About this file

This document is a Code of Record (CoR) for the Electron-Ion Collider (EIC) project at Brookhaven National Laboratory, effective September 4, 2025 (Revision 02). The CoR establishes the technical and operational requirements, applicable laws, codes, and standards that governed the design and construction of the EIC and any modifications to existing structures, systems, or components (SSCs). The document applies specifically to the EIC Project, which includes reuse of the current RHIC Tunnel and service buildings plus approximately fifteen new buildings to be constructed during the project's construction phase. The EIC will reuse key RHIC infrastructure, including a refurbished and expanded helium plant, one existing hadron ring from RHIC, removal of the other ring, and addition of a new electron storage ring inside the tunnel. The project includes an Electron Injector System (EIS) at the 4 o'clock sector featuring normal conducting linear accelerators, a beam accumulator ring, and a Rapid Cycling Synchrotron ring to provide polarized electrons, while protons and heavier nuclei will be injected from existing Collider-Accelerator Department accelerators.

Section 2.0 of the CoR provides a comprehensive list of applicable codes and standards organized by source, including Federal Regulations and Laws (10 CFR 835, 850, 851, 1021, 1022; 29 CFR 1910, 1926; 40 CFR 61), National Fire Protection Association standards (NFPA 10, 13, 14, 51B, 70, 70E, 72, 79, 80, 80A, 90A, 92, 101, 101A, 105, 110, 214, 220, 241, 497, 780, 790, 1144, 1225), International Standards Organization specifications (ISO 21013-3), American Concrete Institute codes (ACI 318-19), American Institute of Steel Construction standards (ANSI/AISC 360-22), American Society of Mechanical Engineers standards (ASME codes for boiler and pressure vessels, piping, and lifting devices), American Welding Society standards (AWS D17.2/D17.2M), U.S. Department of Energy Orders and Standards, New York State Building Codes, ASHRAE 62, ASTM C1055, and Underwriters Laboratory standards (UL 508, 508A). The document includes specific year/edition requirements for each standard and contains notes regarding approval authorities and allowable substitutions, such as authorization to use newer ASME pressure and piping standards under specified conditions.

1.0 INTRODUCTION AND SCOPE

This Code of Record (CoR) is comprised of a set of technical and operational requirements -including applicable laws, codes and standards which govern a design - that were in effect at the time that the Electron-Ion Collider was designed and constructed and at the time that modifications were made to the existing facility structures, systems, or components (SSCs).

Additionally, this CoR is subject to change management for the life of the facility.

This CoR applies only to the Electron-Ion Collider Project which includes the current RHIC Tunnel and service buildings as well as about fifteen (15) new buildings to be constructed during the construction portion of the project.

The Electron-Ion Collider (EIC) will reuse key infrastructure from the Relativistic Heavy Ion Collider (RHIC). The existing RHIC helium plant will be refurbished and expanded to support cryogenically-cooled components. One of the existing RHIC Tunnel hadron rings will be reused, the other removed, and a new electron storage ring (ESR) will be added inside the tunnel. These two accelerators, one producing an intense beam of electrons, the other a high-energy beam of protons or heavier atomic nuclei, will be steered into head-on collisions. EIC accelerators will contain both normal conducting and superconducting magnets and radio-frequency (RF) cavities.

Polarized electrons will be provided by an Electron Injector System (EIS) located adjacent to and outside the RHIC Tunnel at the 4 o’clock sector. The EIS will consist of a normal conducting linear accelerator, a beam accumulator ring, and a Rapid Cycling Synchrotron (RCS) ring. Protons and heavier nuclei will be injected into the tunnel’s Hadron Storage Ring (HSR) from the Collider-Accelerator Department’s accelerators and injection complex.

Portions of the RHIC Tunnel were constructed for the colliding beam accelerator (CBA) ISABELLE between 1978 and 1983. RHIC Project construction commenced in 1991 and was completed by 1999. Design and construction standards, including life safety and National Electric Code, were contained in a RHIC Project Safety and Environmental Administrative Policy and Procedures Manual (1999).
