About this file

This is a Decision Memorandum from the United States Marine Corps Environmental Management Division documenting a Categorical Exclusion (CATEX) under the National Environmental Policy Act (NEPA) for the Wallace Creek Service Road Realignment project (P1555, NEPA LE20117) at MCB Camp Lejeune.

The project involves realigning Wallace Creek Marine Mart Road with A Street at McHugh Boulevard, constructing a dual-lane roundabout at the new four-way intersection, demolishing Building 41, and replacing Building 17's parking lot on the Building 41 site. The project scope was derived using UFC 2-000-05N guidance, SDDCTEA Pamphlet 55-17, and a 2016 Traffic Impact Analysis by VHB. The purpose is to improve traffic operations, reduce congestion, and increase safety at stop-controlled intersections. A Traffic Impact Analysis determined that stop-controlled approaches currently operate at Level of Service F (inadequate capacity), while the proposed roundabout would achieve LOS B in AM peak hours and LOS A in midday and PM peak hours. The project encompasses approximately 5 acres with less than 1 acre of tree removal, requires earthen fill material, and involves potential utility relocations (gas, water, sewer, power, telecom). An Aquifer Land Use Control site with known groundwater contamination exists in the project area, requiring 40-hour HAZWOPER training and 60-day state/EPA notification prior to construction. Wetland avoidance is prioritized with $150,000 allocated for mitigation. Additional conditions address asbestos evaluation for Building 41 demolition, stormwater management requiring sediment/erosion control and Low Impact Development techniques, backflow prevention on potable water lines, lead-free plumbing materials compliance, and Section 438 EISA requirements. The project is scheduled to begin January 1, 2022, and conclude May 2, 2023, and qualifies as a categorical exclusion with no extraordinary circumstances requiring further environmental review.

Descriptive Information

Purpose and Need of Action: Improve traffic operations, reduce congestion, and increase safety at the stop-controlled approaches of the existing Wallace Creek Marine Mart Service Road and A Street at McHugh Boulevard in accordance with UFC 3-201-01 Civil Engineering, SDDCTEA Pamphlet 55-17, AASHTO GDHS, AASHTO RSDG-4, AASHTO VLVLR, and NCDOT standards as applicable. Mitigation is required to address operational issues and overall traffic growth due to impacts associated with significant development aboard Marine Corps Base Camp Lejeune. Realignment of the Service Road and A Street will reduce overall traffic delays and will reduce westbound left-turn queueing to and from McHugh Boulevard.

Enclosure (1)

Scope of Project (Project Narrative): The project scope was derived using UFC 2-000- 05N (formerly known as NAVFAC P-80 guidance) for category code 851-10, Military Surface Deployment and Distribution Command's Transportation Engineering Agency (SDDCTEA) Pamphlet 55-17, recommendations from SSDDCTEA Intersection Analysis Comparison dated October 2017 and Traffic Impact Analysis (TIA) prepared by VHB in June 2016. Project will include the following. a. Realign Wallace Creek Marine Mart Rd with A Street. b. Construct a roundabout at new, realigned, 4-way intersection. c.

Demolish Bldg. 41 d. Replace Bldg. 17 parking lot on Bldg. 41 site.

Identify Other Alternatives Considered: Camp Lejeune, specifically Wallace Creek and Hadnot Point areas, have experienced significant facility and housing development in recent years due to Grow the Force initiative. The Base Entry Road (Wilson Boulevard) was also recently constructed to improve base-wide traffic flow. These conditions have affected overall Base population and traffic patterns. Development included the construction of a Marine Mart at the eastern quadrant of McHugh Boulevard and Birch Street accessed by a Service Road. The Service Road, known as "Wallace Creek Service Road", acts as a "cut-through" between McHugh Boulevard and Birch Street. Drivers use the Service Road as a means to bypass the existing McHugh Boulevard and Birch Street signalized intersection. This situation has created intense traffic congestion, significant delays, and unsafe maneuvers such as executing blind left-turns, particularly at the stop-controlled Service Road approach at McHugh Boulevard. In addition to Grow the Force initiative, Camp Lejeune is now constructing a Naval Dental Center (NDC) and a Wallace Creek Marine Centered Medical Home (MCMH). The NDC is being constructed at the corner of A Street and McHugh Boulevard while the MCMH is being constructed at corner of Wallace Creek Road and Birch Street. A Street is only a few hundred feet east of the Service Road. A Traffic Impact Analysis (TIA) was conducted by VHB in 2016 to evaluate existing and future traffic operational issues associated with ongoing development in the study area. The TIA concluded that the stop-controlled westbound Service Road and eastbound A Street approaches are expected to operate at a traffic engineering metric Level of Service (LOS) F with very high delays once construction of the NDC & MCMH are complete. At LOS of F, the volumes exceed roadway capacity and drivers are forced to stop for long periods of time due to traffic congestion. The NDC and MCMH projects do not include any roadway improvements or means of mitigating the increasing operational issues and traffic impacts to the Service Road or A Street at McHugh Boulevard.

Therefore, the TIA determined that realignment of these two intersections, in conjunction with widening of existing roadways to create exclusive turn lanes, would greatly improve overall traffic operations. The new four-legged intersection would operate at LOS C in the AM peak hours and at LOS D in the MID and PM peak hours. In October 2017, the Military Surface Deployment and Distribution Command's Transportation Engineering Agency (SDDCTEA) conducted an Intersection Analysis Comparison to determine if a signalized intersection or a roundabout would adequately handle the future projected traffic volumes at the new, realigned intersection. The Intersection Analysis concluded that a dual-lane roundabout would have the least overall intersection delay and best LOS in AM and MID peak hours (best operationally). The model projected an overall LOS B in the AM peak hours and a LOS A in the MID and PM peak hours. SDDCTEA indicated a roundabout would have no electrical costs, no signal maintenance costs, and no vertical obstructions. Furthermore, a roundabout would serve as a traffic calming device, reduce the number of conflict points for vehicles and have the ability to handle changes in traffic volumes (no signal retiming needed).

Information concerning avoidance, specific best management practices,or mitigation necessary to complete the project: Wetlands exist near the eastern side of the Wallace Creek Service Road. Although highly unlikely, roadway realignment may impact wetlands depending on design layout. However, wetland avoidance will be pursued to the maximum extent practicable. The project has included $150k for wetland mitigation.

Preferred and Alternative Sites

Preferred Site Description: This project includes realignment of the Wallace Creek Marine Mart Service Road to create an east approach at the intersection between McHugh Boulevard and A Street. The existing roadway approaches will be widened and the intersection will be converted to a roundabout. Additionally, the existing parking lot serving Building 17 will be demolished to accommodate a new service road alignment.

Building 41 will be demolished to accommodate replacement parking that currently serves Building 17.
