Question: Since Plum Brook is over 60miles away from GRC, it is not logical to go to GRC for emergency and on the job injuries occurring on Plum Brook. Will the government clarify whether or not EMERGENCY MEDICAL PROBLEMS and ON THE JOB INJURIES occurring on Plum Brook will be treated at Plum Brook facilities? If not, is the Contractor required to take other measures? Please clarify.
Answer: Section H.5 has been deleted. OMS does not operate at PBS. Medical emergencies and on the job injuries occurring at Plum Brook Station are supported by public emergency medical services.
66. RFP Reference Cover Letter, SF33, Block 9, and L.13 (7), Page Number 1, 3, and 58, Discussion: The government states that the proposal due date is March 6,2017 while in L.13 (7) the government states the proposal die date is March 3, 2017.
Question: Will the government please clarify which proposal submittal date is correct?
Answer: Request for Proposals NNC16ZCH013R-Amendment 01 amended Section L.13, subsection 7 to reflect March 6, 2017 at 4:30 p.m. EST, as per box 9 of the SF-33 cover page.

RFP Reference Section L.13(5), Page Number 58, Discussion: The Government states, “Each volume shall contain a detailed table of contents to delineate the sections and subsections within that volume. The table of contents must list figures and tables separately. Where necessary, a cross-reference sheet to other volumes shall be included. Tab indexing shall be used to identify sections. Each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.”
Question: May the offeror include a compliance matrix with each volume? Will the compliance matrix count toward each volume’s page limitation?
Answer: Offeror may include a compliance matrix with each volume; however, it will count toward each volume’s page limitation.
69. RFP Reference Section L.13(3), Page Number 58, Discussion: The Government states, “(3) Include a cover letter with the proposal as part of Volume I.”
Question: Does this cover letter count toward the page limitation?
Answer: The cover letter will not count towards the page limitation.
70. RFP Reference Section L.10(a), Page Number 56, Discussion: The Government states, “The offeror shall notify the Government, as part of its proposal, of its intention to use or not use the [government] property.”
Question: In what volume shall the offeror include this information? Will it count toward that volume’s page limitation?

71. RFP Reference Section L.13(9), Page Number 59, Discussion: The Government states, “For Volume I and II, it is preferred that all data/information be provided in one file. However, if the information requires more than one file, all files shall be saved in one directory. No two files or folders shall have the same file name.”
Question: Does this mean that the offeror is to include Volume I and Volume II in one MS Word file for a total of three different MS Word file submissions (i.e., Volume I/II; Volume III; and Volume IV)?
Answer: The Solicitation has been amended to correct this error. Section L.13 (9) has been amended to delete this language.
72. RFP Reference Section L.19, Page Number 69, Discussion: Government Property Management Plan, the Government has asked the offeror to submit a variety of data regarding how we will manage government property.
Question: In what volume shall we include this information? Will it count toward that volume’s page limitation?

74. RFP Reference L.17, Page Number 62, Discussion: L.17 states that the base year is 24 months and that the phase in is 60 days prior to award. However, B.2 shows the 60 day phase in and a 22 month base year.
Question: Can the government please clarify which is correct?
Answer: The Government has corrected this administrative error and amended the Solicitation. Section L.17 was amended to reflect year 1 as a 10 month period.
75. RFP Reference J-1, 12.3.1, Page Number 57 of 118, Discussion: 12.3.1 States that the FAA basic course is 152 hours and the FAA refresher course is 40 hours. However it does not specify FAA Bridge courses.
Question: Are any of the current officers or supervisors FAA trained? Do the current officers require the 152 basic course or the 80 hour FAA bridge course? If they require the 80 hour bridge course then does an instructor from Kennedy have to be present for this training? How long does the Contractor have to bring all current officers up to the new FAA training requirement?
Answer: The requirements of NNC16ZCH013R are outlined in the RFP documents. The Government will not comment on whether the current incumbent contractor meets these requirements. A NASA Protective Services Training Academy (NPSTA) training Academy instructor (from the Kennedy Space Center) must be present for the 152 hour NASA Federal Arrest Authority Basic Course; however, the 40 hour NASA Federal Arrest Authority Basic recertification course only requires an approved on-site NPSTA Training Academy instructor. New hire candidates selected for certified Security Officer positions must complete the NASA Federal Arrest Authority Basic Course within calendar 90 days of hire (or first available training). incumbent contractor employees with meet full compliance for all contractor employees within 18 months of contract start date.
76. RFP Reference J-1, 12.4.3, Page Number 63 of 118, Discussion: 12.4.3 states the minimum staffing requirement for LF but not for PBS.
Question: Can the government provide the minimum staffing for PBS?
Answer: Due to an administrative error, the minimum number of dispatchers per shift at PBS was not documented. The minimum number of dispatchers per shift at PBS is identified as one dispatcher during business hours and one during non-business hours.
77. In Section B.2 on RFP page 4, CLIN 0002 states the Base period is 22 months. On page 62 Section L-17 shows a 60 day transition followed by the base period depicted as two 12 month periods or a total of 24 months.
Question/Request for Clarification: Which is correct?
Answer: The Government has corrected this administrative error and amended the Solicitation. Section L.17 was amended to reflect year 1 as a 10 month period.
78. Other than Patrol and Gate guards, it is difficult to determine minimum staffing required for several of the non-guard positions. For example PWS 8.5.1 states, "There are a total four badge/enrollment workstations available for operation—three at LF and one at PBS. A minimum of two badge enrollment stations shall be staffed during normal business hours at LF and one at PBS." So, 2 and 1 during business hours. But then PWS 8.5.2 says, "Normal hours of operation for visitor control services at LF are 6:00 a.m. to 4:00 p.m., Monday through Friday, excluding Federal holidays. For PBS, the normal hours of operation for visitor control services are 7:00 a.m. to 3:30 p.m., Monday through Friday, excluding Federal holidays. There are a total of four visitor control workstations available at LF for processing visitors, three stations at the main gate and one at the vehicle inspection station. At PBS there is one workstation at the main gate visitor control." It does not describe a minimum number of stations to be staffed. Is it all 5 or 3 & 1? Attachment J-5 doesn't help in this regard.
Question/Request for Clarification: Our pricing model is based solely on billable post hours. Without being the incumbent and knowing what works day in and day out, guessing will not yield the appropriate result. Will the Government issue a traditional Post Exhibit in Excel format for all staffing to level the playing field for all bidders? 2011 Q&A referred to Glenn Minimum Staffing Levels, Attachment N several times in describing staffing of posts. We could not find an Attch N but an Excel 2-tabbed post exhibit was issued in Amendment 2 as, "147021-AMEND-002-002." Another such document for this RFP would allow all to submit an accurate figure for the most costly piece of any bid.
