1. Introduction

Project History The original scope for the Repair Roads project included improvements for improvements to approximately 20% of the cemetery’s roads. An additional contract was issued on May 30, 2023, to prepare construction documents for the entire cemetery road system.

Project Goals and Objectives This project will restore existing cemetery roads and repair associated drainage to establish a functional, safe, and cohesive appearance for Nashville National Cemetery. The design and documentation of this project will be accomplished following the National Cemetery Administration (NCA) Facilities Design Guide and the VA program Guide (PG-18-15, Volume D), A/E Submission Instructions for National Cemetery Projects.

The first phase of this project evaluated the existing road system, and associated drainage, and provide recommendations for repair or renovation. This evaluation was used to identify areas within the cemetery that are to be included in the project.

As documented in the report, most of the roads in the cemetery were found to be in poor condition.

Many sections of the roads contain substantial cracking and surface wear, rutting, potholes, and large cracks were also found in several portions of the cemetery roads. Recommendations for repair include Full Depth Pavement Reconstruction and Mill and Overlay Paving. Additionally, sections of curb and gutter were found to be in poor condition with multiple sections of curb requiring replacement to repair existing damage. Finally, storm drainage and the management system were evaluated and identified structures which require grate replacement, surrounding surface replacement, or complete structure replacement.

In the design development phase, the information collected during the pre-design period was developed into construction drawings and specifications.

The estimated construction period of performance for the improvements and repairs is six (6) months.

2. Existing Conditions

Nashville National Cemetery, located in Madison, Davidson County, Tennessee is a United States National Cemetery. The cemetery encompasses approximately 65 acres and was acquired in July of 1866. The site consists of burial sections, columbarium, administrative building, restrooms, maintenance building, committal service shelters and a rostrum. Approximately 13,500 feet of roadways connect the various sections of the cemetery. The CSX Rail Line runs north-south through the center of the Cemetery.

Each national cemetery is managed by VA National Cemetery Administration (NCA) personnel in conformance with national and regional (Southeast District) policies, priorities, goals, and objectives. Nashville National Cemetery is operated and maintained by staff supervised by the cemetery director. The functions of a national cemetery include the operation and maintenance of all aspects of the cemetery. Typically, this involves interment services for Veterans and eligible family members, the burial of casketed and cremated remains, and the placement and maintenance of headstones, niche covers and memorial markers. Cemetery operations include the conduct of Memorial Day and other special ceremonies, as well as the care of graves, structures, and grounds. Office operating hours are Monday through Friday, 8:00 am – 4:30 pm.

Office is closed for Federal Holidays except Memorial Day and Veterans Day. Cemetery visitation hours are daily Sunrise – Sunset.

Existing utility infrastructure consists of electric and telecommunications lines, storm sewer and associated storm facilities, irrigation, public water, and sewer connections servicing the existing admin and maintenance building areas.

3. Site Development

Full Depth Pavement Reconstruction The project includes demolishing and reconstruction of existing road segments that are in poor to failed condition. These sections require full-depth replacement and were identified during the onsite investigation.

Mill and Overlay Paving Mill and overlay operations are proposed along multiple sections of the cemetery to repair lesser deficiencies and to extend the functional life of the existing roads. These sections are in better condition than those requiring full-depth reconstruction and were identified through the onsite inspection.

Curbing improvements Based on the investigation, it was determined that multiple sections of curb and gutter require replacement to repair existing damage.

Storm Drainage Improvements Storm drainage and the management system were evaluated for condition and safety. Identified structures will require grate replacement, surrounding surface replacement, or complete structure replacement.

See Appendix 1 for the Roadway Condition Evaluation Report

4. Geotechnical Review

To assist with the preparation of the construction documents a geotechnical review has been prepared. The geotechnical review includes pavement cores throughout the cemetery to establish the pavement section. The pavements section consists of the following:

· Asphalt – the top layer of the roads is an asphalt surface. The thickness of this surface is designed to accommodate the typical traffic at the cemetery without the risk of damage.

Over time this layer wears down and can be damaged through movement in the base and subbase. Coring’s identified a pavement thickness ranging from 3 to 4 inches.

· Base – consisting of gravel / stone, this is a compacted layer placed under the asphalt and is designed to provide a solid base for the pavement. When this layer is absent or of insufficient depth it can subside, resulting in damage to the asphalt. Older roads may have no or limited base. Coring’s identified a base thickness ranging from 2 to 6 inches.

· Subbase – the native material under the asphalt and gravel base. It may be compacted, or it may consist of undisturbed earth. The soil characteristics provide the engineer information to determine the thickness of the aggregate base and asphalt. Subbase material is evaluated for its ability to be compacted and its plasticity, among other factors.

See Appendix 2 for Geotechnical Summary

5. Topographical Survey

Topographic information was compiled from a combination of an aerial topographic survey and conventional field survey prepared by L.I, Smith & Associates. Horizontal datum is referenced to the US state plane coordinate system, NAD83, Tennessee Zone 2113, international feet.

Vertical datum is referenced to NAVD 88.

1 INTRODUCTION

The U.S. Department of Veterans Affairs National Cemetery Administration have contracted Integrity Federal Services to provide a roadway condition assessment identifying deficiencies that need to be addressed. This report includes the evaluations and recommendations requested as part of the contract.

2 OBJECTIVE

The objective of the report is to identify areas of the roadway system that may require maintenance and rehabilitation efforts. Based on the deficiencies observed within the asphalt pavement, curb, and drainage infrastructure, recommendations have been developed for repair.

3 BACKGROUND

Nashville National Cemetery, located in the town of Madison, Tennessee is a United States National Cemetery. The cemetery was created out of necessity to bury the remains of soldiers lost during the Battle of Nashville and other skirmishes in Tennessee during the Civil War. The cemetery officially opened in July of 1866

The Nashville National Cemetery contains approximately 13,500 feet of roadways. Figure #1 shows the Cemetery and the project limits for this project.

4 CONDITION ASSESSMENT

4.1 INTRODUCTION

The Asphalt Roads Pavement Surface Evaluation and Rating (PASER) MANUAL is a reference that has been used by transportation agencies as the basis for their condition assessments. The PASER system was produced by the Wisconsin Transportation Information Center with support from the Federal Highway Administration, the Wisconsin Department of Transportation, and the University of Wisconsin- Extension. This PASER system was used as the basis for this condition assessment report.

4.2 DISTRESS TYPES

Excerpted from the Asphalt PASER manual is a description of the types of distress and recommended rehabilitation methods as provided in the PASER System:

SURFACE DEFECTS

Raveling Raveling is progressive loss of pavement material from the surface downward, caused by stripping of the bituminous film from the aggregate, asphalt hardening due to aging, poor compaction especially in cold weather construction, or insufficient asphalt content. Slight to moderate raveling has loss of fines. Severe raveling has loss of coarse aggregate. Raveling in the wheel paths can be accelerated by traffic. Protect pavement surfaces from the environment with a sealcoat or a thin overlay if additional strength is required.

Flushing Flushing is excess asphalt on the surface caused by a poor initial asphalt mix design or by paving or sealcoating over a flushed surface. Repair by blotting with sand or by overlaying with properly designed asphalt mix.

Polishing Polishing is a smooth slippery surface caused by traffic wearing off sharp edges of aggregates.

Repair with sealcoat or thin bituminous overlay using skid-resistant aggregate.

SURFACE DEFORMATION

Rutting Rutting is displacement of material, creating channels in wheel paths. It is caused by traffic compaction or displacement of unstable material. Severe rutting (over 2”) may be caused by base or subgrade consolidation. Repair minor rutting with overlays. Severe rutting requires milling the old surface or reconstructing the roadbed before resurfacing.

Distortion Shoving or rippling is surfacing material displaced crossways to the direction of traffic. It can develop into washboarding when the asphalt mixture is unstable because of poor quality aggregate or improper mix design. Repair by milling smooth and overlaying with stable asphalt mix. Other pavement distortions may be caused by settling, frost heave, etc. Patching may provide temporary repair. Permanent correction usually involves removal of unsuitable subgrade material and reconstruction.

CRACKS

Transverse cracks A crack at approximately right angles to the center line is a transverse crack. They are often regularly spaced. The cause is movement due to temperature changes and hardening of the asphalt with aging. Transverse cracks will initially be widely spaced (over 50’). Additional cracking will occur with aging until they are closely spaced (within several feet). These usually begin as hairline or very narrow cracks; with aging they widen. If not properly sealed and maintained, secondary or multiple cracks develop parallel to the initial crack. The crack edges can further deteriorate by raveling and eroding the adjacent pavement. Prevent water intrusion and damage by sealing cracks which are more than 1⁄4” wide.

Reflection cracks Cracks in overlays reflect the crack pattern in the pavement underneath. They are difficult to prevent and correct. Thick overlays or reconstruction is usually required.

Slippage cracks Crescent or rounded cracks in the direction of traffic, caused by slippage between an overlay and an underlying pavement. Slippage is most likely to occur at intersections where traffic is stopping and starting. Repair by removing the top surface and resurfacing using a tack coat.

Longitudinal cracks Cracks running in the direction of traffic are longitudinal cracks. Center line or lane cracks are caused by inadequate bonding during construction or reflect cracks in underlying pavement.

Longitudinal cracks in the wheel path indicate fatigue failure from heavy vehicle loads. Cracks within one foot of the edge are caused by insufficient shoulder support, poor drainage, or frost action. Cracks usually start as hairline or vary narrow and widen and erode with age. Without crack filling, they can ravel, develop multiple cracks, and become wide enough to require patching. Filling and sealing cracks will reduce moisture penetration and prevent further subgrade weakening. Multiple longitudinal cracks in the wheel path or pavement edge indicate a need for strengthening with an overlay or reconstruction.

Block cracks Block cracking is interconnected cracks forming large blocks. Cracks usually intersect at nearly right angles. Blocks may range from one foot to approximately 10’ or more across. The closer spacing indicates more advanced aging caused by shrinking and hardening of the asphalt over time. Repair with sealcoating during early stages to reduce weathering of the asphalt.

Overlay or reconstruction required in the advanced stages.

Alligator cracks Interconnected cracks forming small pieces ranging in size from about 1” to 6”. This is caused by failure of the surfacing due to traffic loading (fatigue) and very often also due to inadequate base or subgrade support. Repair by excavating localized areas and replacing base and surface.

Large areas require reconstruction. Improvements in drainage may often be required.

PATCHES AND POTHOLES

Patches Original surface repaired with new asphalt patch material. This indicates a pavement defect or utility excavation which has been repaired. Patches with cracking, settlement or distortions indicate underlying causes remain. Recycling or reconstruction are required when extensive patching shows distress.

Potholes Holes and loss of pavement material caused by traffic loading, fatigue and inadequate strength.

Often combined with poor drainage. Repair by excavating or rebuilding localized potholes.

Reconstruction required for extensive defects.

4.3 SCORING PROCESS

4.4 SITE VISIT

The information found within this report is based upon a site visit conducted by Richard Pish of IFS on April 15, 2022. The IFS team walked the entire roadway system, conducted a video survey and made detailed observations along with capturing photos of problem areas. The roadway system was divided into segments to facilitate the assessment review. These segments are shown in Figure #2.

4.5 RESULTS OF CONDITION ASSESSMENT

Most of the roads in the cemetery were found to be in poor condition based on the observations made in the field. Many sections of the roads contain substantial cracking and surface wear. Rutting, potholes, and large cracks were also found in several portions of the cemetery roads. These deficiencies may be caused by old age of the wearing course and in some instances, failure of the base course.

Table 2 provides the condition assessment for each roadway segment:

Appendix A includes a more detailed table with a general description of the deficiencies encountered within each road segment. Appendix B includes a full site report with photographs documenting the roadway conditions.

4.6 REHABILITATION OPTIONS

There are multiple options to select for pavement maintenance. The options to be considered are full depth replacement, mill and overlay, patching, and sealcoating. The following describes each method in detail:

Full-Depth Replacement Full-depth replacement is the entire reconstruction of a roadway. The entire roadway, including all surface course and base course material, is removed and reconstructed. For this project, this would also include over-excavation to accommodate a more robust subbase underlain by geotextile fabric.

Mill and Overlay Mill and Overlay is the process of removing the top layer of the existing asphalt surface, usually a minimum of 2”, and placing a new layer of bituminous pavement to bond with the existing surface.

Patching Patching is the process of pouring and compacting a selected asphalt mixture to fill cracks, potholes, and other roadway deficiencies.

Sealing Sealing is the process of applying a protective coating to the asphalt cracks to seal the pavement and provide protection and stability.

4.7 RECOMMENDATIONS

Table 3 provides recommendations for rehabilitations of the roadway segments. Rehabilitation should be performed on segments in order from lowest PASER rating to highest.

See Appendix C for the project for Cost Estimate.

4.8 PROJECT CHALLENGES

There are a number of challenges with road projects that can be addressed in the design and the bid process. Direction is requested from NCA on the following.

Unsuitable Soils

For many road rehabilitation projects, the soils under the existing roads are determined to be unsuitable by the geotechnical engineer during construction. This determination generally related to the inability of the soil to be compacted to the percentage required by the specifications.

Unsuitable soils typically lead to a request by the contractor for a modification to their bid.

The challenge for NCA is that the geotechnical evaluation prepared as part of the design is inherently limited in its scope and cannot be used to universally determine that all soils onsite are suitable or unsuitable. During the schematic design review the design engineer and NCA need to determine what requirements for unsuitable soils will be included with the project and how these soils will be treated during the bid process. Examples of this discussion would include:

· Set a percentage of the soils under the roads as unsuitable and have the contractor include in their bid.

· Have the bid include a separate line item for the removal and replacement of unsuitable soils.

The line item would be related to a specific quantity so that unit prices can be derived from the contractor bid.

· A number of methods for remediating the unsuitable soils are available, including undercutting and replacement or the mixture of cement into the soil. To the maximum extent possible the construction methods used to achieve a suitable road base will be left up to the contractor, contingent upon acceptance by NCA.

Pavement Depth The recommendation for Mill and Overlay is based on an assumption that the pavement section includes a minimum of 2” of asphalt. If the milling of the asphalt gets into the sub-base layer full depth replacement of the road section will be required. To the best of our ability we will confirm the depth of the existing asphalt from the road borings completed by the geotechnical engineer. If thinner asphalt thicknesses are found additional borings will be recommended in the mill and overlay sections.

4.9 SUMMARY

The following summary points are provided.

1. A majority of the road sections in the cemetery show signs of excessive wear and aging.

2. The storm structures throughout the cemetery appear to have been replaced in the past, large pavement patches surround many of the inlets. Many of the inlets are in poor condition: broken grates, pavement cracking around inlets, holes in pavement, broken curb.

3. The pavement in the southwest portion of the cemetery is in the worst condition, pavement has excessive raveling and areas of possible structural damage.

4. Curb damage was minimal throughout the cemetery. Most damage was found around storm inlets.
