IT Solutions Support IDIQ - N68520-20-R-0002

DRAFT SOW

Questions and Answers #1 dated 04 Jun 2020

Sections /

Paragraphs Questions Answers

1 2.0

Will this solicitation and project fall under the Cybersecurity Maturity Model

Certification (CMMC) qualification for bidders? It is noted that current

Department of Defense plans indicate a portion of projects will be under CMMC as soon as mid-year 2020, with all by 2026

CMMC qualification(s) requirements will be identified at the Task Order level .

2 2.1 & 3.5.2

Question: DoD 8570.01-M Information Assurance Workforce Improvement

Program provide clear direction regarding the types of certifications that government and contractors have to hold to execute IT workload. The draft solicitation and associated draft labor categories that were released under N68520-

20-R-0002 Information Technology (IT) Solutions Support, do not reflect the requirements of DoD 8570.01-M regarding security clearance and IT security certifications.

We recommend that the following labor categories be amended to include requirements for each employee to hold a CompTIA Security+ and a relevant

Operating System (OS) certification as well as a Secret Clearance with SSBI (or

Top Secret) at time of proposal submittal:

• Senior Software Developer

• Journeyman Software Developer

• Senior Software Engineer

• Journeyman Software Engineer

• Junior Software Engineer

• Senior Network and Computer Systems Administrator

• Journeyman Network and Computer Systems Administrator

• Junior Network and Computer System Administrator

• Senior Database Engineer

• Journeyman Database Administrator

• Junior Database Administrator

DoD 8570.01-M Information Assurance Workforce Improvement Program will be added as a reference to the solication. Laborcategories were updated with

CompTIA Security+ and a relevant Operating System (OS) certifications.

Paragraphs Questions Answers

3 2.1 & 3.5.2

For the information security and cybersecurity analyst positions we recommend that the Junior and Journeyman levels require a CompTIA Security+ certification, and for the senior levels to require a Certified Information Systems Security

Professional (CISSP) certification. All Information Security Analysts and all

Cyber Security Specialists should be required to hold a Secret Clearance with

SSBI (or Top Secret) at time of proposal submittal:

• Senior Information Security Analyst

• Journeyman Information Security Analyst

• Junior Information Security Analyst

• Senior Cyber Security Specialist

• Journeyman Cyber Security Specialist

• Junior Cyber Security Specialist

By adjusting those labor categories to reflect the requirements of DoD and

SECNAV requirements each bidder will have to propose the quality of staff that the Navy mandates. This will ensure that the actual cost associated with delivering the quality of staff that will be required to do this work in execution, when work is actually being performed in support of the FRC’s, will be reflected in each proposal and in the resultant award value. If you don’t explicitly require at time of proposal submittal, the security clearance and IT security certification requirements that will be needed in execution, then the resultant contract is going to be seriously underpriced relative to the real costs that the government will bear.

The government will take your recommendations into consideration. The minimum qualifications for each labor category will be provided in the SOW.

Management?
