Yes, SSC fire department is responsible for inspection of automated external defibrillators (AEDs). The Government will replace AEDs as indicated in Attachment D13 under the respective "Gov't Rpl" Tab.

2 Attachment D5 Uniform and Grooming Requirements

1.0 17 (ii) 6 Is it acceptable to place collar brass on the Navy POLO Shirt in lieu of rank embroidery. This action would eliminate the need to purchase shirts when rank changes.

Attachment D5 has been updated to include collar rank.

3 Attachment D5 Uniform and Grooming Requirements

1.0 18 7 Using the NASA Protective Services emblem on the dark blue POLO for administrative positions could confuse fire personnel with security personnel.

Is it acceptable to use the NASA Maltese Cross instead?

No, see Attachment D5 for updated language. Administrative positions may wear navy/dark blue polo shirt with the NASA Protective Services emblem embroidered on the left breast in lieu of civilian shirts.

4 Attachment D6 Vehicle Standards 1 G 2 Six Blue Conical 3 LED Modules are specified on vehicle light bars. Can existing light bars be used until end-of-life or is there an expectation that the light bars be replaced?

Yes, see Attachment D6, Section 1.0, paragraph G for updated language.

5 Attachment D6 Vehicle Standards 1 I 3 Is it acceptable to install radio consoles and modular command cabinets in the rear of the GSA and Contractor provided vehicles when existing vehicles are phased out and replaced?

Yes, see Attachment D6, Section 1.0, paragraph I.

6 Attachment D6 Vehicle Standards 1 J 3 Current vehicles at KSC have striping on the sides and rear of the vehicles.

Is it acceptable to leave the current markings and replace the Maltese only, until the vehicles are replaced per the replacement schedule?

2.1 HH 12 Are Annual Physical examinations GFS and provided by another contractor? No, annual physicals are not GFS at SSC. The contractor is responsible for securing a health care provider to perform the required physicals.

17 Attachment D1-SSC Annex Emergency Medical Services

2.2 F 13 Are the BLS Ambulances licensed by the State and do they transport? At SSC, basic life support (BLS) ambulances are not state certified under the existing contract. At SSC, advanced life support (ALS) ambulance, not BLS, is the requirement under the solicitation. Refer to Attachment D1, Section 2.2, paragraph F and Attachment D1-SSC Annex, Section 2.2, paragraph A for list of local transport locations.

18 Attachment D1-SSC Annex Fire Prevention 2.5 K 15 Does the Fire Department provide annual maintenance on extinguishers, and currently purchase/replace extinguishers at SSC, or is this accomplished by another contract?

The contractor is responsible for annual maintenance and replacing extinguishers. Refer to Attachment D1-SSC Annex, Section 2.5, paragraph K.

19 Attachment D1-SSC Annex Fire Investigations 2.7 C 17 Does SSC have qualified fire investigators on site, or is it expected that investigators from KSC or ARC will perform this task?

SSC does not have a requirement for on onsite fire investigator. Refer to Attachment D1, Section 2.7, paragraph B and updates to Attachment D1-SSC Annex, Section 2.7, paragraph C.

2.3 A 11 The main PWS specifies the Fire Operations Safety Program will be managed by an Assistant Chief. Is it acceptable to assign this to the PrePrice Option 3 Assistant Chief of Fire Prevention if exercised? If not, is there another officer that can be designated?

Yes, the duties of the Fire Safety Officer can be assigned to any officer that meets the qualifications. Refer to Attachment D1, Section 2.8, paragraph D and Attachment D1-WFF Annex, Section 2.8, paragraph D.

25 Attachment D1-WFF Annex Fire Investigation 2.7 B 15 Will the duties of the fire investigator be a collateral duty of the Assistant Chief of Fire Prevention (PrePriceOpt3) if exercised? If not exercised, will this duty be assigned elsewhere, and will that position be required to be required to meet the same requirements required by the Fire Investigator, listed in the main PWS?

WFF does not have a requirement for on onsite fire investigator. Refer to Attachment D1, Section 2.7, paragraph B and update to Attachment D1-WFF Annex, Section 2.7, paragraph B.

2.8 All 15-20 Several classifications state Virginia State certifications. Are Pro Board and/or DOD certifications an option?

Yes, Pro Board and Department of Defense (DOD) certifications are options.

27 Attachment D1-WSTF Annex Vehicle Management 1.8 H 7 Even though the PWS states Not applicable, will the contractor be required to provide markings and equipment on GSA vehicles?

1.1 Line Q: As the current ARC medical services contract does not allow other contractors to use their services, nor are they equipped to conduct fire fighter physicals is ARC Fire approved to use a local vendor to meet their requirement?

Yes. Medical services are not GFS at ARC. The contractor is responsible for securing a health care provider to perform the required physicals.

37 Attachment D1-ARC Annex Environmental Management

1.4 Q Is it ARC's intent that the fire department will be responsible for collecting and transporting all hazardous waste generated during the performance of the contract, to include the waste from large spills or releases that may involve thousands of gallons of materials, or will the current agreement between ARC and the fire department stand where the fire department is only responsible for collecting and transporting materials that are of a common commodity and where the material (including clean-up materials) will fit inside a 55-gallon drum. By the current agreement spills in excess of 55-gallons or that are not of a common commodity are contained by the department and referred to ARC Environmental for action.

1.4 Q If the fire department is responsible for collecting and transporting all hazardous waste generated during the performance of the contract will the contractor be responsible for providing all of the absorbent booms, pads, and other clean-up materials to deal with large spills or releases that may be in excess of thousands of gallons?

Yes, Attachment D1-ARC Annex, Section 1.4, paragraph Q has been updated.

39 Attachment D1 PWS Work Management 1.6 Line "I" ARC Fire Department employees currently hold "Public Trust" clearances. Is it NASA's intent to adjudicate secret clearances for all current/future employees at ARC?

The ARC Secret level clearance requirement is for all employees. Refer to Attachment D1, Section 1.6, paragraph I.

40 Attachment D1 PWS Vehicle Management 1.8 B Will the contractor be responsible for all costs associated with repairs to NASA provided emergency vehicles to include regular maintenance , minor and major repairs, and annual preventative maintenance?

The contractor is responsible for all regular annual and preventive maintenance.

41 Attachment D1-ARC Annex Fire Operations and Fire Fighting

2.1 J NFPA 1006 defines three levels for technical rescue (rope, confined space, and vehicle/machinery) as Awareness, Operations, and Technician. Can NASA please define what "Level II training/certification" is.

2.1 T After the completion of an NFPA risk assessment at ARC it was determined that NFPA 1971 certified Structural Protective Clothing was sufficient to protect fire fighters during ARFF/Proximity fire fighting operations. Is it NASA's intent that the contractor should provide both NFPA 1971 compliant structural and proximity protective clothing to each fire fighter, or is structural protective clothing with a completed and approved risk assessment for proximity fire fighting acceptable?

Structural firefighting gear with a completed and approved risk assessment for proximity fire fighting is acceptable. Attachment D1-ARC Annex, Section 2.1, paragraph T has been updated.

43 Attachment D5 Uniform and Grooming Requirements

Does the NFPA 1971 protective clothing currently in use by NASA contain PFOA's and PFOS's?

The solicitation requires the contractor to provide the gear for firefighters that is compliant with NFPA 1971. Reference Attachment D5.

44 Attachment D1 PWS Fire Operations and Fire Fighting

2.1 X Can NASA identify what "sufficient quantities" of back stock agent (dry chemical, AFFF, Halotron, agent expellant gases) that they would consider sufficient for each site?

It is the contractor's responsibility to determine sufficient quantities of fire fighting agents to perform contract requirements.

45 Attachment D1 PWS Fire Operations and Fire Fighting

2.1 If NASA determines that AFFF will be replaced by another agent in the future who will be responsible for the costs associated with purchasing that agent and disposing of the old AFFF?

Any determination to purchase and dispose of the agent is the Government's responsibility.

46 Attachment D1-ARC Annex Emergency Medical Services

2.2 A (Note) ARC Captains and Fire Fighters are currently certified to the BLS level of EMT. ARC Battalion Chiefs only hold CPR certification. Is it ARC's intent to require Battalion Chiefs to obtain EMT certification?

Attachment D1-ARC Annex Sections 2.2 and 2.8 have been updated to reflect EMT certification will not be required for the Battalion Chief position.

47 Attachment D1-ARC Annex Fire Services Training 2.4 I Request ARC define what "Level II" rope rescue equates to in NFPA 1006.

Also request that they identify certification requirements for Rope Rescue, Confined Space, and Vehicle Machinery Rescue as Attachment D-1 - ARC Annex, Section 2.1 Fire Operations and Fire Fighting, and Section 2.4 Fire Services Training, Line I of the PWS conflict on certification level requirements.

Attachment D1-ARC Annex, Section 2.4, paragraph I has been updated to define "level II" training certification requirements.

Attachment D1-WSTF Annex does not have a requirement for a fire investigator. Attachment D1-WSTF Annex, Section 2.2, paragraph B has been updated.

1.1 Is it expected that the contractor will have someone on the site make purchases or should the contractor purchase locally if possible?

This is at the discretion of the contractor.

2.8 A-L The PWS references Florida State certifications for the Assistant Chief of EMS. Should this be Virginia certifications?

Attachment D1-WFF Annex has been updated to read "Virginia." Refer to Attachment D1-WFF Annex, Section 2.8, paragraphs A through L.

2.8 K Are Firefighter EMTs required? The main PWS states Firefighter EMTs under Section K. There is no mention of EMT's anywhere. Should this be item L?

Is it possible there was an oversight in requiring all officers to meet the requirements for Fire Officer? Typically fire officers above the Lieutenant level do not possess the Driver Certifications since they do not operate the trucks. We believe any position above Battalion Chief should meet the Battalion Chief requirements, not the Fire Officer (Lieutenant) position. Every position from Lieutenant down should meet the preceding level requirements.

Attachment D1-KSC Annex, Section 2.8 has been updated to reflect the requirements for Battalion Chief in lieu of Fire Officer.

To ensure vendors are generating their solution to consistent standards without making inaccurate assumptions, will the Government please provide a consistent manning table, per site and post that clearly linkes to hours identified in the F.2?
