QUESTIONS AND RESPONSES

# Reference Question Response

AMENDMENT 004 "QUESTIONS AND RESPONSES"

1 PWS C.3.3.10.2 f The PWS states “Provide fuel testing on new deliveries and maintenance of stored fuel.” Where and how is this testing to be accomplished?

The fuel test will be conducted on site. Fuel testing shall be accomplished in accordance with industry and DoD standards. Reference PWS C.3.3.10.

2 During the site visit at Palmdale we were briefed that the Fuel Farm storage area was to undergo an upgrade to increase the fuel storage capacity. Does this mean that the aircraft refuel workload is expected to increase as well?

No.

3 During the site visit at Palmdale we were briefed that contractor logistics personnel would support some deployments downrange. Does the government anticipate that contractor AGE or Fleet personnel will also support deployments downrange?

AGE personnel will be periodically required to support deployments. Fleet personnel are typically not required to support deployments. The contractor will determine what personnel is assigned to support a deployment.

4 During the site visit we were briefed that the AGE/Fleet shop will be getting a new building during the period of the contract. During the moving transition will the contractor be tasked with moving from one building to another while at the same time maintaining operations? Does the government intend to contract out movers to facilitate the moving transition?

1) Yes, the Contractor will be responsible for moving and maintaining operations at the same time.

2) The Government has not determined if moving will be contracted out.

5 PWS C.3.3.2: “The Contractor will furnish all labor, supervision, management, expendable supplies, materials and commonly used hand tools necessary for performing all maintenance requirements associated with performance of this contract.” Currently how many tool boxes are provided by the government, contractor, and employees?

The Contractor will furnish all labor, supervision, management, expendable supplies, materials and commonly used hand tools necessary for performing all maintenance requirements associated with performance of this contract. The Government will not be providing commonly used hand tools. Reference PWS C.3.3.2.

The Government will not be providing tool boxes and does not know how many tool boxes the Contractor and its employees currently provide.

6 Where are the government provided paint facilities located? The paint facilities are located on Edwards Air Force

Base.

# Reference Question Response

7 During the site visit we were not shown where training was accomplished. Where is this performed?

Training will be accomplished in classrooms or conference rooms at AFRC.

8 During the Pre-Proposal Conference we were briefed under Noteworthy

Clauses that “Government Furnished Property will be furnished in an as-is condition. Any repairs, replacement, and/or refurbishment shall be at the contractor’s expense.” Nowhere in the clauses does it state that the contractor is responsible for costs on repairs, replacement, and/or refurbishment of government furnished property. How did this become a contractor expense?

Reference FAR 52.245-1(d)(2)(iii) - Any repairs, replacement, and/or refurbishment shall be at the

Contractor’s expense.

9 Regarding the “Contract Start” date. For clarification, is the contract start date the beginning of the base year or the phase-in period?

The contract start is at the beginning of the Phase-In period, which is January 1, 2017.

10 RFP_NND16578229R, Table A-1: CLIN 99 – IDIQ/Task Order

Support (FFP) Fully Burdened Hourly Rates per Labor Category: Why are the labor categories for Fuel Distribution System Mechanic, Fuel

Distribution System Operator, and Aircraft Painter not listed? What labor categories does the government currently use for

Aircraft/Equipment painting and Aircraft/Equipment refueling?

The list provided are the labor categories NASA identified to be used under the IDIQ/Task Orders. The

Contractor can propose any other labor categories they deem appropriate in the performance of the resultant contract. The Contractor determines the appropriate labor categories to compensate their employees.

11 In the RFP, Section L.12(d) does not exclude from the page limit title pages, executive summary, table of contents, indexes or cross reference matrices. Are these aforementioned items excluded from the page count limitations?

The title pages, table of contents, executive summary are excluded. Indexes or cross reference matrices are included in the page limitations. Reference RFP, Section

L.12 (c).

12 Attachment J-

13Collective

Bargaining

Agreement

“LOGMET”

By incorporating the Collective Bargaining Agreement (CBA) between the IAM Union and LOGMET, is it the agency’s intent that the

Contractor be required to renegotiate or extend the Collective

Bargaining Agreement for the duration of the CLS & AGESS contract?

In accordance with the Department of Labor the successful Contractor would be required to negotiate a new collective bargaining agreement (CBA).

13 Attachment J-

13Collective

Bargaining

Agreement

“LOGMET”

The CBA requires that all employees performing similar work at the location be included under the CBA. The union wages and benefits are substantially higher than the wages and benefits required under the

Service Contract Act Area Wage Determination. Should the wages and benefits for all employees with similar job descriptions under this contract be conformed to the CBA?

Only the position(s) identified under the CBA are covered by the CBA.

QUESTIONS AND RESPONSES

# Reference Question Response

14 PWS Section C.9.6 Does the PWS, as currently amended, include the scope of work referenced in the Q&As, Q. #21, identified as “a portion of the Aircraft

Operations Service (AOS) contract, for the Material Control function of the AOS contract”? Are any related metrics available that can better define the requirement?

Yes. The related metrics are included in PWS Section

C.9.10.

15 If a contractor has a Material Handling Overhead, how does NASA want the contractor to include the Material Handling Overhead costs in

Section B.2 of the RFP?

If the Contractor has material handling overhead cost these cost should be proposed within the fixed price.

16 Is the work currently performed by the CBA employees (LOGMET) limited to PWS C.10 (Project Support) only? If not, what other portions of the PWS are specifically being performed by the CBA covered employees?

Yes.

17 Are the costs associated with the CBA only applicable to the work performed by the LOGMET employees?

Yes.

18 L.15 Pricing

Instructions and the

Pre-Proposal

Conference

Powerpoint presentation requires the contractor to provide pricing for the Periods of

Performance identified in Table

A-2.

Since Section B.2 does not include a CLIN structure for any of the “6

Month Option to Extend Services” requirements, where would NASA like this information to be included to ensure NASA can evaluate for reasonableness?

The Offerors shall included this pricing information in

Volume III - Pricing, under Table A-2 (Reference RFP

L.15, Table A-2). Offerors are required to propose schedule and pricing in accordance with the below period of performances (Table A-2) for the Phase-In, Base Period, each Option Year, and Option to Extend

Services.

19 Pursuant to this information, and with reference to PWS Section C.8.1.

second paragraph, a. thru f., and PWS Section 8.2, can NASA AFRC clarify whether any of this work is currently being performed by Logical

Innovations, and if so, which of this work is Logical Innovations performing?

Yes, Logical Innovations is providing portions of the support identified under PWS Sections 8.1 and 8.2.
