GOVERNMENT PRE AWARD INQUIRY FORM

Page Section Para.

1 67 (2)(b) 5, 6

Under Relevent Project definition, will the Government consider reducing the contract value of $500,000.00 per year to $400,000.00 per year, which would be more consistent with previous RFPs and the average anticipated FFP amounts for this contract requirement?

The Relevant Project contract value has been reduced to $300,000.00 per year. See Amendment 0003 for revision. 0003

2 67 (2)(b)(1) 8

Under Factor 1 - Corporate Experience, Solicitation Submittal Requirements, will the Government consider reducing the minimum number of recent, relevant projects from two (2) to one (1), which would be consistent with previous RFPs for this contract requirement?

The Government has reviewed the requirement and confirmed that it remains as stated in the RFP, the offeror shall submit a minimum of two (2) to a maximum of five (5) examples of recent, relevant projects for Factor 1, Corporate Experience.

3 101 3.3 Grounds

Maintenance Service Orders

Per the SOW the limit of liability is $5,000 for Grounds, please clarify that if the government wants multiple tree removals under a Service Call and the cost would be $4,750, the the contractor is responsible for all costs with no re-imbursement to the contractor?

See Amendment 0003. The Unit of Measure for the Grounds Maintenance Service Orders has been corrected from "Months" to "Each" and the Quantities have been updated accordingly.

Grounds Maintenance Service Orders are included in the Recurring Work (firm-fixed price) portion of the contract and are unit priced as "Each" in the revised ELINs. The Contractor may invoice for completed grounds maintenance service orders and will receive payment based on the unit prices proposed in Attachment J-0200000-13 ELINs.

Per Spec Item 3.3, "Service orders will include a wide variety of work," additionally, "the Contractor has full responsibility for any work up to the grounds maintenance service order limit of liability of $5,000 in direct labor and direct material cost." The Government does not have specific tasks predetermined for service orders, as they are designed to provide a method for addressing emergent issues throughout each period of performance.

Since Service Orders are firm-fixed-price, the unit prices are not subject to any adjustment on the basis of the contractor's cost experience in performing them; the contractor is not required to provide a rebate to the Government for tasks that are cheaper than the proposed price for a service order, and the Government is not required to provide additional funds for work exceeding the proposed price for a service order but falling below the liability limit.

The offeror should bid accordingly and with awareness of the competitive nature of the solicitation.

4 41 3.1 Service Orders the previous contract had a Limit of Liabilty of $2,500 and this contract has increased to $5,000. Can the government clarify this was the intent? This leap in cost is putting more financial risk on the contractor without know what the average cost of current Services Calls are?

The limit of liability change reflects a change made after a Navy-wide survey of task orders issued against service contracts was conducted. The survey found a large number of low value task orders being issued throughout the DON. The higher liability limit is intended to reduce the number of low dollar value task orders procured under service contracts and thereby reduce adminstrative burden. The Government has provided the historical numbers of service calls (now refered to as service orders) in J-1502000-03, but has not provided costs since such costs would not be representative given the lower liability limit of the prior contract. Note that this attachment is provided for informational purposes only; Service Order quantities for each location are specified in Attachment J-0200000-13 ELINs.

Historical data and supporting information provided is intended to illustrate the volume and examples of work that has been performed in the past and is not to be construed as a limiting factor to services ordered and performed in the future. The Contractor must use the information provided to perform their own risk assessment.

5 46 3.2.1 HVAC and

Refrigeration Systems

During the base year of the contract the contractor will perform two season (summer and winter) HVAC Testing, Adjustment, and Balancing (TAB).

The base year is 6 months, does the government still want 2 accomplished in the base year?

No. The contractor will only perform one TAB in the six month base period.

The option years will require two season TABs. See Amendment 0003 for revision.

6 Will any covid guidelines be instituted into the custodial portion of the contract.

At this time, the Government does not anticipate utilizing this contract for COVID custodial cleanings. Mid-South currently receives those services, when required, under a separate contract.

7 Can the government provide equipment list’s for all locations?

Section J provides systems descriptions and inventory data with all available equipment information; the NOSC that the systems and equipment belong to is identified in each attachment. Refer to Section J Attachments J-1502000- 04 through J-1502000-14.

Note that the solicitation is based on a systems approach. The Contractor is responsible for the systems and all mechanically and electrically interlocked ancillary parts, equipments, and components of the system, as described in the specifications.

8 Can the government provide the current elevator maintenance subcontractor for each location?

The Government does not have privity of contract with subcontractors, therefore, details of current subcontractors will not be provided. The current contractor's information is provided in Section A.5 Prior Contract Information of the RFP.

9 Can the government provide the current grounds subcontractor for each location? See Government Response to GPI #8.

10 Can the government provide the current pest control subcontractor for each location? See Government Response to GPI #8.

11 Can the government provide the total square footage for each location?

Section J Attachment J-1503010-05 provides the custodial inventory in square feet for the three NOSCs that receive custodial services under this contract. In addition, Attachment J-1503050-04 Site Maps lists the acreage for each location.

Attachment J- 1502000-11, Automatic

Gate Inventory

This attachment shows Automatic Gates for St. Louis, however, there was no ELIN provided for Automatic Gates in St. Louis. Will the government provide this?

An ELIN will be added for the Automatic Gates requirement at NOSC St.

Louis. The revised ELIN pricing spreadsheet is provided via Amendment 0003.

Attachment J- 1502000-03, Historical Service Order

Workload

Can the government provide the timeframe of this historical data? One year?

Two years’ worth of data? Historical data covers one year.

Attachment J- 1502000-03, Historical Service Order

Workload

This attachment lists “Knoxville” twice and does not have a line item for St.

Louis. Can the government provide the number of service calls for St. Louis?

The second to last row should read "St. Louis" rather than "Knoxville".

Attachment J-1502000-03 will be updated to correct this information. The revised Section J attachment is provided via Amendment 0003.

15 10 Section C 2.4 Will a PMO office be provided by the government? If so, does the government have a preferred location.

A PMO will not be provided. Per spec item 2.4.1 in Annex 0200000, "Government will not provide GFF."

16 Is there an incumbent contractor for this scope of work? If so, what is the current annual and total value of the contract?

Yes. Information on the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) is provided in Section A.5 Prior Contract Information of the RFP.

17 What is the government's intent for the overall management of the project?

Will there be a COR at each location, or just one for all locations?

An Administering Contracting Officer (ACO) and Contracting Officer Representative (COR) will appointed out of PWD Mid-South to manage the contract. In addition, there will be multiple Performance Assessment Representatives (PARs) overseeing the requirement as well. The Government reserves the right to appoint additonal CORs and PARs as necessary.

18 16 Section C 2.7.1.1

This section states that the Project Manager should be onsite within 24 hours after the government's request. This would be difficult if, for example, we have our Project Manager located in Kansas City and the government has a request in Chattanooga. Is the government requiring us to have a Project Manager at each location?

Per Annex 0200000 Spec Item 2.7.1.1, "The PM or alternate shall be on-site within twenty-four hours after the Government’s Request." The Government acknowledges that this is a challenging requirement and encourages the Contractor to propose innovative approaches to meet it. That said, the 24 hour response time is a requirement that must be met.

19 J-0200000- 13_ELINs

On the Base Period Non-Recurring tab, can the government explain the difference between FX and FI designations within the service order descriptions? For example, we're pricing (1) service in line 702, but (2) in line 705.

The term FI refers to the functions of sub-annex 1502000 Facility Investment. The term FX refers to the functions of sub-annexes: 1503010 Custodial, 1503020 Pest Control, 1503030 Integrated Solid Waste Management, 1503050 Grounds Maintenance and Landscaping, and 1503060 Pavement Clearance.

20 J-0200000- 13_ELINs

In the non-recurring elins will lthe gov't confirm that we're pricing (1) service call and not for the whole year? For example A702, are we pricing (1) service call at a maximum liability of $2,500 or the services for the whole year?

The unit EA refers to each service order not each year.

21 J-0200000- 13_ELINs What area should we include markup on subcontractors?

Offerors are responsible for determining where to allocate proposed pricing.

As stated the RFP, offerors shall provide a price narrative explaining how all costs are allocated to the data elements identified in the ELIN pricing attachment.

Proposed prices shall be provided in the same level of detail for all requirements, whether the work is proposed to be accomplished as the prime contractor, subcontractor, or by other means.
