About this file
This is a Department of Energy (DOE) NEPA determination letter issued by the Brookhaven Site Office on June 4, 2025. The letter addresses the National Environmental Policy Act evaluation of proposed modifications to the Rapid Cycling Synchrotron/LINAC Complex for the Electron Ion Collider (EIC) at Brookhaven National Laboratory in Upton, New York.
The DOE performed a supplement-like analysis pursuant to its January 2019 Guidance on Recommendations for the Supplement Analysis Process, based on information provided by Brookhaven Science Associates, LLC in letters dated March 11, 2025 and May 22, 2025, as well as the original Environmental Assessment (DOE/EA-2138) and Finding of No Significant Impact (FONSI) for construction and operation of the EIC. Following this analysis, the DOE determined that the changes in potential environmental impacts from the proposed modifications are negligible and concluded that no further NEPA review is required for the project. The determination was signed by Craig R. Ferguson, Acting Site Manager, and inquiries regarding the decision may be directed to Kathleen Green at extension 4089.

Dear Mr. Remien:
SUBJECT: NATIONAL ENVIRONMENTAL POLICY ACT EVALUATION OF
RAPID CYCLING SYNCHROTRON/LINAC COMPLEX FOR
ELECTRON ION COLLIDER
Reference: Letter from J. Remien, BSA to C. Polanish, SC-BHO, Subject: NEPA
Environmental Evaluation Notification Form – Rapid Cycling Synchrotron/LINAC Complex for EIC, dated March 11, 2025
Letter from J. Remien, BSA to C. Polanish, SC-BHSO, Subject: NEPA Supplemental Information – Rapid Cycling Synchrotron/LINAC Complex for Electron Ion Collider (EIC), dated May 22, 2025
Following the Department of Energy (DOE) Guidance on Recommendations for the Supplement Analysis Process (January 2019), DOE performed a supplement-like analysis based on the information provided in the above-referenced letters, the Environmental Assessment for the Construction and Operation of the Electron-Ion Collider at Brookhaven National Laboratory (DOE/EA-2138), and the associated Finding of No Significant Impact (FONSI). As a result of the analysis, DOE found that the changes in potential environmental impacts from the proposed modifications are negligible.
Therefore, I have determined that no further NEPA review for this project is needed.
If you should have any questions, please contact Kathleen Green at extension 4089.
Sincerely, Craig R. Ferguson Acting Site Manager cc: C. Polanish, SC-BHSO M. McKown, SC-GCN C. Folz, BSA
