIST.
However, some IDIQ task orders may require security clearances. If a task requires security clearance, it will be so stated in that particular task order RFP. The JOIST acquisition team will encourage the administering Contracting Officer and Contracting Officer Representative to communicate with the IDIQ awardees of the possible clearance requirement in advance of releasing the relevant Task Order Request for Proposal.
4 General Question: How many awardees are you planning to select for the multiple award IDIQ?
Answer: There is not a certain number of awards planned for the multiple-award IDIQ, but the Government does intend to make multiple awards for the multiple-award IDIQ.
5 General Question: What percentage of IDIQ task orders do you expect to be available for full and open competition?
Answer: The determination of set-aside status for task orders will be made on a task-by-task basis, in accordance with Federal and Agency procedures. FAR 52.219-13, Notice of Set-Aside Orders, is included in this RFP. This clause requires the Contracting Officer to give notice of the order or orders to be set aside for small business concerns.
6 General Question: Please confirm that all appropriate documentation associated with Sample Task Order 1 (STO1) will be included in the technical reference library.

7 General Question: Is Sample Task Order 1 (STO1) currently being performed? If so, who is the incumbent?
Answer: Yes. The current incumbent is Tietronix.
8 B B.7 B-2 Reference: “The rates in this table are maximum team rates which may be proposed or negotiated for individual task orders during contract performance, for any place of performance, and will be used for evaluating task orders and determining price reasonableness.”
Comment: It is recommended that rates for both customer sites and contractor sites be required for IDIQ task order pricing purposes.
Answer: We have taken this recommendation into consideration; it is anticipated that the final Request for Proposal will be updated to include both on-site and off-site IDIQ rate tables.
9 C 1.6, ¶7 C-19 Reference: Major subtasks include: a. Electronic Documentation System (EDS) - The Contractor shall support a system and processes to manage electronic and hardcopy documentation. This includes engineering drawing management and an electronic library.
Question: Is this in addition to the Documentation Development Office that is currently being used or is this a cross reference to another section? Please clarify what is anticipated to be included in this EDS.
Answer: The EDS is currently used by the Document Development Office (DDO). The DDO is a term used to refer to the contractor team that provides the services described in Section C, paragraph 1.6 Technical Publications and Document Management. There is no cross reference to another section. The EDS will support all of the products of the DDO.
10 C 1.5.2, ¶1 C-18 Question: Section 1.5.2 sub bullets b, e, and f describe almost the same thing, with slight variations. Please clarify the differences, or should they be combined into one element?
Answer: Sub bullets a through i are provided as examples. Clarification to the difference between bullets b, e, and f are as follows: bullet ‘b’ would provide a high-level overview for management; bullet ‘e’ would provide data from our SAP/NAMIS interface for our financial management team; bullet ‘f’ would provide reporting for maintenance, operations, and logistics personnel.

11 C 1.2.5, ¶2 C-11 Reference: “The Contractor shall integrate with and utilize the NASA-established discrepancy reporting program and systems for the submittal, status, including, but not limited to Incident Reports (IR).”
Question: What is the name of the NASA established reporting program? Is this the CRDR application developed under the existing contract or is it another system?
Answer: The NASA established reporting program is the Change Requests and Discrepancy Reports (CRDR) application developed under the existing NAMIS contract (Reference Attachment J-04A).
12 C 1.4 C-17 Reference: The Contractor shall provide user support services for the systems listed in Attachment J-05.
Question: For Baseline A - this list includes printers and Lenovo laptops. Is the intent of the Government to have this user support provided by Baseline A personnel?
Answer: Yes.
13 C 1, ¶4 C-7 Reference: “Most of these changes require NASA, or the operating organization, to generate technical documentation to support and provide continued instructions for airworthiness. Most of these modifications are unique to the Agency’s aircraft and require expertise in multiple aeronautical engineering disciplines.”
Comment: Please confirm that the role of the JOIST contractor is limited to supporting the “multiple aeronautical engineering disciplines” with documentation and there is not an expectation that the JOIST contractor will provide the capability to design, fabricate, test, and implement aircraft modifications.
Answer: No, the contractor is not expected to provide the capability to design, fabricate, test, and implement aircraft modifications. The cited reference is from the introduction portion of the Baseline A: NAMIS Services, Statement of Work and provides context and background. Were this a performance requirement, the statement(s) would be preceded by the phrase “the contractor shall”.

C-5 Reference: “The IDIQ scope is inclusive of Baseline A and Baseline B scope in the event that Baseline A or B options are not exercised, thereby allowing for the competition of that baseline scope as a task order or task orders amongst the JOIST multiple-award IDIQ awardees or other competitive environment.”

Question: If the option for Baseline B is not exercised, will the Baseline B work be incorporated as full and open task orders under the multiple award
IDIQ?
Answer: Set aside status of any IDIQ Task Order is to be determined on a task-by-task basis pursuant to clauses I.1, FAR 52.219-6 Notice of Total Small Business Set-Aside and I.6, NFS 1852.216-80 Task Ordering Procedure.
15 C 1.1 Scope C-8 Reference: “The scope includes all services relating to implementing the NAMIS system at or on behalf of other agencies, including data cleansing, data loading, agency-specific capabilities, system configuration, development of training programs and materials, training, and user support.”
Question: Does this support require travel to other sites? If so, please provide a Government travel/trips estimate for pricing purposes.
Answer: Should NASA implement NAMIS services at or on behalf of other agencies, some travel would be required. Travel requirements are indefinite at present. However, any additional agencies or commercial entities requiring support would be added via a formal contract change.
16 C 1.2.7 C-12 Reference: “The Contractor shall assist in the development of briefings, schedules, and budgets. As required, the Contractor shall provide periodic status reports to the Government.”
Comment: Please define "periodic" in terms of expected frequency, if not already defined in the DRD items.
Answer: This statement is in addition to the requirements in the DRDs. The key phrase is “as required”. Such support will be incidental to performance and performed at the request of the NAMIS Project Manager or NAMIS Technical Manager.
17 C 1.2.16 C-14 Comment: The word “Contractor” stands alone, just above 1.3. Please clarify/remove as necessary.
Answer: The word “Contractor” that stands alone above 1.3 will be removed in the Final RFP.
18 C 1.3.7 C-16 Comment: Please provide the location of the NAMIS Disaster Recovery system such that Offerors can provide realistic pricing for support.
Answer: The NAMIS Disaster Recovery site is at the NASA White Sands Test Facility, New Mexico. There is no on-site staffing requirement at this location.

19 C 1.4.1 C-17 Reference: “Help-Desk support may be provided via on-site and/or on-call services.”
Question: Does this require that Help Desk support must be physically located at JSC and all other sites?
Answer: No. The Help Desk is currently supported by the contractor’s technical staff located at the JSC Aircraft Operations Division, Ellington Field, Houston, Texas.
20 C 1.6 C-19 Reference: “c. Hardcopy document creation and delivery - The Contractor shall deliver hardcopy end items such as checklists, in-flight guides, and other technical manuals used for support of aircraft operations.”
Question: Are the production costs of hard copies to be included in the pricing? If so, please provide estimated document sizes, page counts, etc.
Answer: Production costs of hard copies should not be included in the pricing.
Printing will be accomplished utilizing Government resources, including the Government print shop and/or Government-supplied paper, ink, printers, binding products, etc.
21 C 1.6 C-19 Reference: “d. Conversion of hardcopy to electronic format - The Contractor shall, when required, convert text and engineering documents from hardcopy to electronic format. Recommendations on outsourcing versus in-house document conversion are required. The Government will make a selection based on the recommendation.”
Comment: Clarify whether the Government will provide in-house document conversion systems for use by the JOIST Contractor.
Answer: The Government will provide all required document conversion systems.
22 C 2.5.1.a 2.5.1.h 2.5.2.a 2.5.2.b 2.5.2.c
Question: For 2.5.1 Parts a. and h. it is not clear as to what is meant. From what sources would software be received from? Who or what are considered external organizations? Are other contracts (e.g. MSOC) considered “external organizations”?
Answer: External organizations and/or sources include, but are not limited to other FOD contracts/contractors (e.g. MSOC), other JSC/NASA contracts/contractors, other non-NASA government contracts/contractors, and other government organizations.
23 C 3.1.1 C-35 Reference: “a. Provide a management interface who is authorized to direct day-to-day work, coordinate with NASA on contractual matters, respond to

Comment: Please clarify if the Government intends to award and separately fund a Contract Management Task Order to perform these functions.
Answer: The Government does not intend to award and separately fund a Contract Management Task Order, as management support is directly related to the technical work, which will be awarded via competitive task orders.
24 C 3.2.1 C-38 Reference: “d. External data exchange interfaces exceeding four (4) interfaces, beyond any NASA data exchange interfaces”
Question: What are examples of the interfaces?
Answer: External data exchange interfaces are non-NASA information technology system TCP/IP interfaces, including but not limited to, logistics and inventory systems, centralized filing and cost control systems, and configuration management systems.
25 C 3.2.1 C-38 Reference: “e. Hosting system interconnectivity exceeding five (5) NASA field centers or other Government or commercial enterprises”
Question: Which centers?
Answer: Any of the current 10 NASA field centers.
26 C 3.2.2 C-39 Reference: “Under the JOIST contract, the Contractor shall provide Tier 2:
Management and Mission Support Services, including but not limited to, end user (i.e. domestic, international, and on-orbit) support services, help desk services, back-end enabling infrastructure administration and support, organization-unique Government Furnished Equipment (GFE) IT support, organization-unique COTS and custom software development and support, and quick turnaround multi-media products and distribution services to support ISS Program/Astronaut Office training and mission needs.”
Question: Please give examples of the on-orbit services. Do these services get transferred to MSOC?
Answer: On-orbit services may include, but are not limited to, managing on-orbit crew e-mail accounts. These services would not be transferred to MSOC.
27 C 3.2.3 C-40 Reference: “This highly specialized research and support explores new technologies for improving the effectiveness and efficiencies of NASA mission operations systems. This includes, but is not limited to, situational awareness displays, web-based workflow systems, computer simulation and

Question: Do the research and new technologies results for the mission operations systems get integrated into the operational systems under MSOC?
What is the role of the JOIST contractor (e.g., during integration, testing, and checkout)?
Answer: Some technologies may, on a case-by-case basis, be integrated into the operational systems under MSOC. Depending on the project/technology, the JOIST contractor may be expected to support or lead integration, testing, and/or checkout, in whole or in part as specified in the IDIQ Task Order.
28 E E.2 E-1 Reference: “(b) The Contractor shall include applicable requirements of the higher-level quality standard(s) listed in paragraph (a) of this clause and the requirement to flow down such standards, as applicable, to lower-tier subcontracts, …”
Question: Please clarify if lower-tier subcontractors must also be independently assessed at CMMI Level 3.
Answer: Any subcontractor may operate under the CMMI certification of a supervising JOIST contractor.
29 F F.2 F-1 Reference: “The primary effort required under this contract shall be performed at NASA Lyndon B. Johnson Space Center (JSC) in Houston, Texas, the Contractor’s facility, and at other locations as specified in the Statement of Work (SOW) or task orders.”
Question: Please clarify whether there are any requirements or restrictions for the location of the Contractor's facility or facilities.
Answer: The location of the contractor’s facility or facilities are not restricted except by statute, where applicable, e.g. work cannot be performed in ITAR-prohibited countries.
30 G G.5 G-5 Reference: “(c) The Contractor shall develop and maintain an inventory listing the identity and quantity of hazardous materials stored or used onsite at JSC for the performance of the contract.”

Question: Please provide an inventory listing of all hazardous materials used in the performance of the predecessor contracts rolling into JOIST scope of work.
Answer: The personnel on the current contractors have not had access to hazardous materials. However, hazardous materials may be expected to be used on site in performance of this contract, for example, coolant used for servers.
31 H H.1 H-1 Question: 1852.209-71 Limitation of Future Contracting is included.
Please provide specific limitations for JOIST.
Answer: The nature of this conflict is that this effort requires support to the insight and oversight functions of the JSC Flight Operations Directorate and the ISS, Commercial Crew, and Orion Programs and their Contractor-developed products. The restrictions upon future contracting are as follows:
(1) If the Contractor, under the terms of this contract, or through the performance of tasks pursuant to this contract, is required to develop specifications or statements or work that are to be incorporated into a solicitation, the Contractor shall be ineligible to perform the work described in that solicitation as a prime of first-tier subcontractor under an ensuing NASA contract. This restriction shall remain in effect for a reasonable time, as agreed to by the Contracting Officer and the Contractor, sufficient to avoid unfair competitive advantage or potential bias (this time shall in no case be less than the duration of the initial production contract). NASA shall not unilaterally require the Contractor to prepare such specifications or statements of work under this contract.
(2) To the extent that the work under this contract requires access to proprietary, business confidential, or financial data of other companies, and as long as these data remain proprietary or confidential, the Contractor shall protect these data from unauthorized use and disclosure and agrees not to use them to compete with those other companies.

Answer: This comment has been taken into consideration. However, the Government believes that the experience level is adequate for the description as it stands.

Answer: This attachment (Attachment J-06-List of Government-Provided Facilities) is blank because Government-provided facilities are not anticipated at this time. This will be clarified in Attachment J-06 of the final RFP.
36 J J-04A J-04A Question: The Flight Scheduling Application is listed in attachment J-04 for Baseline A and Baseline B. Please clarify why it is listed for both Baselines?
Answer: This application will be deleted from the Baseline B list in the final
RFP.

Comment: Baseline A does not include a labor category for a Project Controller, but is included for Baseline B and the IDIQ portion. Is the omission of the labor category of Project Controller in Baseline A an oversight? Recommend including the Project Controller labor category in Baseline A.
Answer: This is not an oversight. However, if an Offeror wishes to propose additional labor categories for any area of work, they may do so in Attachment J-03 of their proposal. Please note that, in accordance with the instructions given in Attachments J-03 and L-01, “additional labor categories proposed shall be limited to those that cannot be easily or logically mapped to those provided below.”

Question: Sub bullets f and g describe what the monthly report shall include.
Will these sections be required with Monthly Status Reports in addition to the 533 data? The data appears to be duplicated. Please clarify.

Comment: Frequency of report is stated as due 10 calendar days following close of the applicable period for all status reports covering periods of time greater than one week. Other frequencies are acceptable with mutual agreement of the Contractor and the COR. Some scenarios with reports due 10 calendar days after month end may reduce the contractor's ability to process the reports due to multiple weekends. Recommend submittal of these reports be changed to the 15th of the calendar month.
Answer: Alternate frequencies may be negotiated with the CO and COR during Phase-In per existing DRD wording.
40 J J-03 Comment: Labor categories within Table of Labor Categories for Baseline A do not include the Word Processing function. Please Clarify.
Answer: The word processing function is accomplished in the Technical Writer labor category.

Question: J-04B lists custom software such as (but not limited to) DA6 Test DB, Flight Directors Feedback Database and Web interface, IPV Package Manager, and ScriptSmart that are also listed on the MSOC RFP – J10 MSOC Software List. Is the intent that such software will be managed by one contract or be transitioned between the contracts depending on contract approvals and schedules?
Answer: The intent is that such software will be managed by JOIST.
42 L L.10 L-5 Reference: “Environmental and Safety Data, consent letters, past performance questionnaires, and SOW references are not subject to page count limitations”
Question: What are the “SOW References”? Does this refer to Attachment L- 05 Past Performance Matrix?
Answer: Yes. The language will be updated from “SOW References” to “Relevant Past Performance Matrix” in the final RFP to avoid confusion.

Question: To what do the (b) and (c) refer?

Answer: Yes.

Comment: Please consider specifying that 12 pt. Times New Roman or other similar serif type font be used rather than Arial for added readability.
Answer: This comment has been considered; the final RFP will be updated to specify use of Times New Roman font in lieu of Arial for page-limited sections.

Comment: Please consider a reduced font size of 10 point for graphics and tables.
Answer: This comment has been considered; the font size for page limited sections will remain at 12 point in the final RFP.

L-15 Reference: “In addition to submitting a Small Business Subcontracting Plan required by FAR 52.219-9, “Small Business Subcontracting Plan and its Alternate II”, Offerors shall complete Attachment L-08, Small Business Subcontracting Tables, which requests a breakdown of the Offeror’s proposed goals, by small business category, expressed in terms of both a percent of TOTAL CONTRACT VALUE and a percent of TOTAL PLANNED

Question: Is Attachment L-08, Small Business Subcontracting Tables excluded from page count?
Answer: Attachment L-08 will not be page limited; this clarification will be included in provision L.10 of the final RFP.
51 L L.16.4(c) L-15 Reference: “Each section shall be independent of other sections; cross-references to responses for other areas of work will not be considered.”
Question: Within a volume and area of work, may an offeror refer to other subsections? For instance, may we cross-reference the Management and Staffing Plan – Baseline A in the Specific Technical Understanding and Resources – Baseline A subsection?
Answer: No; in accordance with provision L.10, “cross-references to other sections will not be considered.”
52 L L.16.4(c) L-16 Reference: “The resources shall agree with the narrative discussion in paragraphs A, and B above. The resource details shall be contained in Attachment L-07 Technical Resources Summary Templates (TRSTs).”
Question: Are Attachment L-07 Technical Resources Summary Templates excluded from page count?
Answer: Yes. The Technical Resources Summary Templates are includedin the cost/price volume and therefore not subject to page limitations.
53 L L.16.5(c) L-17 Reference: “Complete the incorporated matrix, Attachment L-05, as part of your response. In the event of a conflict between the narrative and the

Answer: This comment has been taken into consideration; after review of the solicitation definitions of “major subcontractor”, the definitions will remain as-is for the final RFP.
55 L L.16.6 L-21 Question: Are subcontractors permitted to submit Cost Volumes and Total Compensation Plans as sealed submissions alongside the prime offeror’s submission?
Answer: Yes, so long as the submissions are timely in accordance with the
RFP.
56 L L16.6(a) L-21 Reference: “Disclose the basis of all projections, rates, ratios, percentages, and factors in sufficient detail to facilitate the SLPT’s understanding and ability to mathematically verify these estimating tools.”
Question: What is “the SLPT”?
Answer: Streamlined Procurement Team. However, this reference to “the SLPT” will be changed to state “the Government” in the final RFP.

Question: What counts as “documented performance history”?
Answer: “Documented performance history” is a record or appraisal of performance pertaining to a contract that is either complete or has been in performance long enough to have generated a reasonable assessment of performance quality by the customer. This can be obtained through a questionnaire, written performance assessment, or report from a government system (such as the Contractor Performance Assessment reporting System
(CPARS)).
