8. Preparation Information
Data Type: 1 - Written Approval
Scope: The Management and Staffing Plan shall describe the Contractor’s management approach including staffing and retention, organization, and processes. It shall provide a comprehensive integration of all management systems of the prime and subContractor(s). The plan shall include those processes specifically required to accomplish the Statement of Work (SOW), as well as those systems and procedures that are to be set in place by the Contractor to adhere to regulations and requirements set forth in the solicitation and the resulting contract.
Content: The RPOC IV Management and Staffing Plan shall include at a minimum:
a. Overall management approach and quality control system to satisfying the contract requirements, including at a minimum:
(1) Management approach to include a discussion of management policies and procedures including any metrics/performance standards the Contractor will use to ensure high quality services are provided for each SOW element.
b. Description of the Contractor’s organization including:
(1) The relationship of the local contract management to the parent company shall be discussed. The relationship of the company with any proposed subContractors, team members, or joint venture partners shall also be discussed to include a description of the components of the SOW that will be performed by the prime and subContractor(s). Associations with any other companies or organizations utilized to provide effective and efficient implementation of the SOW shall also be discussed
c. Description of staffing approach:
(1) Discussion of recruitment methods and policies including how the Contractor will identify and recruit for positions requiring specific technical skills to satisfy the Standard Labor Categories (SLC) to meet the needs of the NASA organizations being supported. Discuss planned method for recruiting personnel, and effects on management, subContractor(s), continuity and quality of services, and other factors resulting from changes in staffing levels.
(2) Discussion of methods and policies for retaining personnel to meet the requirements of the SOW. To the extent the proposal is based on staffing the effort by capturing incumbent personnel, demonstrate the compensation proposed will be adequate to recruit and retain those incumbent personnel. If proposing to staff the effort with personnel other than incumbent contract personnel, describe how the proposed staffing approach will identify and recruit a workforce having the specialized skills needed to successfully perform contract work and the adequacy of the proposed compensation to recruit and retain those personnel.
(3) Discussion of the company’s fringe benefit policies and practices, including leave programs. Highlight differences between fringe benefits offered professional and non-professional employees. Indicate any other differences in fringe benefits among working groups. Inclusive of, but not limited to, address the Contractor’s company policy on short and long term disability insurance, and life insurance, including information on the types of benefits offered, the effective date of coverage, and the company share of premium costs. Discussion of other salary payment policies and the timing of these benefits, such as vacation leave, sick leave, paid-time off, cost-of-living adjustments, overtime pay, holiday pay, and any other premium pay anticipated.
(4) Description of the company policy on health insurance coverage, including information on the types of health insurance benefits offered, the company share of premium costs, what co-pays are required, the deductibles, the effective date of coverage, and the anticipated escalation of insurance costs.
(5) Description of the company policy on retirement/savings plans, including how much the company provides toward the plan, information on vesting, and details on when the specific benefits are allocated to the employees.
(6) If uncompensated overtime is proposed, it shall be in accordance with FAR 52.237-10, “Identification of Uncompensated Overtime”. If proposed, the Contractor shall discuss the effects of uncompensated overtime, and provide a discussion as to whether the uncompensated overtime is voluntary or involuntary. Description of the possible effects that uncompensated overtime will have on employee morale and retention. The Contractor shall provide a copy of the company policy for uncompensated overtime with proposal.
(7) Description of incentives to motivate and reward performance and to encourage the retention of personnel. The Contractor shall describe the policies, procedures, and experience related to these incentives.
Format: See Section L.16.2, “Proposal Arrangement, Page Limitations, Copies and Due Dates”.
Submission and Distribution:
1. Initial: Due with proposal -The offeror shall provide a management approach which discusses Paragraph C, Number 1-7 of the Management and Staffing Plan.
2. The complete Management Plan is due 10 days after the start of Phase-In and must approved by 10 days before the end of Phase-In.
3. Frequency: Update and submit electronic copy to Contracting Officer and Contracting Officer’s Representative, as requested per the Contracting Officer
Maintenance: The Contractor may revise the Management and Staffing Plan at any time or at the direction of the Contracting Officer. Changes shall be incorporated by complete reissue with changes clearly identified. Revisions are subject to Contracting Officer approval.
Note: Upon NASA approval, the Management and Staffing Plan will become part of the contract.
