Custodial, Housekeeping, Waste-Removal, and Insect Extermination (CHWIE)

Draft Statement of Work (SOW), Draft Data Requirements List (DRL), and Draft Data Requirements Description (DRD) Questions and Answers

Clarification to Answer 1

FROM:

Question 1: Does the incumbent contractor own current equipment and, if yes, will the incumbent leave, transfer, or sell existing equipment to the follow-on contractor?

Is there a list of CFE and what is the assessed dollar value of the equipment/supplies/vehicle?

This insight is needed to enable formulation of our initial investment.

Answer 1: No, the Government owns the current equipment. The Request for Proposal will include the list of Government Furnished Property that will be provided to the successful offeror on the CHWIE contract. Additionally, the Custodial Support Services Contract (CSSC) NNJ12JA02C posted on the Technical Library on the CHWIE website was updated on January 21, 2016, to include the current listing of Government Furnished Property (Section J, Attachment E) provided on CSSC. In addition to the Government Furnished Property provided under the Federal Acquisition Regulation (FAR) 52.245-1, Government Property – Alternate I (APR 2012), and FAR 52.245-2, Government Property Installation Operation Services (APR 2012), the successful offeror shall provide all equipment necessary to meet the requirements of the CHWIE draft Statement of Work (SOW).

Is there a list of CFE and what is the assessed dollar value of the equipment/supplies/vehicle?

Answer 1: The Government owns the Government Furnished Property (GFP) and the contractor owns the Contractor Furnished Equipment on the current Custodial Support Services Contract (CSSC) NNJ12JA02C. The Request for Proposal will include a list of Government Furnished Property that will be provided to the successful offeror on the CHWIE contract. The CSSC NNJ12JA02C list of GFP posted on the Technical Library on the CHWIE website was updated on January 21, 2016, to include the current listing of Government Furnished Property (Section J, Attachment E) on CSSC that will be provided on CHWIE. In addition to that Government Furnished Property provided under the Federal Acquisition Regulation (FAR) 52.245-1, Government Property – Alternate I (APR 2012), and FAR 52.245-2, Government Property Installation Operation Services (APR 2012), the successful offeror shall provide all equipment and materials necessary to meet the requirements of the CHWIE draft Statement of Work (SOW). The Government cannot answer as to what the current contractor will do with their equipment and materials and the bidder should assume that none of that property will be left, transferred, or sold to the follow-on contractor.
