Ref: (a) NASCINST 3710.1 NIFE SOP
1. Purpose. To promulgate guidance and procedures for ground and flight operations within the Navy Introductory Flight Evaluation (NIFE) course.
2. Cancellation. NASCINST 3710.3A
3. General. This instruction is intended to supplement reference (a). Should conflict exist between this instruction and any other publication, the more restrictive directive will govern.
4. Action. All personnel involved with the NIFE syllabi and those directly involved with the operation of NIFE aircraft shall be thoroughly familiar with the contents of this instruction and comply with the directives and policies stated herein, and shall maintain a copy of this instruction.
5. Records Management. Records created as a result of this instruction, regardless of media and format, will be managed per Secretary of the Navy Manual 5210.1 of January 2012.

MIDWAY PRACTICE AREA
PNS DEPARTURE AND ARRIVAL PROCEDURES 30Nov22
1. PNS Departure Procedures
a. Participating Aircraft must request the “Garcon Transition” from Clearance Delivery.
This indicates a request for the MPA.
b. Tower must enter a flight plan into the FDIO using “NKL” as the destination to identify a Garcon Transition, and issue abbreviated departure instructions for the Garcon Transition.
EXAMPLE-
“Bolo five zero two, maintain VFR via the Garcon Transition, squawk 1234”.
c. Departure frequency is 119.0 unless otherwise advised.
d. P31 must automatically release all “Garcon Transition” departures.
e. Participating Aircraft must depart the traffic pattern as instructed by Tower at 1,000 MSL or below and proceed to Garcon Point (TERZE Waypoint), and then to the northwest corner of the MPA (CROON Waypoint).
f. P31 must provide Class C services to the MPA.
g. Participating Aircraft must remain on assigned beacon code. When instructed, change to frequency 126.85.
2. PNS Arrival Procedures.
a. When leaving the MPA, depart at or above 1,500 MSL and contact P31 on 119.0 with call sign and Garcon Transition. This indicates a request to enter the VFR pattern at PNS.
b. When runway 8 or 17 is in use, P31 must issue Garcon Transition instructions, and update STARS scratchpad #1 using “GAR”
c. When runway 26 or 35 is in use, P31 must vector for the arrival sequence.
d. Tower will issue further instructions to include traffic pattern entry, altitude restrictions, etc.
e. Upon entering downwind to the assigned runway, participating aircraft must descend to pattern altitude.
MIDWAY PRACTICE AREA (MPA) PROCEDURES.
a. Acceptance of the frequency change to the MPA advisory frequency of 126.85 constitutes understanding of a cancellation of flight following without a cancellation of radar identification.
b. Aircraft must remain on the MPA advisory frequency while in the MPA until exiting unless an emergency or other urgent situation exists.
c. Remain on the beacon code originally assigned.
d. Remain within the lateral boundaries of the MPA at or below 3,000 MSL while compliant with minimum altitudes in 14 CFR 91 and suggested altitudes in AC91-36. The Lateral boundaries are shown in Attachment 1 and defined by a boundary starting at:
• 30° 24’ 48”N / 087° 02’ 03”W thence
• 30° 26’ 13”N / 086° 51’ 36”W thence
• 30° 19’ 53”N / 086° 51’ 51”W thence
• 30° 19’ 47”N / 087° 01’ 41”W.
e. Cooperate with other aircraft in the MPA on a “see-and-avoid” basis.
f. Remain outside of NFJ Class D airspace when active.
2. P31 must:
a. Advise Participating Aircraft to change to MPA advisory frequency. This instruction automatically terminates flight following for participating aircraft in the MPA, but does not cancel their radar identification. Therefore, the phraseology, “RADAR SERVICES TERMINATED” will not be used.
b. On a workload-permitting basis, transmit “blanket broadcasts” on MPA advisory frequency when known non-participating aircraft approach or transition the MPA.
c. Transmit “blanket broadcast” when areas of observed weather are approaching the MPA, for emergencies, or for any other reason deemed necessary.
GARCON TRANSITION TO MIDWAY PRACTICE AREA

USING KPNS AND NORTHWEST PRACTICE AREA
PNS DEPARTURE AND ARRIVAL PROCEDURES
a. Participating Aircraft must request the “Northwest Practice Area 2,500 ft” from Clearance Delivery utilizing the assigned local tactical call signs. This indicates a request for the NWPA at a requested VFR Altitude.
b. Clearance will provide clearance instructions, squawk code, and departure frequency.
c. Departure frequency is 119.0 unless otherwise advised by PNS ATCT.
d. Participating Aircraft must depart the traffic pattern as instructed by PNS ATCT and proceed to the Northwest Practice Area.
e. P31 will provide Class C services to the Northwest Practice Area.
f. Participating Aircraft should “cancel flight following” with P31 once cleared of the Class C airspace and squawk VFR.
2. PNS Arrival Procedures.
a. Participating Aircraft must contact P31 on frequency 118.6 with call sign / position / ATIS as soon as complete with high work in the NW Practice Area, and request “Inbound Pensacola” with intentions (Full Stop or Local Pattern) indicating a request to enter the VFR airport traffic pattern at PNS.
b. P31 must provide Class C services.
EXAMPLE-
“Bolo five zero two, squawk 1234, proceed direct Pensacola, maintain 2,200’.”
c. PNS ATCT will issue instructions to arriving Participating Aircraft before switching them to the Pensacola Tower frequency. Instructions may include direction of entry into the traffic pattern, altitude restrictions, etc.
KPNS NORTHWEST PRACTICE AREA
Northwest Practice Area North – Power lines/Plant South – Interstate 10 East – Highway 29/Site 8A West – Eastern Antennae Cluster Altitude: Surface to 3500’ MSL

Aircrews will overfly point bravo, climb to 1500’ MSL, fly west bound until abeam point Delta.

Aircrews will head inbound towards Point Delta, intercept County Road 12 South, fly eastbound until abeam Point Bravo.
County Road 12 South is 2nm away from NBJ 09 Initial.
Start of arrival procedures is 5nm northwest of JKA.
KJKA WORKING AREAS
• South East area is not used due to KJKA’s class delta airspace
BOLO ON-SCENE COMMANDER CHECKLIST
1. MAINTAIN SIGHT!
a. Keep downed a/c or stricken vessel in sight.
b. Do not fly through cloud layers; remain VFR above 1,000’ AGL.
c. Determine position of downed a/c. (Use approximate lat/long coordinates from ForeFlight, noted time, and winds.)
2. SQUAWK EMERGENCY 7700.
3. SWITCH TO VHF GUARD 121.5 FOR INITIAL CALL.
a. “Mayday, Mayday, Mayday, this is (your call sign) on Guard. (Downed a/c call sign) is down at (location). I am taking station overhead at (altitude) and switching to (controlling agency) on (frequency). I will continue to monitor VHF Guard frequency.”
b. SWITCH BACK TO CONTROLLING AGENCY (i.e. Pensacola Approach) AND
MONITOR GUARD ON BACK-UP RADIO.
4. ATTEMPT TO CONTACT SURVIVORS ON GUARD ON BACK-UP RADIO.
a. Determine physical condition of downed crew.
b. Determine physical condition of a/c, including color, on fire/intact/broken up/etc.
c. Relay and vector SAR assets as necessary if contact is made with downed crew.
5. CHECK-IN OTHER ASSETS AND ASK ON STATION TIME AVAILABLE.
a. Divert unnecessary assets. Warn non-participating aircraft to stay clear.
b. Coordinate other assets: if you are low on fuel (no less than 6 gallons remaining) and another airborne asset is available to take over O.S.C. duties.
6. GATHER AND REPORT AS MUCH OF THE FOLLOWING AS POSSIBLE.
a. A/C type/condition/position/time/number and condition of survivors/distance from shore/terrain/winds/nearest landing area/etc.
7. REMAIN ON STATION UNTIL YOU REACH BINGO FUEL (NO LESS THAN 6
GALLONS), EXPERIENCE AN EMERGENCY OF YOUR OWN, OR ARE RELIEVED
OF O.S.C. DUTIES BY A MORE CAPABLE OR SAR ASSET.
a. Know your approximate fuel remaining and RTB with no less than 45 minutes of fuel remaining.
