Form L08

In accordance with NEXCOM V3 Radio SIR Sections L.3.1, L.3.3, L.3.4, L.4.1, Table L-3, SIR Attachments M01 {Operational Capabilities Test (OCT) Plan}, M02 (VOTER Testing Requirements), and M03 {OCT Verification Requirements Traceability Matrix (VRTM)} Offerors are required to participate in a NEXCOM V3 Radio OCT at FAA’s William J. Hughes Technical Center (WJHTC) in Atlantic City, New Jersey (NJ).

Instructions for accessing the FAA WJHTC are provided in SIR Attachment L03 (WJHTC Facility Access Instructions).

OCT Equipment Packing List After proposals have been submitted, the Government will conduct a Compliance Review in accordance with Section M.3.1 and will verify Offerors proposals, inclusive of OCT equipment submissions, are complete and compliant with the instructions in Section L.

As part of this compliance review, the Government will verify that Offerors have submitted all NEXCOM OCT-required equipment and materials, and are fully committed to participate in the OCT as instructed in the NEXCOM V3 Radio SIR Attachments M01 (OCT Plan) and M02 (VOTER Testing Requirements).

If an Offeror’s submission is found to be incomplete or non-compliant, the Offeror will be precluded from participating in an OCT-conduct and deemed ineligible for award.

Offerors must provide a packing list of all items included in their OCT equipment submission. Offerors are encouraged to use the format of this SIR Attachment L08 in the table below.
