C.3.1. FAR 52.217-7 OPTION FOR INCREASED QUANTITY-SEPARATELY PRICED
LINE ITEM (MAR 1989)
The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days before the contract expires or within 30 days of the start date associated with numbered line item.

FAR 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 7 days before the contract expires.

FAR 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR
2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 100 months.

C.25.3. KSC 52.242-93 CONTRACTOR WORKFORCE REPORT-ONSITE
CONTRACTORS AND SUBCONTRACTORS ALTERNATE I (JUL 2011) AND
ALTERNATE II (NOV 2019)
The Contractor shall submit, on a quarterly basis, a manpower report delineating information about its workforce. The report shall include: the contract number, the contractor's total on-site workforce, total on-site union represented employees by bargaining unit, total on-site non-union represented employees, and total off-site workforce performing on the contract. The Contractor shall provide this information no later than 10 days after the close of each reporting period which ends March 31st, June 30th, September 30th, and December 31st. The report shall be submitted to the Contracting Officer with a copy to the Industrial Labor Relations Office KSC-DL-OP- IndustrialRelations@mail.nasa.gov.

(a) The Contractor agrees to identify and request approval to utilize this clause for replacement of Government replaceable property (see Attachment D13, Government Furnished Property, IAGP), up to the amounts specified in paragraphs (a)(1) through (8) at no additional cost to the Government, as this amount is to be incorporated into the KXXX.0 CLIN prices listed in B.2.1. FAR 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (JUN
2020)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender’s request and expense, unless they are destroyed during preaward testing.
Government is unable to make a technical acceptability/unacceptability determination or to resolve issues related to pricing or terms and conditions.

NFS 1852.215-81 PROPOSAL PAGE LIMITATIONS (APR 2015)
(a) The following page limitations are established for each portion of the proposal submitted in response to this solicitation.

(b) A page is defined as one side of a sheet, 8 1/2" x 11", with at least one-inch margins on all sides, using not smaller than Times New Roman 12-point type for all text. Foldouts also require not smaller than 12-point type for all text and count as an equivalent number of 8 1/2" x 11" pages. The metric standard format most closely approximating the described standard 8 1/2" x 11" size may also be used. Other limitations/instructions identified as follows:
(1) A table of contents shall be provided with each volume.
(2) Volumes 1 and 2 shall be submitted in searchable and Portable Document Format
(PDF).
(3) Volume 3 pricing templates shall be submitted in Microsoft Excel 2016 format. The narrative shall be submitted in PDF.
(4) Volume 4 shall be submitted in Microsoft Word 2016 or PDF format.
(5) All pages of Volume 2 shall be numbered and identified with the offeror’s name, solicitation number, and date in the header or footer section of each page.
(6) The Offeror shall generate “bookmarks” within Volume 1, 2 and 3 PDF files for each section and sub-section of the document. Bookmarks shall be generated based on the document table of contents.
(c) The Price and Model Contract Volumes of your proposal is not page limited. However, information that can be construed as belonging in one of the other sections or volumes of the proposal will be so construed and counted against that section's page limitation. In addition, no material outside of the proposal volume may be incorporated by reference; external hyperlinks are not allowed and will not be evaluated if included; and all text, including table and figure identifiers, shall be 100 percent searchable text.
(d) Title pages, tables of contents, and other pages that do not contain proposal material are excluded from the page counts specified in paragraph (a) of this provision.
(e) If final proposal revisions are requested, separate page limitations will be specified in the Government's request for that submission.
(f) Pages submitted in excess of the limitations specified in this provision will not be evaluated by the Government and the offeror will be notified.

REQUIREMENTS FOR PROPOSAL CONTENT
Offerors shall respond to all requirements of the solicitation.
F.6.1. VOLUME 1. TECHNICAL ACCEPTABILITY
(a) Facility Clearance:
(1) The Offeror (excluding joint ventures) possess a current “Secret” facility clearance level at the time of proposal submission. Subcontractor(s) shall possess a current “Secret” facility clearance at the time of proposal submission when the subcontractor(s) will perform work requiring a specific facility clearance level.
(2) In the event of an Offeror that is a joint venture, the Offeror itself shall include the following certification in Volume 1: “The Offeror certifies that the conditions of [insert “paragraph (a)(2)(i)” or “paragraph (a)(2)(ii)”] of the solicitation applies to the joint venture.”
(i) The joint venture is completely unpopulated (i.e., the joint venture does not have its own separate employees), the lead small business partner to the joint venture possesses a “Secret” facility clearance level at the time of proposal submission, and—
(A) The other individual partner(s) to the joint venture possesses a “Secret” facility clearance level at the time of proposal submission.
(B) If there are any individual partner(s) to the joint venture that do not possess a “Secret” facility clearance level, then said individual partner(s) will not perform work covered under the resultant contract nor have access to any performance-related information generated under the contract.
(ii) The joint venture is populated in accordance with 13 CFR 121.103(h) (e.g., the joint venture is populated with its own separate employees to perform administrative functions), the lead small business partner to the joint venture possesses a “Secret” facility clearance level at the time of proposal submission, and—
(A) The other individual partner(s) to the joint venture possesses a “Secret” facility clearance level at the time of proposal submission.
(B) If there are any individual partner(s) to the joint venture that do not possess a “Secret” facility clearance level, then said individual partner(s) will not perform work covered under the resultant contract nor have access to any performance-related information generated under the contract.
(3) Volume 1 of the proposal shall include the CAGE Code for the Offeror as identified in block 17a. of the SF 1449, and the CAGE code for its subcontractor(s) as applicable.
In the event of an Offeror that is a joint venture, then the Offeror shall provide the CAGE code for the individual partner(s) as applicable. For subcontractor(s) and individual partner(s), the CAGE code shall be the same as provided on the DD Form 254.
(b) Key Personnel Résumés: The Offeror (including subcontractor(s) as applicable) shall provide a résumé for the following key positions: Contract Manager and WFF Site Manager.
Individuals proposed shall meet or exceed the Contract Manager and Site Manager qualifications contained in each Annex to Attachment D1, Performance Work Statement and Annexes. Résumés shall provide information on the education (i.e., undergraduate and graduate degrees, accredited college or university, and year received), training, work history and experience (including relevant positions held, responsibilities, and size of the workforce managed, if applicable), and any other special or unique qualifications of each key person proposed.
(c) Letters of Commitment: The Offeror (including subcontractor(s) as applicable) shall include signed letters of commitment from the Contract Manager and WFF Site Manager. Letters shall identify full-time employment and the commitment shall be for a minimum length of 18 months from the date of contract award.
F.6.2. VOLUME 2. PAST PERFORMANCE
(a) The Offeror shall submit past performance history to include all information prescribed below for both the Offeror and its major subcontractor(s). A major subcontractor is defined as one who will perform $50 million or more of the work over the entire contract period, including options.
(b) The Offeror shall describe past performance information on recent contracts that are similar in size, content, and complexity to the requirements of this solicitation.
(1) Recent is defined as performance within the last five years, as of proposal due date, for ongoing or completed contracts.
(2) To be considered similar with respect to size, at least one of the contracts cited by the Offeror (excludes the Offeror’s major subcontractor(s)) must have employed or employs a workforce of at least 100 personnel.
(3) To be considered similar with respect to content and complexity, each contract cited by the Offeror (excludes the Offeror’s major subcontractor(s)) must include, at a minimum, performance in all of the following areas:
(i) Fire Operations and Firefighting
(ii) Emergency Medical Services-Paramedic (Advanced Life Support)
(iii) Fire Prevention Inspection Program
(c) The Offeror shall provide the requested past performance information on no more than three contracts for the Offeror and no more than two for each major subcontractor. The Offeror shall describe how the respective contracts are similar in size, content and complexity to the NFSC requirements. It is not sufficient to state that the contract is comparable in size, content, and complexity. Rationale must be provided to demonstrate that it is comparable.
The volume shall clearly detail what portions of the PWS the Offeror and its major subcontractor(s) will be responsible for.
(1) In the event of an Offeror that is a joint venture, the Offeror shall provide no more than a combined total of three past performance submittals in the name of the joint venture.
The joint venture shall also provide the CAGE code for all individual partner(s) to the joint venture.
(2) If the joint venture is newly established and cannot provide the maximum number of past performance submittals in paragraph (c)(1) in the name of the joint venture, then past performance referenced contracts from the individual partner(s) of the joint venture shall be submitted.
(3) The volume shall clearly detail what portions of the PWS the individual partner(s) to the joint venture will be responsible for.
(d) The Offeror, its major subcontractor(s), and parent/affiliate (see paragraph (e)) shall provide the Government with the following information for each contract referenced. Contracts listed may include those entered into with the Federal Government, agencies of state and local governments, and commercial customers.
(1) Customer’s name, address, email address, and telephone number for the contracts and technical points of contact
(2) CAGE code (if the contract is a joint venture, provide the joint venture’s CAGE code as well as the CAGE code of the entity to the joint venture)
(3) Contract number
(4) Contract type
(5) Date of contract award
(6) Place(s) of performance
(7) Period of performance
(8) Average number of personnel on the contract per year and the average number of individuals directly performing fire services as defined in paragraph (b)(3) of this provision per year.
(9) Contract or subcontract value
(10) Indicate if the company was the prime or subcontractor. If a subcontractor, provide the company name for the prime contractor as well.
(11) A description of the work scope demonstrating how the respective contract is similar in size, content, and complexity to the solicitation requirement. See also requirement at paragraph (b)(3). When the primary role of the past performance was served in the capacity of a subcontractor, describe the specific portion of the scope Offeror performed under the contract.
(12) Describe labor union experience.
(13) Describe problems encountered on the identified contracts and the Offeror’s corrective actions including, but not limited to those related to performance, safety, and security.
(14) Indicate if any of the identified contracts were terminated (partial or complete) and provide the basis for the termination (convenience or default). Include the name, address, and telephone number of the terminating contracting officer.
(15) Provide OSHA Form 300A for comparable contracts including the following reports covering the last five years of performance:
(i) A statement summarizing any OSHA citations of the operations
(ii) Safety performance experience, including Experience Modification Rates for the past five years
(iii) Copies of OSHA Form 300A, Summary of Work-Related Injuries and Illnesses, for comparable contracts for the past five years. (Days Away Case Rate; Total Recordable Incident Rate; and Days Away plus Restricted Duty plus Job Transfer Rate. Also include the Industry Classification Code (Standard Industrial Classification Code (SIC) or North American Industrial Classification System
(NAICS)).
(16) Submit additional information (within page limits and time period notated above) if such information is necessary to establish a record of relevant performance.
(e) The Government may consider the past performance of a parent or affiliate company or corporation, division, business unit, or segment (hereinafter parent/affiliate), but only to the extent the parent/affiliate will participate meaningfully in the resultant contract. When the past performance of a parent/affiliate is proposed in paragraph (d) of this provision, the Offeror shall include in Volume 2 the information identified in paragraphs (e)(1) through (4) to demonstrate that the parent/affiliate will have meaningful involvement in contract performance. It is not sufficient to include general statements about the availability of affiliate resources to move between parent/affiliate companies. The proposal shall:
(1) Identify the resources (e.g., workforce, management personnel or other resource) by each applicable section identified in Attachment D1, Performance Work Statement and Annexes, that the parent/affiliate will be responsible for;
(2) Provide a narrative that describes how these resources will meaningfully affect performance under the resultant contract;
(3) Include, for proposed management personnel, a signed letter of commitment from each person assigned to include position, status (e.g., part- or full-time), and duration of support to the contract; and
(4) Include a signed letter of commitment from the parent/affiliate corporation in the case of workforce or other resources.
(f) The Offeror, its major subcontractor(s), and parent/affiliate are responsible for forwarding Attachment F1. Past Performance Questionnaire to customers listed in your proposal as required above. The Offeror shall request that the customer references complete Attachment F1. Past Performance Questionnaire and return it to the Contracting Officer as stated in the questionnaire. The Government may contact the customers directly. The Offeror and its major subcontractor(s) are requested to ensure questionnaires are completed and provided to the Contracting Officer to meet the stated deadline. Instructions for completing Attachment F1. Past Performance Questionnaire are contained in the form. The Government will not accept questionnaires directly from Offerors.

F.6.3. VOLUME 3. PRICE
Volume 3. Price shall consist of a price narrative (excludes subcontractors), and completion of Attachment F2. NFSC Price Proposal Template and Attachment F3. NFSC Subcontractor Price Template (if applicable).
(a) The price narrative shall explain in detail all pricing and estimating techniques used to develop the contract price lists for Baseline Services and IDIQ Unit Rates.
(1) The NFSC is a “service contract” as defined in FAR 22.001, and is therefore subject to 41 U.S.C. chapter 67, Service Contract Labor Standards. The solicitation and contract incorporate FAR 52.222-41 Service Contract Labor Standards and FAR 52.222-43, Fair Services Labor Standards Act and Service Contract Labor Standards–Price Adjustment (Multiple Year and Options Contracts).
(i) Pursuant to FAR 52.222-41(n), the Contracting Officer will provide a copy of the incumbent contractor’s seniority list to the successor contractor for determining employee eligibility for vacation or other fringe benefits which are based upon length of service, including service with predecessor contractors if such benefit is required by an applicable wage determination. Adjustments to the contract schedule will be made in accordance with FAR 52.222-43, to reflect the Contractor’s actual increase or decrease in applicable wage and fringe benefits from the rates and assumptions provided in this section and Attachment F2, NPSC-SR Price Proposal Template.
(ii) Pursuant to FAR 52.222-43(b), “the Contractor warrants that the prices in this contract do not include any allowance for any contingency to cover increased costs for which adjustment is provided under this clause.” The Contractor shall utilize the following demographics when determining vacation or other fringe benefits based upon length of service for service employees:
15 years or more of continuous service for all services employees at ARC 15 years, less than 20 years, of service for all combat employees at KSC 15 years, less than 20 years, of service for all non-combat employees at KSC 10 years or more of service for all services employees at SSC 10 through 14 years of experience for all services employees at WFF 15 years of experience for all services employees at WSTF
(2) The Offeror shall include in its narrative an affirmative statement that its proposal does not include any contingencies and that wages and fringe benefits proposed for service employees are in accordance with wage determinations incorporated in Section D of this solicitation. FAR 52.222-43 applies to area prevailing wage determinations and collective bargaining agreements.
(b) The Offeror (i.e., prime contractor) shall complete Attachment F2, NFSC Price Proposal Template and its subcontractor(s) shall complete Attachment F3, NFSC Subcontractor Price Template in the native format. The Offeror and subcontractor(s) shall comply with the instructions contained within the pricing template “Instruction” tabs.
(1) Attachment F2, NFSC Price Proposal Template shall represent a fully integrated pricing strategy to include all subcontractors.
(2) Attachment F3, NFSC Subcontractor Price Template is required for all subcontractors, regardless of dollar value. Subcontractors may submit Attachment F3. NFSC Subcontractor Price Template as part of the prime's proposal submittal to the Government or directly to the Government in accordance with provision F.4 Addendum to FAR 52.212-1 Offerors-Commercial Items: Tailored Paragraphs.
Subcontractor, as used in this provision, includes any individual partner(s), supplier, distributor, vendor, firm or consultant (to include a parent/affiliate), other than the prime contractor, who offers to furnish or furnishes any supplies, materials, equipment, or services of any kind under a prime contract or a subcontract entered into in connection with such prime contract.
(3) Offerors are required to provide an overall price for contract phase-in (all locations) and price all CLINs (base period, option periods, all locations). Failure to price contract phase-in or all CLINs (base period, all option periods, all locations) may result in a rejection of the offeror’s proposal.
(4) The price lists for Baseline Services and IDIQ Unit Rates (all CLINs) shall include all compensation (wages and fringe benefits); other direct cost (ODC) including materials, equipment, vehicles, transportation, subcontractors, certification/recertification; general and administrative (G&A), overhead, and any other indirect as applicable; and profit, unless explicitly instructed to be priced separately. The price list for IDIQ Hourly Rates shall include all compensation (wages and fringe benefits); general and administrative (G&A), overhead, and any other indirect as applicable; and profit, and shall account for overtime, double-time, and shift differentials, as applicable.
(5) The price list for Baseline Services includes the Government minimum labor hours per year. Offeror shall propose hours that meet or exceed the Government minimum labor hours per year as specified in Attachment F2, NFSC Price Proposal Template to be eligible for award. Offerors shall not change the Government minimum labor hours per year. The Government minimum labor hours per year represent an estimate of the hours necessary to perform requirements and excludes overtime and double-time hours; hours associated with travel, training, and certification/ recertification; and all non-productive hours to include holidays, sick leave, vacation, paid time off, or other leaves of absences or time off (e.g., jury duty, court appearances, bereavement leave, union leave, military leave, medical leave). The Government minimum labor hours per year are not to be construed as a Government “plug number.” Offerors are required to develop their own resource estimates that support their unique management and technical approaches to meeting requirements and shall provide supporting rationale in the pricing narrative. Failure to propose total hours (to include straight time, overtime, double time, or subcontractor hours but excluding non-productive hours) that meet the Government minimum labor hours per year (as defined in Attachment F2, NFSC Price Proposal Template, tabs GFY 22 DL, GFY 23 DL, GFY 24 DL, GFY 25 DL, GFY 26 DL, GFY 27 DL, GFY 28 DL, and GFY 29 DL, Column M) shall, at the Government’s sole discretion, result in a rejection of the offeror’s proposal.
(i) For ARC and WFF, the Government minimum labor hours per year include 8 hours of paid rest during each 24-hour post for service employees represented by a CBA (refer to Attachment D11, Wage Determinations).
(ii) For KSC, SSC and WSTF, the Government minimum labor hours per year do not include 8 hours of paid rest during each 24-hour post for service employees represented by a CBA (refer to Attachment D11, Wage Determinations). Where fire operations and firefighting posts require 24/7 coverage (see Attachment D1, Performance Work Statement and Annexes for KSC, SSC and WSTF), it is the offeror’s responsibility to account for compensation associated with any potential response/emergency calls during the 8-hour rest period.
(6) The price list for IDIQ Unit Rates, all CLINs (base period, option periods, all locations) and the price list for IDIQ Hourly Rates (base period, option periods, all locations) will be multiplied by the Government-provided best-estimated quantities (BEQs). BEQ’s are the same for each year of contract performance (base period, option periods, all locations). Offerors shall not change the BEQ values in the IDIQ Unit Rates or IDIQ Hourly Rates tab. BEQs are for evaluation purposes only and do not represent a limit or guarantee of future work nor do they represent an obligation, commitment, or amount to be ordered by the Government. Because of the uncertainties involved, there will be no stated minimum or maximum quantities for these price lists, and no future adjustment to the resulting price lists, increase or decrease, will be made as a result of ordering above or below the BEQs.

(c) In accordance with FAR 15.403-3(b), Adequate Price Competition, certified cost and pricing data is not required.

F.6.4. VOLUME 4. MODEL CONTRACT
(a) The purpose of this volume is to provide information to the Government for preparing the contract document and supporting file. Volume 4 will be reviewed for completeness and accuracy but not evaluated and scored. The SF 1449, SF 30 if any, and all clauses and provisions requiring fill-ins from the Offeror shall be completed in this volume. The completed SF 1449 and any amendments issued on a SF 30 must be signed by an authorized representative of the Offeror.

(b) The Offeror shall include a statement of acceptance of the solicitation provisions and model contract terms and conditions along with a list and explanation of any exceptions or conditional assumptions made to include where it is addressed in the proposal. Failure to clearly indicate exceptions to the proposed contract terms and conditions contained in this solicitation will be construed as acceptance of them, verbatim. The Offeror is cautioned that exceptions, inaccurate conditional assumptions or new terms, conditions, or clauses may result in the proposal being determined unacceptable, may preclude award to an Offeror if award is made without exchanges, or may otherwise affect an Offeror’s competitive standing.

F.7.1. TECHNICAL ACCEPTABILITY
(a) The Technical Acceptability factor will be evaluated on pass/fail basis under the following areas of Facility Clearance, Key Personnel Résumés, and Letters of Commitment. Proposals must meet the minimum requirements identified in the solicitation for each area. Only proposals that are individually rated “Acceptable” in all three areas are evaluated for price and past performance. An “Unacceptable” rating in any of the technical areas will result in an overall proposal being rated “Unacceptable”, which eliminates the proposal from further consideration and makes the proposal ineligible for award.
(b) Technical Acceptability ratings:
(1) “Acceptable” means the proposal meets the minimum requirements identified in the solicitation for the respective area.
(2) “Unacceptable” means the proposal does not meet the minimum requirements identified in the solicitation for the respective area.
(3) A proposal may be rated “Potentially Acceptable” under a respective area when the Government is unable to make an acceptable or unacceptable determination.
(c) The Government will evaluate Volume 1. Technical Acceptability to determine whether—
(1) The offeror possesses the required facility clearance(s) as of the due date for proposal receipt and any applicable certification in the case of a joint venture. The proof of facility clearance(s) shall be in the form of Defense Counterintelligence Security Agency (DCSA) verification, formerly Defense Security Service (DSS). Failure to possess the required security clearance(s) and certification in the case of a joint venture shall render an offeror ineligible for award.
(2) The offeror’s proposed Contract Manager and WFF Site Manager meet or exceed qualification requirements specified in Attachment D1, Performance Work Statement and Annexes. Failure to meet requirements shall render an offeror ineligible for award.
(3) The offeror submitted letters of commitment in accordance with F.6.1 Volume 1.
Technical Acceptability. Failure to meet requirements shall render an offeror ineligible for award.
(3) Contract price list for Baseline Services for option period 6 for all CLINs (includes all locations) multiplied by 1.5 (see FAR 52.217-8 Option to Extend Services at section C.4)

V. Provide the Government, or authorized Government representatives, immediate access to the sites or areas where work under this contract is being performed in order to conduct audits, assessments, surveillance, and inspection activities.
NOTE: At SSC, WSTF and WFF the Government will provide space for transition. The Contractor shall coordinate with each location COR. The Government will provide office space for the Contract Manager, Site Manager and contract support personnel at contract start at each respective location.
W. Upon proposal, provide the resume of the Contract Manager and Site Manager for Wallops Flight Facility (WFF). If there are any personnel changes prior to transition, the Contractor shall provide the resume of the new proposed key personnel prior to phase-in.
X. Provide after award resumes of any key personnel being proposed to fill a vacancy that meet or exceed annex contract manager and site manager qualification. Resume shall not exceed three pages, Times New Roman 12 type font.
Y. Provide resume of Key Personnel (e.g. site managers) to location and Contract COs and CORs 30 days prior to transition at Ames Research (ARC), Kennedy Space (KSC), Stennis
Space (SSC) and White Sands Test Facility (WSTF) and lines of communications between the Site Manager-Sub SM, Contract Manager, CORs, and COs. Additionally, the qualifications of the Contract Manager include: Bachelor’s Degree with at least 10 years experience managing federal fire contract(s) one of which had at least 100 personnel across multi-locations (list the contracts and locations); at least 10 years experience with managing contracts with Collective Bargaining Agreements (CBAs), and experience with at least three Fire CBAs.
1.1 BUSINESS MANAGEMENT
The Contractor shall:
A. Provide a resource management system to track and report all contract work activity, including subcontracts and IDIQ Task Orders (TO). The management system shall provide timely and accurate visibility of contract status including workforce, price, and schedule performance.
B. Apprise the COR and CO of any human resource issues that could have an impact on the successful performance of contract requirements.
C. Ensure the Contract Manager and the Site Manager notify the location CO and COR of any situations that may adversely impact performance of the contract (e.g., the timely and cost-effective delivery of quality products and services under this contract).
D. Implement effective and efficient strategies to establish and sustain amicable relations with labor unions while using prudent business practices to ensure best value to the Government. Participate in the location Labor Management Council.
E. Provide notice to the Government in accordance with DRD 1.1-1, NFSC Advanced Notification of Workforce Reductions Report.
F. Provide the following reports: KSC Headcount Report as per KSC Annex DRD K1.0-1, DRD 1.1-3, NFSC Quarterly Summary of 3rd Step Labor Grievances and Arbitrations Report.
G. Ensure the proper control, use, and maintenance of Government-furnished property (GFP).
H. Develop a planning process to prioritize the replacement of GFP, including the refurbishment of existing equipment and new equipment purchases to ensure safe and reliable operation. Provide a list of all equipment items and submit in accordance with DRD 1.1-5, NFSC Replacement of Government Furnished Equipment Report.
I. Develop plans for Contractor-Owned Property.
J. Purchase goods and services necessary to accomplish work in accordance with guidance of the Federal Acquisition Regulation (FAR) and the NASA FAR Supplement (NFS).
Note: For cleaning supplies not provided as a GFS, the Contractor will need to provide their own cleaning supplies.
K. Serve as the property custodian for all Installation Accountable Property provided or acquired under this contract. The Contractor’s custodial responsibilities are defined in the location property requirements and NASA Procedural Requirements (NPR) 4200.1, NASA
Equipment Management Procedural Requirements, and NPR 4500.1, Administration of Property in the Custody of Contractors.
L. Utilize the location Transportation Officer, Central Supply, and Facility as its receiving agent.
M. Assist the Government in management and oversight of the facilities assigned under this contract. Identify and track facility requirements by requesting facility services, maintenance, and repairs from the Government.
N. Estimate travel costs, coordinate, and obtain COR approval for Government-directed travel.
All Government-directed travel shall meet the Government rates for per diem and travel.
All authorized travel shall be conducted and reimbursed in accordance with the Federal Travel Regulations and Clause B.6.2 IDIQ Hourly Rates Government directed via Task Order Exempt personnel are not subject to IDIQ rates.
O. Provide contract administrative support (e.g., property, safety, fleet vehicle management, training operations) to ensure contract requirements are met.
(3) Simulate forcible entry by hitting 150-pound beam with 9-pound sledgehammer to move the beam a distance of 5 feet (Keiser Force Machine). Firefighters must keep both hands below a tape-marked line on the sledgehammer, which is 1 foot down from the head of the sledgehammer, and only contact the beam with the head of the sledgehammer.
(4) Lift, drag, or carry a 170-pound mannequin a distance of 85 feet.
(5) Ensure that combat personnel wear the following protective clothing while completing the CTT.
i. Full structural firefighting bunker gear (coat and pants).
ii. NFPA approved structural firefighting boots.
iii. SCBA with a composite bottle, used by the Fire Department. Personnel shall wear the facemask, maintain an adequate respiratory seal and breathe SCBA bottled air while performing the CTT.
H. Administer the CTT annually and require combat personnel to complete the CTT within seven minutes. Employees who fail to pass the CTT shall not be considered fit for duty.
Ensure employees who fail the CTT have two additional attempts to pass within the 45 days after being medically and physically cleared. Any injury or medical condition during an attempt resulting in the employee not completing the course constitutes a failure.
Note: The CTT results for incumbent personnel who have passed the CTT within six-months prior to contract start (for the respective location) are acceptable.
I. Employee must pass the CTT, be medically and physically cleared by the Location Medical Officer (CMO) to be considered fit for duty.
J. Ensure the employee who has a medical condition which prevents them from completing the CTT are evaluated by their attending physician for any condition that may impact their ability to perform their work. A written report shall be provided by their attending physician to the location Medical Officer who will review the report, evaluate the employees job tasks (including CTT), and determine if additional medical information, testing, or the an evaluation by location Medical Officer is required and provided and determine the employee’s fitness for duty. When medically cleared for duty the employee shall be permitted to retake the next attempt that would have been granted.
K. Ensure any refusal to test or failing to pass in the prescribed time will be considered a basis for removal from the contract.
L. Ensure employee’s failure to meet the requirements of the CTT will result in the employee no longer being certified to perform as combat personnel.
M. Ensure if an employee was not able to take the CTT due to an absence during the
Contractor’s testing cycle, the employee shall be administered the CTT prior to returning duty.

Note: Plan for fuel costs for Contractor and GSA provided vehicles. Contractor maintenance costs for GSA vehicles is limited to tire replacement only. Commercial fuel stations are available on KSC also, available off KSC within close proximity of the Center. Fuel costs for
GSA vehicles are reimbursable and are not subject to any pass-through charges, including, but not limited to, indirect costs, fee or profit. Diesel fuel for fire apparatus is GFS.
2.0 FIRE SERVICES
The Contractor shall:
