Proposal Delivery

Information

It has been brought to our attention that the Department of Navy has updated their travel policy relating to COVID-19 safety protocols. This has included cancellations of project site visits and in-person conferences. To aid in this regard, would the

Government consider allowing electronic submission of this proposal?

Yes. See solicitation amendment 0001. No Yes 0001

Factor 1 - Experience states: For purposes of this evaluation, a relevant project is further defined as a construction or repair/renovation project with a contract value between $20,000 and $1,000,000. Would the Government consider relevant similar type projects with a value greater than $1,000,000 as acceptable?

Based on the research we did and the information we gathered, NGIS don't have enough ESBF available because the majority of the rooms are booked (750 room) for the Base operation support contractor, the only option available is NGIS rooms with end-suites at 55$/night/room, will the contractor be allowed to built their own man camp even though NGIS have 55$/night rooms?

Yes, the Contractor may build their own man camp.

Construction of the man camp is the contractor's responsibility. Facilities Management Division (FMD) will provide approved site location for a Laydown

Storage Area (LSA) and man camp construction.

The Contractor also has the option of using

Government-provided temporary housing facilities.

The Government will allow the current contractor to turn over the existing temporary housing facilities to the new JOC contractor. Temporary housing facilities provided by the Government are provided in

"as is" condition. It is the Contractor's responsibility to enhance and maintain facilities in accordance with

Code requirements. Contractor shall tie into existing utilities at designated locations and maintain these utilities until completion of the contract. Contractor shall be billed for utilities at prevailing rates. Upon completion of the contract, the Contractor shall remove trailers from site and restore site to a natural earthen condition. Yes, the Government will allocate a fully built office space for the Contractor. As stated in C.9.4 of the solicitation (page 24), "the contractor will be assigned Building M613 or equivalent facility for

Contractor use." Building M613 consists of both administrative and warehouse space. See solicitation amendment 0004.

10 General General General Kindly clarify if an offeror can submit the experience of key subcontractors with letter of commitment to be considered for proposal evaluation?

No. No No N/A

11 Solicitation 1.3.20 41

For the ease of estimate of coefficients, please confirm that the contractor will be allowed to build a new man camp for their workers based on the information currently available from NGIS of non-availability, it will be hard to estimate the cost of housing based on the rates provided, since it will highly depend on the work load and surges in RFPs, the contractor believes that during the off-peak RFP issuance times, it'll be more cost wise to house the workers inside a one time cost man camp instead of paying daily room fee at NGIS, from staffing point of view, the contractor won't be able to send workers home in the off the peak months in RFPs due to the cost associated with flights, end of contracts and entry clearances, etc.

Confirmed. See PPI #4 response. No Yes 0004

(iii) Price for Seed

Project

The RFP states that any scope of work should be priced using MEANS if there is a

MEANS rate applicable for the scope of work. However, concrete and asphalt materials are considerably more expensive than the applicable means rates, much more so than the majority of other materials that have applicable means rates. If the MEANS rates are to be used for concrete and asphalt scopes of work, contractors will need to significantly increase their proposed multipliers, which will unnecessarily increase the cost of other scopes to the government. Recommend contractors to utilize the lowest available, most recent GTMO concrete BPA purchase rates in lieu of MEANS rates for concrete (materials only) and the current

GTMO asphalt IDIQ paving rates for turnkey asphalt (materials & install) in lieu of

MEANS for asphalt. Each would then be multiplied by the appropriate multiplier.

R.S. Means cost data represents the U.S. National

Average. Contractors shall establish their pricing based on U.S. National Average Cost Data.

The PPI log is for informational purposes only. It does not amend the RFP. If a revision to the RFP is required, a formal amendment will be issued.

(iii) Price for Seed

Project

The RFP states that any scope of work should be priced using MEANS where there is an applicable means rate available. However, there are certain scopes (that have a corresponding MEANS rate) that either require a specialty certification or specialty technical skill that will require mobilization of a unique work force for that scope as opposed to the ability to utilize the standard work force, which will require that contractors increase their multiplier rates for all work, including the more simple scopes. Examples of these types of scopes would include Roofing where certified roofing installers are required or structural welding that requires welding credentials. Means includes rates for many of these scopes, but the multiplier to perform these types of scopes on Guantanamo bay will be significantly higher than the multiples to perform more simple scopes, such as fencing install or drywall work. Recommend a separate multiplier rate for scopes of work that require specialty creditials and tradesmen.

A separate multiplier rate for scopes of work that require specialty credentials and tradesmen will not be added to the solicitation.

No No N/A

(iii) Price for Seed

Project

The RFP states that any scope of work should be priced using MEANS where there is an applicable means rate available. However, there are some scopes, with appropriate MEANS rates, that require specialty equipment that will only be needed for limited periods and are not readily available on the base. Examples would be equipment such as cranes, drills, large excavators, dozers, and other heavy or specialized equipment. Please confirm that contractors will need to ensure their installation multiplier is high enough to cover the costs to complete work that has applicable equipment means rates even if the equipment may not be readily available on Guantanamo Bay.

It is the responsibility of the contractors to ensure that their multiplier accounts for a wide variety of risks of doing business, including equipment and equipment rental. Contractors shall establish their pricing using R.S. Means, which represents the U.S.

National Average Cost Data.

Previous JOC contracts have come with government provided accommodations

(man camp typically) at no cost to the contractor. Contractor has been responsible for utility bill only. This JOC contract does not offer contractors a government furnished man camp. Please confirm that contractors will be required to use Gold hill at $18.50/day ($10/day rent and $8.50/day utilities) and please confirm that gold hill will have guaranteed availability.

No. See PPI #4 response No Yes 0004

16 1.3.20.2 44 of 227 Will base housing have capacity to provide the family housing for the JOC Contract

Management personnel?

Future housing availability is unknown at this time. In accordance with UFGS 00 73 01.00 25, Paragraph

1.3.20.2, "the Government may provide up to two (2) housing units (based on availability) for the

Contractor's use. These units are reserved for use by accompanied or unaccompanied personnel in performing management/supervisory functions for the overall JOC " FMD will also provide approved site location for man camp construction.

No No N/A

Previous JOC contracts have supplied the contractors with a warehousing and storage facility at no charge to the contractor, other than utilities. This RFP does not offer the contractor a warehouse or storage facility. Please confirm that the contractor will have to construct its own warehousing infrastructure on land provided by the Government.

No. See PPI #8 response. No Yes 0004
