Question: Will the government provide the contractor with hand tools and a hand tool listing for the effort? Please also clarify the reference in PWS 4.1.5.1.

Attachment 4 indicates a FTE minimum manning of 28 FTEs for an estimated 53,760 hours. Historical manning hours for the period of 7/25/21-7/24/22 is 20,158.77

Answer ATTACHMENT L3 – PRICE COST SUMMARY is revised. See Amendment 2.

Question: Will the government adopt these FAR Clauses into the current solicitation?
Answer FAR clauses 52.222-41 and 52.222-43 have been included in Section I of this solicitation. See Amendment 2.
18 Reference: ATTACHMENT L3 – PRICE COST SUMMARY
The government has used 1920 for FTE equivalent hours. The adopted Wage Determination though requires the following paid-time off benefits: 80 hours of vacation, 56 hours of sick, and 88 hours of holidays. Using 2080 annual hours, these guaranteed sums results in an effective FTE hours of 1856.
Question: Will the government adopt the SCA minimum required hours for the evaluation on this effort?
Answer The FTE equivalent hours have been updated to 2080 annual hours. The government is using the SCA minimum required hours for the evaluation on this effort.
ATTACHMENT L3 – PRICE COST SUMMARY is revised. See Amendment 2
Reference: ATTACHMENT 05 – WD
Discussion:
The government cites WD 2022-0141 for Florida County of Duval dated 06/30/2022 applicable to the current effort. The most recent SCA WD on Sam.gov is 2015-4539 dated 07/06/2022.
Question: Will the government provide WD 2022-0141 for offerors or modify the applicable WD to be 2015-4539?
Answer Per the DOL the Government will use WD 2022-014 Rev1. ATTACHMENT 05 – WD is revised. See Amendment 2
Reference: ATTACHMENT L-3 - PRICE COST SUMMARY
Discussion: The current format is ideal for a prime-subcontractor relationship given the hourly wage requirements and applicable rate mark-ups.
Question:
If the contractor proposing is an unpopulated Joint Venture through which the parties subcontract the positions through the partnered entities, how should the contractor reflect such arrangement in the current pricing template?
Answer
If Joint Ventures (JV) are included, and the JV member cost details are proprietary, the Prime Contractor shall identify each JV member fully-burdened cost in the Subcontractors section (yellow) of the ATTACHMENT L3 – PRICE COST SUMMARY. Then, each JV member is responsible for submitting their own cost build-up details, if proprietary, via a separate L-3 directly to the Government. See Amendment 2
21 Reference: ATTACHMENT L-3 - PRICE COST SUMMARY
The current format is ideal for a prime-subcontractor relationship given the hourly wage requirements and applicable rate mark-ups. Errors include:
a. Summary Tab:
i. F6 – Error in Reference
b. BP/OY Tab(s):
i. I17 – Total doesn’t total above cells but rather column F
ii. Column J – This is a subtotal column but doesn’t result in the right evaluation as it doesn’t include adjustments for proposed FTE (column D).
iii. Column L – This column is resetting column F where as it appears to need to state column G or Column F * Column D.
iv. Column M – Restates Column J which doesn’t account for additional FTEs as noted above.
Question: Does the government intend to update this format?
Answer ATTACHMENT L3 – PRICE COST SUMMARY is revised. See Amendment 2
11/02/2022 Amendment 3
Reference: Amendment 2 Question 18 - Hours
Discussion:
The government indicates the evaluation will be based on 2,080 hours. This leaves no time-off for SCA covered employees per the Wage Determination which indicates 224 of statutory mandated hours be available. This impacts the fringe rate applicable to the effort and artificially inflates the H&W owed to the individual if the evaluation is based on 2,080.
Question:
1. How will the government confirm contractors have proposed the H&W minimums of the Wage Determination applicable only to working hours?
2. Does the government understand this procurement is for a level of effort outcome, not a purchase of hours?
Answer ATTACHMENT L3 – PRICE COST SUMMARY is being revised. See Pending Amendment 4
Reference: ATTACHMENT L3 – PRICE COST SUMMARY
Discussion: Instruction 16 indicates JV partners with proprietary rates should complete attachment 3 as subcontractors and submit separate L-3 build-ups to the government.
Question:
1. If not proprietary, how should the JV disclose team fringe and G&A rates?
2. If not proprietary, will the government accept a single cost volume in which all rates for all partners are disclosed?
Answer
If not proprietary, a single price document can be submitted to disclose JV team-member fringe and G&A rates collectively. If there are numerous JV members accommodating different labor categories, identify them separately with the labor categories they will be aligned to. Attachment L3 is being revised and will be released with Amendment 4. See Pending Amendment 4.
Reference: Amendment 02 SECTION L - 4.11
Discussion: Government requests disclosure system adequacy inspections performed by DCAA and DCMA.
1. Are any of these systems (property, estimating, and purchasing, etc.)
required by the solicitation?
2. If required, are these systems able to be implemented upon award plus six months?
Answer
Pursuant to DFARS 215.408, a Cost Estimating System is required in all solicitations and contracts to be awarded on the basis of certified cost or pricing data.
If there is a single offer received for this solicitation, the Contract will necessitate certified cost or pricing data to award.
Pursuant to DFARS 245.107, FAR Clause 52.245-1 and a Property Management System will be required to ensure Government Property being maintained, repaired, overhauled is managed.
Pursuant to DFARS 244.305-71 and FAR 44.204, a Purchasing System is not required since the contract will be FFP.
Earned Value Management System is not required, pursuant to DFARS 234.203.
Material management and Accounting System is not required, pursuant to DFARS 242.7204.
Accounting System is not required pursuant to DFARS 242.7503.
The required system requirements must be compliant in order for contract award to an offeror.

Reference: ATTACHMENT 3 - GFP; ATTACHMENT 01 - PWS 4.1.5.1 GFE and Tools
