About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30, Revision 10/83) issued by NAVFAC Mid-Atlantic on November 2, 2026, for Contract No. N40085-27-R-9001. The amendment modifies specifications for the Wallace Creek Service Road project (Project No. P1555U) with an effective date of 11/02/26. The contracting office is located at 1107A Birch Street, Camp Lejeune, NC 28547-2521.

Amendment 0001 revises Section 01 78 00 of the specifications by omitting paragraphs 1.2.3 through 1.2.17 and 3.5 (Real Property Record) in their entirety and replacing them with new paragraph 3.5 (Transfer and Acceptance of Military Real Property). The amended specification establishes comprehensive requirements for DD Form 1354 submission, which documents the acceptance and valuation of Department of Defense real property assets. The contractor must submit an Interim DD Form 1354 with estimated quantities and costs within 30 calendar days after the pre-construction conference (or 30 days after IFC drawings submission for Design Build contracts), including a detailed breakdown of contract price separated by individual building, supporting facility, and supporting utilities. A final Interim DD Form 1354 must be submitted 30 days prior to the beneficial occupancy date with actual quantities constructed and contract costs. The specification references UFC 1-300-08 (Criteria for Transfer and Acceptance of DoD Real Property), FC 2-000-05N (Facility Planning for Navy and Marine Corps Shore Installations), and the current fiscal year MCICOM Real Property Business Process Narrative. All other terms and conditions of the contract remain unchanged, and contractors must acknowledge receipt of this amendment prior to proposal submission to avoid rejection.

Draft DD Form 1354: Working document provided by government. Document includes facilities and related information (minus quantity and cost) within contract/project scope.

Interim DD Form 1354:

o Updated/provided by contractor indicating expected construction contract estimated quantities and costs for facilities listed on the Draft DD form 1354. An Interim DD Form 1354, based on the latest DD Form 1354 iteration, is prepared in advance of the placed-in-service date (also known as beneficial occupancy date) for facility acceptance or building occupancy. The Interim DD Form 1354 includes actual quantities constructed and contract cost, at time of submittal, for work accepted.

Final DD Form 1354: Allows transfer of accountability for the DoD Real Property from the Contractor/Contracting Officer to the accountable Service on the placed-in-service date. A Final DD Form 1354 is prepared in advance of the placed-in-service date (also known as beneficial occupancy date) for facility acceptance or building occupancy. The Final DD
