As an OASIS Small Business Pool 3 prime contractor we believe that this Pool would be a better vehicle for this solicitation and recommend the Naval Air Warfare Centers (NAWC), Fleet Readiness Center (FRC) Headquarters consider releasing this as an OASIS Small
Business Pool 3 task order. This would provide access to a large number of small businesses with proven qualifications, through a well-established contract vehicle, all while complying with the Government's Category Management approach.
The Government does not intend to change the acquisition strategy for this procurement.
N6852021R0004--
Amendment+0001
Page 42 The Government added the following two new Corporate Experience requirements to the final solicitation, released 4/8/2021:
1. Performed as the Prime or Subcontractor on a Department of Navy contract where the majority of the contract requirement was for the development and/or maintenance of
Information Technology systems;
2. Total awarded contract value is equal to or greater than $7M per one year of performance
(if combining, must be the same year) on a Department of Navy Information Technology contract.
Because the original solicitation was released on 2/9/2021, most interested companies will have executed teaming arrangements based on the requirements from the initial release. These two new requirements will require interested small businesses to modify teaming arrangements to meet the size thresholds per year. In order to facilitate a fair competition for small businesses, will the government consider changing these requirements as follows?
1. Performed as the Prime or Subcontractor on a major DoD Service Information Technology contract where the majority of the contract requirement was for the development and/or maintenance of Information Technology systems;
2. Total awarded contract value is equal to or greater than $10M total contract value on a major DoD Service Information Technology contract.
The Government did not add additional or new requirements as a result of Amendment 0001, but rather it reduced some of the original requirements as follows:
1. “Performed as the Prime or Subcontractor on a Department of Navy contract where the predominance of the contract requirement was for the development and/or maintenance of Information Technology systems” was changed to “Performed as the Prime or Subcontractor on a Department of Navy contract where the majority of the contract requirement was for the development and/or maintenance of
Information Technology systems.”
2. “Total awarded contract value is equal to or greater than $10M per one year of performance (if combining, must be the same year) on a
Department of Navy Information Technology contract” was changed to “Total awarded contract value is equal to or greater than $7M per one year of performance (if combining, must be the same year) on a
Department of Navy Information Technology contract”

On attached L2, ID # 13, paragraph 4.4 still uses the 10 million dollars per one year requirement. Amendment 1 reduced this requirement to 7 million dollars per one year. Can the Government please update attachment L2?
Attachment L2 was updated as part of Amendment 0001 but was mistakenly excluded from the beta.SAM posting. The Government has now uploaded Attachment L2 to beta.SAM.

Page 42 Amendment 1, Page 42 states "Each volume shall contain the following information: -Cover and title page -Title of proposal and proposal number as applicable -Offeror's name, address and POC -RFP number -Proposal volume number -Table of Contents". Further, the page limit table on page 41 indicates that each volume is limited to the Attachments/Templates provided.
The answer to Question 18 indicated that we are not to combine each volume into one overarching volume/document. The answer to Question 19 indicated that we are not permitted to insert a Title page and Table of contents at the beginning of each attachment. Are we able to create a separate file for each volume that holds the cover, title page, and table of contents for the volume? For example, the file name would be ABC.Vol1.TOC. If not, please clarify where/how we are supposed to include the cover/title page and table of contents with each volume.
Yes, Offerors may create a separate file for the Table of Contents and use the naming convention of ABC.Vol1.TOC.
