Additional Questions and Answer to Solicitation NNC16ZCH013R
1. Is the Base Period, Contract Year 1 a 10 month period: October 1, 2017 to July 31, 2018? (Note this also effects the calendar dates for all other Contract Years).
Answer: The base period is 24 months consisting of two 12 month periods. The first period is from October 1, 2017 to September 30, 2018. Section B.2 and Section L.17 of the Solicitation have been amended to reflect these changes.
2. Is the Base Period, Contract Year 1 a 12 month period October 1, 2017 to September 30, 2018?
Answer: Yes.
3. Three amendments have been issued for the subject RFP. However, none of the amendments were issued with an accompanying SF30, which is necessary to formalize each of the amendments. Does the Government intend to issue an SF30 for each of the amendments?
Answer: The Government does not intend on issuing SF30s for the Amendments. SF 33 Section 14 of the Solicitation requires Offerors to Acknowledge Amendments. All amendments will be incorporated into the contract.
4. Just contacted the International Union, Security, Police and Fire Professional and spoke to a Mr. Mark Crawford, VP of Region 1 which includes the Local 131 that GRC employees are under. Mr. Crawford will not release a Seniority List (just dates) nor number of full-time and part-time personnel under their 2 different health plans. These data is crucial for ensuring that these benefits are properly budgeted for.
Answer: The Government cannot control what information the Local 31 Union will release to prospective offerors. The Government will not comment on the number of full or part time employees currently employed under contract or to the seniority of the current employees.
Historically, the split between the number of full and part time employees has ranged from 65-75% full time. In terms of seniority, historically 20-25% has had over 10 years of experience.
