4 QASP and CPARS The government provided QASP Surveillance Performance Matrix establishes all but one Maximum Allowable
Degree of Deviation from Requirement Acceptable Quality Level (AQL) at a level of 0%. Using the CPARs guidance for the contractor's performance ratings, it appears impossible for the contractor to achieve an objective rating above satisfactory. Would the government consider adjusting and/or adding other performance indicators that allow very good or exeptional performance to be objectively measured?

The QASP is not synonymous with a CPAR.
5 Instruction Hours Analysis of the Naval Introductory Flight Evaluation Master Curriculum suggests that the annual instruction hours for CLIN X110/X210 may be understated by 7,600 hours, when factoring in awarded student extra training flights, incomplete flight missions, MFI training requirements, pre/post times, ground training events, etc. Since the contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) type award with the "max quantities" set by
Section B, any instructional hours added would not increase the government's cost if they were unused and would provide increased flexibility for ensuring the entire student load could be trained within contractual terms. Would the government consider increasing the instruction hours by at least 7,600 hours annually?

7 Contract and Task Order
Minimum/Maximum Quantities
Please confirm which quantities limits the maximum contract quantities stated by CLIN versus the maximum quantities stated in Section B immediately following the CLIN listing.
RFP Section B The contract maximum is expressed on a total contract basis in dollars. (See Section B Notes)
8 Period of Performance Please confirm the period of performance (POP) for year 7, the option to extend. RFP Section B and paragraph 3.1 state 6 months; however, Section F states the POP as 1 Dec 2031 to 30 Jun 2032 which is 7 months.
RFP Sections B and F, and paragraph 3.1 See section B, the period pof performance has been reduced.
The option to extend has also been removed.
9 Ground Training Please clarify the requirement for "fully functional avionics" as it pertains to Cockpit Procedural Trainers (CPTs) that are used in-lieu of aircraft for contractor led ground graining events.
PWS 3.2.2.1 Please see the updated PWS.
10 Economic Price Adjustments Would the government consider adding an Economic Price Adjustment (EPA) clause in accordance with the
Principal Director, Defense Pricing and Contracting, Office of the Under Secretary of Defense (John M. Tenaglia) memorandum dated 25 May 2022, subject: Guidance on Inflation and Economic Price Adjustments? We are in a period of unusually high inflation and aviation fuel is a large percentage of the contract cost base and represents a significant inflation risk considering the 6.5 years of the contract year term.
RFP Section L paragraph 3.0 The government is not going to consider adding an EPA
Clause to this Firm Fixed Price contract.
