Sheet1

1. Is temporary power available for a Construction Trailer at the laydown/storage area?
Answer: Yes
2. Can the prime contractor’s Site Superintendent fulfill the role of all Quality Control and Site Safety requirements, so long as they fulfill the outlined requirements for all such positions?
Answer: Yes
3. Will this project be Sales Tax Exempt?
Answer: A tax-exempt certificate will be provided upon request after award.
4. Are there access limitations to any of the areas included in this project?
Answer: Access is limited as identified in the construction drawings and specifications.
5. Will there be specific haul routes required for this project?
Answer: Addressed on sheet 11, GC100, Maintenance of Traffic.
6. Are there any limitations on work hours, or can all work be done during normal business hours?
Answer: Work will be conducted during normal cemetery operating hours of 730 AM – 4 PM, Monday through Friday. No work will be conducted on federal holidays. Work outside of these hours is approved on a case-by-case basis by the COR and cemetery director. Work will not interfere with cemeterey burial activities and must be coordinated as specified in notes 6, 7, sheet 2, G1002.
7. Will water be available for Contractor use? If so, will this be provided at no cost?
Answer: Contractor can access water through a hose bib or provide a meter and connect to a fire hydrant. Water will be provided at no cost.
8. Section 01 00 00,1.1,F states :All employees of general contractor or subcontractors shall, at the minimum, have successfully completed the 30-hour OSHA certified Construction Safety course and/or other relevant competency training, as determined by VA CP.” Most VA specifications call for the Superintendents and CPs to have the 30-Hour and everyone else can have the 10-Hour OSHA. Do you want all employees to have the 30-Hour OSHA?
Answer: The Superintendent and CP must have the 30-hour certrification and all others can have the 10-hour certificaiton.
8. Section 01 00 00, 1.4, C states “The General Contractor shall provide unarmed guards at the project site when theft or vandalism warrants.” What constitutes the warrant of a guard and how do we bid on this item?
Answer: NCA does not require contractor provide an unarmed guard at the project site. Contractors are responsbile for the security of their equipment and material from theft. Government will not be responsible for any theft or damage to equipment.
9. Section 01 00 00, 1.6, H – state that the contractor is to erect a 6’ chain link fence around the construction. Is this to be placed around every roadway and curd we are to replace? This will be a lot of fencing and very costly. Can we use an orange safety fence?
Answer: Orange safety fence acceptable along roads being repaired. Chain link fence required around full inlet structure replacements, staging areas, storage areas, or as safety concerns arise.
10. Section 01 00 00, 1.14 states that the contractor is to hire a licensed surveyor to layout the work. There are not any coordinates for the patching or curb locations. Will this be supplied to the contractor before the start of work?
Answer: No coordinates provided for beginning / end of pavement repairs. Contractor to provide repairs as identified on plans. Inclusion of a surveyor to identify improvement locations on plans may be at contractors’ discretion. Contractor should be able to locate areas of repairs based on plans and CAD files.
11. Section 01 32 17 – Can the contractor use P6 instead of MS Project for their Gantt chart?
Answer: Yes.
12. Section 32 90 00 states that we are to water the sod for 30 days. Will this not be part of the existing VA irrigation system?
Answer: Contractor is responsible for ensuring sod receives sufficient water for 30 days after installation. If the sod is in an existing irrigation zone, confirm the sod is being watered sufficiently on a daily basis. If not, provide additional watering. NCA will not take responsibility for sod prior to final acceptance.
13. At the site visit we were told that there is not a staging area for the contractor. All equipment and materials had to be taken off site at the end of each day. The drawings show a staging area for the contractor behind the maintenance complex. Does equipment and materials have to be demobilized from the site daily?
Answer: Per the specs, 1.6 (A-M) the contractor, “…shall confine all operations (including storage of materials and equipment) on Government premises to areas authorized or approved by the COR.” This area would be the staging area behind the maintenance building according to the project drawing, sheet11, GC100. Equipment and materials do not have to be demobilized from the site daily.
14. How often are there services at the site that require the contractor to stop working?
Answer: Nashville National Cemetery conducts roughly 150 interments/year. We have up to four time slots available (1000, 1100, 1300 and 1400) for Monday-Friday. Burials do not necessarily mean work must stop; however, work will not interfere with cemeterey burial activities and must be coordinated as specified in notes 6, 7, sheet 2, G1002.
15. This solicitation is due 9/13/23 and we are to hold our pricing for 60 days. This would be around 11/13/23. Most asphalt batch plants close after the Thanksgiving Holiday and open back up April 1st. This would make the 183-day POP be very tight. Would the contractor be able to get submittals approved during the winter and the NTP be in the spring of 2024?
Answer: Box 17 of the SF1442 is stating that the bidder agrees to perform the work at the price given if the Government accepts it within the 60 days of due date. The bidder may provide a cost for the asphalt that is predictive of the future price. We will not issue the actual Notice to Proceed until mid-March. That’s when the Period of Performance will start. We can issue an “Administrative NTP” to allow the awardee to provide submittals, pre-order any material, etc. as needed. However, we don’t expect mobilization to take place until mid-March, as mentioned in box 10, please bid accordingly.
