Additional Questions and Answers to Solicitation NNC16ZCH013R
1. L.17 states the Phase in starts 60 days prior to award. It does say 60 days, but the period column shows the whole year from 10-1-17 to 9-30-18. Is it correct to assume that the Phase in starts 10-1-17 and the 10 month PoP starts 12-1-17?
Answer: No. Phase-in would start on August 1, 2017. The first full performance year starts 10-1-2017
2. The Amendment 3 title Attachment_J-1_Performance_Work_Statement_Amended, suggests that the PWS was amended, but the changes are not called out on the doc. Will this be corrected in the doc or will a change log or list be forthcoming?
Answer: Section 12.4.3 of the Performance Work Statement (PWS) was amended to include: “The minimum number of dispatchers per shift at PBS is one dispatcher during business hours and one during non-business hours.” Additionally the PWS will be reposted with the changes in red.
3. The initial training cost of employees is usually the most costly item of all Other Direct Costs. Therefore, it would be very helpful if the Government would reconsider answering these questions in some manner to help a new bidder to more properly/effectively price these cost elements of our bid. Please provide whatever information that is available.
Answer: The Offeror bears the primary responsibility to perform the needed due diligence to effectively price a proposal. The training requirements for this solicitation are slightly different than the current contract. As an example, there are increased/additional requirements in the new contract for the staff to be trained in federal arrest authority. The Government has stipulated the training requirements in the current solicitation but will not attest to the level of training of current employees.
