These sections references Residential trash, recyclable, and bulk items removal. Will the government provide clarification if Residential Collection is a part of this contract? If yes, can the government provide how many units are required under this contract? Will the government provide historical data?
There is one "Residential" (meaning a single family residence) collection requirement and that is at NAS Kingsville. This single pick up point has requirements that align with typical off-installation neighbor waste and recycling.
See Attachment J-1503030-04 for Non-Recyclable pick up frequency. The pick up frequency requirement is weekly.
See Attachment J-1503030-08 for Recyclable pick up frequency. The pick up frequency requirement is also weekly.

This is a new requirement; therefore, there is no historical data available.

The contractor is required to perform all requirements.
Subcontractor information will not be provided.
18 4/14/20

Yes, 8:00 am to 4:30 pm weekdays.

38 PWS 3.3
The PWS states that there can be a QTY of 45 40 CY moves annually, can the Government please clarify what these moves are for and that these will not be used for MILCON projects or small construction projects around the base. In other words, will these container moves only be to address normal trash flow? If not, wouldn't these extra container moves/hauls be best suited to be ordered as IDIQ/as needed?
The intent of these moves are to better position containers for Government use only. There will be no additional hauling/disposal included.
It is estimated that approximately 30-35 of the moves will be for 8 CY containers, which will include the "floating" containers. The remaining will be the 40 CY containers utilized by CCAD. The waste will not be MILCON or small project debris. It will be normal trash flow.
The monthly frequency of the "floating" 8 CY and 40 CY containers will ebb and flow somewhat, but the annual number is considered to be reliable.
The requirement is that the cost of these 75 moves be pre-considered by the Contractor and that the Government will not be additionally charged. The KO, COR or other designated representatve will communicate the move requirement to the contractor. Spec Item 3.3 of the RFP was updated with Amendment 0005 to clarify this point.

The type of service will alternate primarily between the collection and disposal of recylclable and non-recyclable waste, but the limit of liability for the contractor will be $1,000.

ISWM Service Calls. Can you please clarify what type of services will be ordered and paid for as Service Calls and how this differs from Non Recurring Work. It would help if you could provide as much information as possible as we are to provide a price for EACH service call in J-
0200000-11 ELIN 00102.
ISWM Service Calls are any refuse collection, disposal or recycling service (or combination thereof) already described within Recurring Work Spec Items 3.1 - 3.4 up to a $1,000 limit of liability.
60 4/15/20
43 1503030 3.7
Please clarify why service calls have a ceiling price of $1,000.00 when they have a pre priced EACH unit price (J-020000-11 ELIN 00102).
The Government may issue ISWM service orders for work requirements previously scoped and described by Recurring Work Spec Items 3.1 – 3.4. The Government may combine multiple services requirements (individually scoped and described by Recurring Work Spec Items 3.1 – 3.4) into a single trouble call.
ISWM service calls are limited to a ceiling of $1000 in total cost which is the Contractor’s Limit of Liability.
It is the responsibility of the Contractor to notify the KO if a Government requested ISWM service call will exceed the specified limit of liability($1,000) in total costs per reporting requirements in Annex 2 prior to initiation of work. Should such a determination be made and officially communicated, the Contractor will only be responsible for all costs up to the limit of liability($1,000).

QUESTION GOVERNMENT RESPONSE

Upon notification by the Contractor to the Government that the Government's request for a service call will exceed the limit of liability ($1,000) , the Government will determine and communicate to the Contractor, prior to the initiation of work, whether the scope of the service call in question will be reduced so that the total cost remains below the $1,000 limit or a Non-Recurring work task order will be generated to cover costs for work exceeding the Contractor’s limit of liability.

The intent of these ELINs are for new Non-Recurring requirements/containers at locations not already indentified in the Recurring Work Table provided in Attachment J-1503030- 04.

What is the scope of work that will require crane operation? Is pricing required for this scope? Is Crane operation necessary for this bid?
The Government included Crane Operation guidance to address the possibililty that there could be a requirement for the removal and disposal of something bulky enough or heavy enough to require use of Crane Equipment or other WHE.
Spec Item 3.1.2.2, "Bulky Waste", states "Bulky waste includes all refuse too large or heavy to be placed in designated containers but is within a waste deposit area.
In the event bulky waste deposited into non-recyclable waste containers interferes with the collection method typically employed by contractor to empty or collect the contents of the container, it will be the Contractor’s responsibility to remove the bulky waste from the container and dispose of it according to the Contractor’s normal schedule for the disposal of bulky waste."
Spec Item 3.4.1, "Recyclable Solid Waste Collection", further states "If bulky waste items such as household furniture or appliances are placed in Recyclable Waste Containers, the contractor will remove and dispose of them."
The Government expects no extra cost for removal of these items, whether or not a crane is required.

Our instructions say for Non-Recurring CLIN entry, use ELIN’s A,B,C or D, 700 thru 702. Also, the spreadsheet mentions that on Line 7 where it states “ELINs A700 – A702” in it. Fine with that portion so far.
Note that in Column “O” of the sheet that the formula in box “O-17” has a formula that is written “=SUM(012:O16)” which leaves off Line 11 (A700 line) and captures Lines 14, 15, & 16 which are lines we are instructed to ignore in bid documents and on this sheet itself. I am confused as to this and need some clarification please. In regards to the medical waste, Sec J pg 30/34 shows 52 weeks collection on QTY 1 “medical waste containers” at BLDG (Hospitals) H- 100 Corpus and 3775 Kingsville respectively. This is incorrect, and there are actually multiple containers collected at times up to 10 Max at Corpus and MAX 3 at Kingsville. While they are collected weekly, Sec C pg. 36 reflects the correct, accurate collections of 300 BOX collections annually for Corpus and 100 BOX collections annually for Kingsville.
This needs to be addressed so that all understand what they are bidding on as there is ambiguity currently. There are also times where they are not out at all, but you still have to attempt to collect. This happens 5 to 6 times per year combined.
This error was corrected with Amendment 0006.

Follow up to Question 73..In regards to FPOW, please clarify. Is it your intention to have the collection bid as FFP (as it is currently in our current contract) or to be collected as IDIQ? Reason I ask is because the amount to be collected is 180 bags in Sec C (page 36) and that is the same amount as the IDIQ line item QTY. If IDIQ, shouldn’t this fall outside of the Limit of Liability?
